Report of Action Wednesday, July 15, 2009

1. Health Subject Matter Committee (SMC) SMC Chair Johnson called the Health SMC meeting to order.

1.A. Update on the Revision of the Health Framework 1. Report on the Framework Focus Group Meetings and Public Comments Received on the Framework Revision (Information) SMC Chair Johnson reported on the Health Focus Group meeting she attended in Sacramento.

2. Guidelines for the Curriculum Framework and Evaluation Criteria Committee (CFCC) (Information/Action) SMC Chair Johnson presented the draft guidelines for the Health CFCC and asked if the members of the Health SMC wanted to make any changes. No changes were suggested.

ACTION

Commissioner Ward moved that the Health SMC recommend to the full Curriculum Commission the Curriculum Framework and Evaluation Criteria Committee guidelines for the revision of the Health Framework. Commissioner Brooks seconded the motion. One member of the public, Karen Farley of the California Women, Infants, and Children Association, offered comments on the inclusion of breastfeeding education in the framework. There was no further discussion or public comment. The motion was approved by unanimous vote of the committee members present (3-0). SMC members Tate and Wooldridge were absent.

3. Recommendation of Members of the CFCC to the State Board of Education (Information/Action) The Health SMC members reviewed and discussed applicants for the Health CFCC. After selecting applicants for recommendation to the State Board of Education, the Health SMC members identified applicants, in preference order, to serve as chair of the Health CFCC.

ACTION

Commissioner Ward moved that the Health SMC recommend to the full Curriculum Commission applicants numbers 1, 4, 5, 6, 7, 8, 10, 14, 15, 21, 24, 27, 29, 34, and 36 for recommendation to the State Board of Education for appointment to the Curriculum Framework and Evaluation Criteria Committee for the revision of the Health Framework. Commissioner Brooks seconded the motion. There was no further discussion or public comment. The motion was approved by unanimous vote of the committee members present (3-0). SMC members Tate and Wooldridge were absent.

Commissioner Ward moved that the Curriculum Commission recommend to the State Board of Education one of the following applicants, in preference order, for Chair of the Curriculum Development and Supplemental Materials Commission An advisory body to the California State Board of Education FINAL MINUTES OF MEETING: July 15-17, 2009 (Approved on September 24, 2009)

Health CFCC and subject to verification by SMC Chair Johnson and Commission Chair Brooks of her/his willingness to serve as chair: #7, #14, or #8. Commissioner Brooks seconded the motion. There was no further discussion or public comment. The motion was approved by unanimous vote of the committee members present (3-0). SMC members Tate and Wooldridge were absent.

2.B. Salute to the flag led by Commissioner Bjerke.

2.C. Overview of the Agenda There were no changes to the agenda. Commission Chair Brooks announced that there are four new Curriculum Commissioners. Michelle Herczog, History-Social Science Consultant at Los Angeles County Office of Education, Will Parish, Environmental Science Teacher at Gateway High School in San Francisco, Assemblymember Wilmer Carter, and Senator Denise Ducheny. On July 15, 2009, the Curriculum Commission conducted an orientation for the new members.

2.D. Approval of Minutes for the January 29-30, 2009 Meeting (Action)

ACTION

Commissioner Bjerke moved to approve the January 29-30, 2009, Curriculum Commission meeting minutes. Commissioner Wagoner seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15-0). Commissioners Carter, Ducheny, and Tate were absent.

2.E. Approval of Minutes for the March 26, 2009, Ad Hoc Committee on the Education and the Environment (EEI) Teleconference Meeting (Action)

ACTION Commissioner Bjerke moved to approve the March 26, 2009, EEI teleconference meeting minutes. Commissioner Wagoner seconded the motion. There was no discussion or public comment. 2.F. Approval of Minutes for the June 12, 2009, Curriculum Commission Teleconference Meeting (Action)

ACTION

Commissioner Bjerke moved to approve the June 12, 2009, Curriculum Commission teleconference meeting minutes. Commissioner Wagoner seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15-0). Commissioners Carter, Ducheny, and Tate were absent.

2.G. Approval of Minutes for the July 13, 2009, History–Social Science Teleconference Meeting (Action)

ACTION

Commissioner Bjerke moved to approve the July 13, 2009, History–Social Science teleconference meeting minutes. Commissioner Wagoner seconded the motion. There was no discussion or public comment. The motion was approved by a unanimous vote of the members present (15-0). Commissioners Carter, Ducheny, and Tate were absent.

2.H. Report of the Chair Chair Brooks reported that the Curriculum Commission’s recommendations for the Science Curriculum Framework and Evaluation Criteria Committee and the guidelines for developing the framework were approved by the State Board. In April, the Commission completed a successful Instructional Materials Reviewers (IMR)/Content Review Experts (CRE) training for the Education and the Environment Initiative (EEI) Curriculum Review. Last, he congratulated two fellow commissioners on their recent promotions, Commissioner Childress was appointed Assistant Superintendent of Educational Services for the Riverside County Office of Education and Commissioner Parga-Duran was appointed Superintendent of the Merced City School District.

2.I. Executive Director’s Report Thomas Adams reported on the following:  Reorganization – The California Department of Education (CDE) completed a re- organization. The Curriculum Frameworks and Instructional Resources Division (CFIRD) is under a new branch, the Curriculum Learning and Accountability Branch (CLAB). Dr. Adams introduced Deb Sigman, the Deputy Superintendent of the new Branch. Ms. Sigman briefly addressed the Commission and reviewed the divisions under her branch.  Budget Issues – The budget is not yet finalized. An update will be given in September.  Physical Education – There are some changes in Physical Education. He referred to the handout in the Commission’s agenda packet.  Library Standards – Susan Martimo is working with Barbara Jeffus on creating library standards in the different content areas.

 Free Digital Textbooks – Later today, the Commission will have a presentation on free digital textbooks.

2.J. Report from the State Board of Education (SBE) Debbie Rury, Deputy Director, SBE, gave a report on the July SBE meeting. She reported that at the July meeting, there were a large number of instructional material waivers for mathematics and reading/language arts – 72 waivers. The districts that submitted waivers had concerns about their budgets and their ability to purchase instructional materials. Ms. Rury briefly discussed the SBE’s discretion to grant waiver (12-month extension) and the criteria. All but 3 of the waivers were approved. The districts that had waivers not approved need to follow-up with data on school performance.

2.K. Legislative Update Lupita Cortez Alcala, Director, Legislative Affairs Division, gave a legislative update on current education bills.

2.L. Digital Textbooks Glen Thomas, Secretary of Education, reported on the free digital textbook initiative. He stated that the Governor feels very strongly about standards and technology. The goal of the initiative is to give additional tools to schools, students, and parents in high school mathematics and science where there are standards. Dr. Thomas noted that it’s not about the hardware, but about the delivery. All materials are required to be downloadable. In mid-August, the Governor will make an announcement on what is available and to what extent those materials are aligned with the standards.

2.M. Privacy Training Presentation Mary Harter, Information Security and Privacy Office, Data Management Division, gave a PowerPoint presentation on privacy training.

3. Executive Committee Commission Chair Brooks called the Executive Committee meeting to order.

3.A. Committee Assignments (Action) The Executive Committee Members reviewed and discussed the current SMC membership chart.

ACTION

Commissioner Ward moved to assign the new Curriculum Commission members to the following committees:  Commissioner Parish – EEI, Science, Health, and Electronic Learning Resources Committee.  Commissioner Herczog – History–Social Science, Foreign Language, and Reading/Language Arts–English-Language Development.

Commissioner Hernandez seconded the motion. There was no discussion or public comment. The motion was approved by unanimous vote of the members present (5-0).

3.B. 2010 Follow-Up Adoptions Revised Schedule of Significant Events (Information/Action)

ACTION

Commissioner Ward moved to approve the revised Timeline for the 2010 Follow-Up Adoptions and forward it to the full Curriculum Commission. Commissioner Lanphere seconded the motion. There was no discussion or public comment. The motion was carried by a unanimous vote of the members present (5-0).

3.C. Change Name of Foreign Language Subject Matter Committee to World Language Subject Matter Committee (Action)

ACTION

Commissioner Ward moved to change the name of the Foreign Language SMC to the World Language SMC. Commissioner Hernandez seconded the motion. There was no discussion or public comment. The motion was carried by a unanimous vote of the members present (5-0).

3.D. Bylaws on the Organization and Operation of the Curriculum Development and Supplemental Materials Commission (Information) Thomas Adams reported that in March, the SBE approved the Bylaws on the Organization and Operation of the Curriculum Development and Supplemental Materials Commission. The Bylaws are available on the Curriculum Commission Web page: http://www.cde.ca.giv/be/cc/cd/

4. Visual and Performing Arts Subject Matter Committee SMC Chair Parga-Duran called the Visual and Performing Arts (VPA) SMC meeting to order.

4.A. Election of Vice Chair (Action) SMC Chair Parga-Duran asked for nominations for vice chair of the committee. Commissioner Childress nominated Commissioner Crawford. With no further nominations, Commissioner Crawford was elected vice chair by acclamation.

4.B. 1. Remain informed on issues that affect curriculum, assessment, professional development, and instructional materials in visual and performing arts. 2. Begin preparatory work for the update of the Visual and Performing Arts Framework, which will be brought to the State Board of Education for approval no later than May 2012.

ACTION

Commissioner Crawford moved to approve the 2009 Visual and Performing Arts SMC goals and forward them to the full Curriculum Commission. Commissioner Childress seconded the motion. There was no further discussion or public comment. The motion was approved by unanimous vote of the committee members present (3-0).

4.C. Other Matters/Public Comment: None

NOTE: The Curriculum Commission was ahead of its time schedule, therefore, Items #8 Electronic Learning Resources Committee, #10 Foreign Language SMC, #11 Reading/Language Arts–English-Language Development SMC, and #12 Physical Education SMC scheduled to meet on Friday, July 17, 2009, commenced on Thursday, July 16, 2009.

8. Electronic Learning Resources Committee Committee Chair Wagoner called the Electronic Learning Resources Committee to order. Members of the committee included Commissioners Wagoner, Childress, and Parish.

8.A. Plan for Presentation on E-Books and Textbooks (Information) Committee Chair Wagoner referred to the morning presentation by Secretary of Education Glen Thomas on open source digital textbooks and to the articles in the Commission packet. The Committee agreed they would like to continue discussion of this topic at the next meeting with a presentation by a representative from one of the companies using the Amazon Kindle to deliver textbook and periodical content.

10. Foreign Language Subject Matter Committee SMC Chair Lanphere called the Foreign Language SMC meeting to order.

10.A. 2010 Foreign Language Follow-Up Adoption 1. Revised Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) Applications (Information) Commissioners were advised that the timelines included in the IMR and CRE applications will be revised to include the addition of a second session set of training and deliberation dates.

11. Reading/Language Arts–English-Language Development Subject Matter Committee SMC Chair Crawford called the Reading/Language Arts–English-Language Development (RLA/ELD) SMC meeting to order.

11.A. 2010 RLA/ELD Follow-Up Adoption 1. Revised Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) Applications (Information) Commissioners were advised that the timelines included in the IMR and CRE applications will be revised to include the addition of a second session set of training and deliberation dates.

11.B. Other Matters/Public Comment: None

12. Physical Education Subject Matter Committee SMC Chair Medina called the Physical Education SMC meeting to order.

12.A. Update on the Physical Education Framework (Information) SMC Chair Medina announced that the new Physical Education Framework for California Public Schools is now published and that CDE’s lobby display for July 2009 features the new framework. She acknowledged Commissioners Crawford, Ward, Wooldridge, and Wagoner for their work on the framework during their terms on the Physical Education SMC.

The Curriculum Commission adjourned for lunch from 11:30 a.m. to 12:30 p.m.

5. History–Social Science Subject Matter Committee SMC Chair Ward called the History–Social Science SMC meeting to order.

5.A. Approval of the Draft Updated History–Social Science Framework for 60-Day Field Review (Information/Action) SMC Chair Ward provided an update of the work of the Curriculum Framework and Evaluation Criteria Committee (CFCC). She introduced Gary Dei Rossi, a member of the CFCC, who gave the SMC more information about the committee’s work and its draft.

Prior to taking action on the CFCC draft Framework, the SMC received public comment. The following members of the public provided testimony:

The SMC members discussed potential edits to the draft Framework. Because the majority of the Commissioners did not have final language for their edits, they agreed to bring back language for specific proposed edits at the September meeting for discussion.

ACTION

Commissioner Lanphere moved to recommend to the full Curriculum Commission the CFCC draft of the History–Social Science Framework for release to a 60-day field review. Commissioner Herczog seconded the motion. The motion was approved by unanimous vote of the committee members present (7-0).

5.B. Approval of the Field Review Survey form (Information/Action) The SMC reviewed the field review survey form prepared by staff. In response to a concern by Commissioner Herczog, the SMC agreed to edit the first page of the survey form to add the text, “(check the one that best describes your position)” after “Title/Position”.

ACTION

Commissioner Lanphere moved to recommend to the full Commission the Field Survey form, amended with the SMC’s edit, for the 60-day field review of the History–Social Science Framework. Commissioner Herczog seconded the motion. The motion was approved by unanimous vote of the committee members present (7-0).

6. Mathematics Subject Matter Committee SMC Chair Bjerke called the Mathematics SMC meeting to order.

6. A. Update on the Mathematics Framework (Information/Action) 1. Commissioners received a Focus Group Report that summarized oral comments made by focus group members and members of the public at each of the four Mathematics Focus Group meetings in April and May 2009. A Commissioner was present at each of the four meetings. Commissioners also received a summary of all public comments received in writing and a copy of each individual written comment.

2. Draft Guidelines for the Curriculum Framework and Evaluation Criteria Committee (CFCC) Mathematics CFCC Guidelines were drafted based on input from the Mathematics Focus Group meetings, the framework update plan previously approved by the Curriculum Commission, public comments, and legislative requirements. The nine primary guidelines and supporting details will help guide the Mathematics CFCC as it drafts the update of the Mathematics Framework. The draft Guidelines approved by the Commission will be sent to the SBE for action in September 2009. The committee discussed the Guidelines and offered suggested changes. Staff was directed to revise the Guidelines to incorporate suggested changes. The committee agreed to meet the next morning to review and approve the revised Guidelines.

3. Recommendation of Members of the CFCC to the State Board of Education (Information/Action) Commissioners received 43 applications from individuals interested in serving on the Mathematics CFCC. Commissioners were also provided a demographic and current position chart of the applicants. In selecting applicants, current regulations were reviewed, noting that the majority of the CFCC members must be K-12 teachers at the time of appointment, at least one member must have experience teaching English learners, and at least one member must have experience teaching disabled students. In addition, one member must be a Content Review Expert (CRE) with a doctorate in mathematics or a related field. Committee members discussed potential applicants, first focusing on classroom teachers (from different grade spans) and then non-teachers.

ACTION

Commissioner Parga-Duran moved to recommend to the full Commission the following applicants, by number, for appointment to the CFCC for the update of the Mathematics Framework: 6, 7, 9, 13, 14, 18, 20, 22, 23, 24, 25, 30, 31, 37, 40, 41, and 42. Commissioner Johnson seconded the motion. There was no further discussion or public comment. The motion was approved by unanimous vote of the committee members present (6-0).

The committee briefly discussed the selection of a chair for the Mathematics CFCC and agreed to postpone the selection until the following day, to allow commissioners more time to review the applications.

6.B. Revised Instructional Materials Reviewers (IMRs) and Content Review Experts (CREs) Application (Information)

6. C Other Matters/Public Comment John Irminger, Teacher – Explained his concerns that the Mathematics Content Standards for grades 6 and 7 do not adequately prepare most students for Algebra I. He also submitted written public comment in support.

The Mathematics SMC agreed to reconvene the following morning to approve the revised Mathematics CFCC Guidelines and to recommend a chair of the Mathematics CFCC.

7. Ad Hoc Committee on the Education and the Environment Initiative Ad Hoc Committee Chair Tate called the Education and the Environment Initiative (EEI) Ad Hoc Committee meeting to order.

7.A. Update on the Education and the Environment Initiative (EEI) 1. Instructional Materials Reviewers (IMRs)/content Review Experts (CREs) Training. (Information) Chair Tate thanked everyone who participated in the reviewer training and Veronica Aguila, Administrator for the Instructional Resources Unit, provided a brief overview of the training.

2. Development of the EEI Curriculum Units (Information) Andrea Lewis, Assistant Secretary, California Environmental Protection Agency, and Mindy Fox, Director of the Office of Education and the Environment, reported that all 85 units have been placed on the EEI Web page for public review, scheduled for July 15, 2009 through September 1, 2009. In addition, all of the units have been sent to the IMRs and CREs for their independent review in preparation for the deliberations taking place August 10-12, 2009, at the Doubletree Hotel.

3. 2009 EEI Curriculum Review. (Information) Patrice Roseboom of the CFIRD staff provided a report on the upcoming deliberations including information in the travel bulletin regarding hotel and air reservations.

7.B. EEI Curriculum Deliberations Review 1. General Session Agenda/PowerPoint (Information/Action) Patrice Roseboom of the CFIRD staff reviewed the General Session Agenda and PowerPoint and noted edits suggested by the committee members.

Commissioner Bjerke moved to approve the agenda and PowerPoint presentation for the deliberations General Session with the changes recommended by the Ad Hoc Committee and forward them to the Full Commission for approval. Commissioner Ward seconded the motion. There was no discussion or public comment. The motion was approved by unanimous vote of the committee members present (8-0).

2. Guidelines for Deliberations Document (Information/Action) Patrice Roseboom of the CFIRD staff reviewed the draft Guidelines for Deliberations document and noted edits suggested by the committee members.

ACTION

Commissioner Bjerke moved to approve the Guidelines for Deliberations document with the changes recommended by the Ad Hoc Committee and forward it to the Full Commission for approval. Commissioner Ward seconded the motion. There was no discussion or public comment. The motion was approved by unanimous vote of the committee members present (8-0).

7.C. Schedule EEI Ad Hoc Committee Meeting Conference Call (Information/Action) The committee discussed a conference call date to review the IMR/CRE Report of Findings and public comment.

ACTION

Commissioner Bjerke moved to approve an EEI Ad Hoc Committee conference call on Thursday, September 10, from 3 to 5:30 p.m., to review the IMR/CRE Report of Findings and public comment. Commissioner Ward seconded the motion. There was no discussion or public comment. The motion was approved by unanimous vote of the committee members present (8-0).

6. Mathematics Subject Matter Committee Reconvened SMC Chair Bjerke reconvened the Mathematics SMC.

6. A. Update on the Mathematics Framework (Information/Action) 2. Draft Guidelines for the Curriculum Framework and Evaluation Criteria Committee (CFCC) The committee reviewed the revised Mathematics CFCC Guidelines prepared by staff and then offered additional edits.

ACTION

Commissioner Medley moved to approve the draft CFCC Guidelines for the update of the Mathematics Framework, with the changes recommended by the Mathematics SMC, and forward them to the full Commission. 3. Recommendation of Members of the CFCC to the State Board of Education (Information/Action) The committee discussed individuals to serve as chair of the Mathematics CFCC. They agreed to recommend three applicants to select from, in preference order. If approved by the full Commission, Commission Chair Brooks and SMC Chair Bjerke would later contact these individuals, starting with the first choice, to determine their willingness to serve.

Commissioner Medley moved to recommend to the full Commission the following Mathematics CFCC applicants: #20, 24, and 14, in preference order, to serve as the chair of the Mathematics CFCC. Other commissioners were offered the opportunity to observe upcoming meetings, Commissioner Johnson volunteered to attend the second, three and fifth meetings with Commissioner Medley, and Chair Brooks will represent the Commission at the fourth meeting.

9.B. 2010 Science Follow-Up Adoption (Information) Commissioners were advised that the timelines included in the IMR and CRE applications will be revised to include the addition of a second session set of training and deliberation dates.

4. California Learning Resource Network (CLRN) Commission Wagoner reported that CLRN is excited about many of the electronic resources that have been reviewed. To date, 340 electronic resources have been reviewed.
