Southern Wells Board Minutes December 20, 2016 SOUTHERN WELLS COMMUNITY SCHOOLS BOARD AGENDA Tuesday, December 20, 2016

EXECUTIVE SESSION: The Southern Wells School Board met in Executive Session at 4 PM, as allowed by IC 5-14-1.5-1:  (9) To discuss a job performance evaluation of individual employees. This subdivision does not apply to a discussion of the salary, compensation, or benefits of employees during a budget process.

PUBLIC MEETING: The public meeting was opened with prayer at 5:02 PM by Mr. Westfall with many guests present following a reception to recognize outgoing board members Chad Roush and Doug Klefeker. Other board members attending were Vice-President Kevin Scott and Secretary Aaron Westfall, and Superintendent Steve Darnell. In addition to presenters on hand, those in attendance were corporation treasurer Vicki Andrews, corporation secretary Robin Minniear, principals John Purcell and Chad Yencer, maintenance supervisor Ryan King, Glen Werling of the Bluffton News-Banner. Also, Alyssa Roush, Tammy Klefeker, Jerry Nusbaumer, Mark Grim, Todd Fiechter, Mark Durham, Kim Brewster and Adela Brewster.

I. MEETING ORGANIZATION: 1. Approve Agenda – The agenda was presented with additions as detailed by Mr. Darnell. Motion: Scott Second: Westfall Vote 4-0 2. Approve Minutes: The minutes of November 15 board meeting were approved as presented. Motion: Westfall Second: Klefeker Vote 4-0

RECOGNITION: Mr. Yencer, HS Principal, has made the following recognition: Mr. Darnell and Members of the Southern Wells School Board, It is my honor to recognize the Southern Wells Sunshine Society at this month’s meeting of the Southern Wells School Board. Our Sunshine Society is an organization of 55 high school girls that are focused on community service. Throughout the year they do numerous events such as a free community leaf rake, the Ideal Ladies Banquet to recognize women in our community, blankets for children at Riley Hospital, Angel Tree and more! This group works diligently to improve the community, and is a great example of servant leadership in our school. Sponsored by Chris Hartman and Karie Lavanchy, we are fortunate to have Sunshine Society in our school! In addition to the sponsors, Sunshine members able to attend the board meeting were Rachel Harvey, Jessica Yencer, Sarah Bothast, Hannah Roush, Juniper Tucker, Jenna Eltzroth, Malinah Dixon, Lily Sabinske, Jada Johnson, Courtney Lemler, Jordan Burch, Samantha Williams, Aubrie Leas, Madison Oswalt, Makayla Spath, Brittany Thiebaud, Jamie Howell, and Mackenzie Maloney. II. COMMUNITY INPUT: Livestock Team Update. At the board meeting, the livestock team introduced the students that went on the National trip. They also shared details about the contest as well as the results. Southern Wells placed 5th out of approximately 100 competing teams. Livestock Team members and coach present were Randy Mounsey were Eddie Pluimer, Sam Jones, Wesley Moore, Brady Beck and Russell Pluimer.

III. FINANCIAL ITEMS: 1. Claims Motion: Westfall Second: Scott Vote 4-0 2. Fund Reports – Fund Reports were approved as presented. Motion: Westfall Second: Klefeker Vote 4-0 3. Financial Reports and Bank Reconciliation Motion: Klefeker Second: Westfall Vote 4-0 4. Year-End Resolutions –  Mr. Darnell, Superintendent, recommends approval for Year End Expenditure and Payment of Claims as necessary.  Mr. Darnell, Superintendent, recommends the transfer of cash balance in the amount of General Fund $400,000 and Transportation Fund $200,000 to Rainy Day Fund. Motion: Klefeker Second: Westfall Vote 4-0 5. Donation Acceptance – Mr. Purcell, ES Principal, recommends the acceptance of a $150 gift from Solid Rock United Methodist Church for clothing items and a gift of $150 from Living Water United Church for school lunches. Motion: Westfall Second: Klefeker Vote 4-0

IV. ACTION ITEMS:

1. PERSONNEL: A. Recommendation  Mr. Darnell, Superintendent, recommends a 0-3.2% increase for classified personnel as listed. The board approved a 3.2% increase for corporation treasurer, corporation secretary, bus mechanic, elementary treasurer, high school treasurer, nurse and cafeteria manager.  Mr. Darnell, Superintendent, recommends a 2% increase for administrators eligible to receive an increase. Motion: Klefeker Second: Roush Vote 2-0-2 with Roush and Westfall abstaining  Mr. Robert Mangus, Athletic Director, recommends that five working days be added to the agreement for athletic secretary. Motion to Table: Klefeker Second: Scott Vote to Table: 4-0  Mr. Robert Mangus, AD, recommends Chad Eltzroth as varsity softball coach, and Kelsey McKinney, as varsity assistant coach. Motion: Roush Second: Westfall Vote 4-0

B. Retirement  Mr. Darnell, Superintendent, accepts the retirement of Dale Gearheart, elementary custodian, effective March 1, 2017, with fringe days to be following his final day of active service.  Mr. Darnell, Superintendent, accepts the retirement of Mrs. Lisa Smith, certified elementary instructor. C. 2016-2017 Staff Calendar Adjustment  Mr. Darnell, Superintendent, recommends January 3, 2017, be a non-working day for teachers to bring the scheduled days for teachers to 184 for the 2016-2017 school year. Motion: Westfall Second: Roush Vote 4-0

2. LIABILITY INSURANCE QUOTES – Background Information Annually, the school corporation renews its property, general liability, automobile, crime/legal liability, workers compensation, and umbrella insurance coverage. Coverage is set to expire December 31, 2016. This year, quotes were solicited from three vendors based on bid specifications submitted for response and proposals. The three companies solicited were Educational Service Centers Risk Funding Trust (ESCRFT - a consortium of Indiana school districts that offer a self-insurance system for claims), Star Insurance, and our current insurance provider David Spear Agency. Attached is a summary of proposed insurance coverages for calendar year 2017.

 Recommendation It is recommended that the Board accept the proposal from David Spear Agency and reject the bids from ESCRFT and Star Insurance. Motion: Westfall Second: Klefeker Vote 4-0 Southern Wells Board Minutes December 20, 2016

3. SCHOOL IMPROVEMENT PLANS – Mr. Yencer, HS Principal, and Mr. Purcell, ES Principal, recommend approval of their respective School Improvement Plans. Motion: Westfall Second: Roush Vote 4-0

4. CONCRETE PROJECT PROPOSALS – Mr. King, Maintenance Supervisor, will present proposals on summer concrete projects. After consideration of quotes from M&W Roofing Construction, Leas Concrete Construction, and Briner Building, the bid from Leas for $105,564.93 was accepted. Motion: Scott Second: Westfall Vote 4-0

5. FELGER HART ANNUAL PREVENTATIVE MAINTENANCE AGREEMENT – Mr. King, Maintenance Supervisor, recommends approval of the inspections and refrigeration components. Motion: Roush Second: Klefeker Vote 4-0

6. SCHOOL BUS PURCHASE RECOMMENDATON – Mr. Darnell, Superintendent, recommends the school district encumber the remaining appropriation of $79,092 in the school bus replacement fund for the purchase of a new 66-passenger school bus. Bus 25 will be traded in on the purchase. Motion: Roush Second: Westfall Vote 4-0

7. SOUTHERN WELLS COMMUNITY CHURCH CONTRACT RENEWAL – The Southern Wells Community Church, represented by Jerry Nusbaumer and Mark Grimm, requests the renewal of the annual rental agreement for 2017. Motion: Westfall Second: Klefeker Vote 4-0

8.
