Record of the special meeting held on November 5, 2013 on the Youth of the Americas CP/ACTA 1945/13

The Permanent Council held a special meeting on November 5, 2013 to hear the conclusions of the "Youth Conference of the Americas 2013: Youth in Action, " held at the Organization of American States (OAS).

The special meeting of the Permanent Council was chaired by Ambassador Walter Alban, Permanent Representative of Peru to the OAS and Chair of the Permanent Council. It began at 3:32 p.m.

The statutory quorum was established with the presence of representatives of Antigua and Barbuda, Argentina, Barbados, Belize, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Dominica, Dominican Republic, Ecuador, El Salvador, Guatemala, Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru, Saint Vincent and the Grenadines, Suriname, Trinidad and Tobago, United States, Uruguay, and Venezuela.

The meeting was attended by Ms. Marisol Pérez Tello, congresswoman in the Republic of Peru; Ms. Marilyn Vallarino, a member of the Chamber of Deputies of the Republic of Panama; Mr. Melvin Bouva, member of the National Assembly of the Republic of Suriname; Mr. Nicolas Duhalde, National Director of Chile's National Youth Institute; Ms. Mayra Alejandra Carrillo de León, Director General of the National Youth Council of Guatemala; and Ms. Laura Braiza, National Director of Youth and President of Argentina's Federal Council of Youth. Also taking part was the First Lady of the Republic of Panama: Ms. Marta Linares de Martinelli.

The meeting began with the adoption, without changes, of the order of business, document CP/OD-1945/13.

Opening remarks were delivered by the Chair of the Permanent Council, Ambassador Walter Alban, and the OAS Secretary General, Mr. José Miguel Insulza.

The OAS Assistant Secretary General, Ambassador Albert R. Ramdin, presented the conclusions arrived at by the youth of the Hemisphere during their conference on "Youth in Action." Ambassador Ramdin's remarks were followed by presentations from two young speakers: Edgar Mestre and Anna Vichnevetskaia. - 2 -

The meeting continued with a presentation by Ms. Marta Linares de Martinelli on the Panamanian Government's programs to address autism as a conduct disorder. Ms. Martinelli mentioned the establishment of the Ann Sullivan Panama Center (CASPAN) to care for children and youth diagnosed with autism.

The representatives of Mexico, Paraguay, the United States, Argentina, Trinidad and Tobago– representing the CARICOM member states–, Suriname, Venezuela, Canada, Chile, Bolivia, Panama, Brazil, Colombia, and El Salvador took the floor to comment on the conclusions reached at the Conference and shared some of their countries' experience in this field.
