1018 RECORD OF BOARD PROCEEDINGS (Minutes) The Somerset Independent Schools Board of Education met for the Regular Monthly Board Meeting at 305 College Street, Somerset, Kentucky, 42501 at 6:00 P.M. on the 7th day of January, 2014. The members of the Somerset Board of Education are as follows: (1) Scott P. Gulock, Chairperson, (2) Gretchen W. Cole, Vice-Chairperson, (3) Sharon A. Brown, Member, (4) Jeff L. Perkins, Member, (5) Elaine A. Wilson, Member

I. Call To Order

Scott P. Gulock, chairperson called the January 7, 2014, Regular Monthly Board Meeting to order at 6:00 P.M. Those in attendance were Scott P. Gulock, chairperson, Gretchen W. Cole, vice- chairperson, Sharon A. Brown, member, Jeff L. Perkins, member, Elaine A. Wilson, member, and Boyd L. Randolph, superintendent.

A. Approve/Amend January 7, 2014, Regular Monthly Board Meeting Agenda 01-14-01 Superintendent Randolph recommended to the Board that they approve the January 7, 2014, Regular Monthly Board Meeting Agenda as presented. Sharon A. Brown made a motion to accept the recommendation of Superintendent Randolph. Gretchen W. Cole seconded the motion. The motion carried. The following votes were recorded: Votes For: 5 Votes Against: 0

These procedures will be submitted for the online Policy and Procedures Manual.

V. Treasurer’s Report A. Financial Statement 1.14.2 In accordance with KRS 424.220 it is necessary for the Board to review and approve the Financial Statement & Balance Sheet. Superintendent Randolph recommended that the Board review and approve the Financial Statement & Balance Sheet for December 2013. Elaine A. Wilson made a motion to accept the recommendation of Superintendent Randolph. Jeff L. Perkins seconded the motion. The motion carried. The following votes were recorded: Votes For: 5 Votes Against: 0

B. Current Bills

01-14-03 Superintendent Randolph recommended to the Board that the current expenditures for December 2013, in the amount of $270,028.59 be approved for payment. Jeff L. Perkins made a motion to accept the recommendation of Superintendent Randolph. Gretchen W. Cole seconded the motion. The motion carried. The following votes were recorded: Votes For: 5 Votes Against: 0

VI. Consent Items

01-14-04 Chairperson Gulock asked the Board if there were any consent items to be brought out for discussion. Superintendent Randolph recommended that the Board approve the Consent Items Agenda as presented. Sharon A. Brown made a motion to accept the recommendation of Superintendent Randolph. Jeff L. A.A.3.a.VII.VII. New Business A. Approve Owner/Architect Contract with KTA, Inc. Consulting Engineers with Kentucky Department of Education Amendments for Meece Middle School HVAC Controls 01-14-05 Approve contract with KTA, Inc. Consulting Engineers for services related to a project to replace HVAC/temperature controls at Meece Middle School with the Kentucky Department of Education Amendments. Superintendent Randolph recommended that the Board approve the contract with KTA, Inc. Consulting Engineers for services related to a project to replace HVAC/temperature controls at Meece Middle School with the Kentucky Department of Education Amendments. Gretchen W. B. Approve BG-2 for Meece Middle School HVAC Controls 01-14-06 As part of the HVAC controls replacement planning process at Meece Middle School, it is necessary for the Board to approve the following document:

 BG-2 – This document contains outline specifications of the project.

1021 Pending Kentucky Department of Education Division of Facilities Management approval of the same document, the Somerset Independent School District can proceed with the Meece Middle School project. Superintendent Randolph recommended that the Board approve (pending KDE approval) the BG-2, for the Meece Middle School HVAC Controls replacement. Jeff L. Perkins made a motion to accept the recommendation of Superintendent Randolph. Elaine A. Wilson seconded the motion. The motion carried. C. Approve BG-3 for Meece Middle School HVAC Controls 01-14-07 As part of the HVAC controls replacement planning process at Meece Middle School, it is necessary for the Board to approve the following document:

 BG-3 – This document contains outline specifications of the project.

Pending Kentucky Department of Education Division of Facilities Management approval of the same document, the Somerset Independent School District can proceed with the Meece Middle School project. Superintendent Randolph recommended that the Board approve (pending KDE approval) the attached BG-3, for the Meece Middle School HVAC Controls replacement. Sharon A. Brown made a motion to accept the recommendation of Superintendent Randolph. Gretchen W. Cole seconded the motion. The motion carried. D. Approve 2014 Calendar of Board Meeting Dates 01-14-08 The regular monthly board meetings are scheduled on a yearly basis. The dates for the 2014 Regular Monthly Board Meeting calendar are listed. The board meetings begin at 6:00 p.m. and meets at the administration building, unless otherwise noted.

Somerset Independent Board of Education Board Meeting Dates for 2014 Meetings are held at 6:00 P.M. in the Central Office Board Room of the Administration Building unless otherwise noted.

January 7, 2014 February 11, 2014 – 6:00 PM, Hopkins Elementary School March 11, 2014 – 6:00 PM, Meece Middle School April 17, 2014 – 6:00 PM, Somerset High School May 13, 2014 June 10, 2014 July 8, 2014 August 12, 2014 September 9, 2014 October 16, 2014 November 11, 2014 December 9, 2014 Superintendent Randolph recommended that the Board approve the 2014 Regular Monthly Board Meeting schedule for the year 2014. Sharon A. Brown made a motion to accept the recommendation of Superintendent Randolph. Jeff L. Perkins seconded the motion. The motion carried. 1022 E. Review 2015 Draft Budget 01-14-09 In accordance with KRS 160.470(6)(a) it is necessary the local board review the draft budget each year. Superintendent Randolph recommended that the Board review the draft budget for FY 2015 in accordance with KRS 160.470(6)(a). Sharon A. Brown made a motion to accept the recommendation of Superintendent Randolph. Gretchen W. Cole seconded the motion. The motion carried. F. Approve Out-of-State/Overnight Travel Request a.i.1. Somerset High School Band Students and Beverly Stevenson have requested overnight travel to Madison Central High School in Richmond, Kentucky to attend the All Region Band Rehearsals, January 9-11, 2014. Funding will be provided by the Band Boosters 01-14-10 Somerset High School Band Students and Beverly Stevenson have requested an overnight travel to Madison Central High School in Richmond, Kentucky to attend the All Region Band Rehearsals, January 9-11, 2014. Funding will be provided by the Band Boosters. Somerset High School Band Students and Beverly Stevenson have requested overnight travel to Western Kentucky University in Bowling Green, Kentucky to attend Western Kentucky University Honors Band, January 23-25, 2014. Somerset High School Band Students and Beverly Stevenson have requested overnight travel to attend the All State Band rehearsals and concert at the Kentucky Music Educator Association (KMEA) Conference in Louisville, Kentucky, February 5-8, 2014. G. Approve a Family and Medical Leave of Absence (FMLA) Request 1. Family and Medical Leave of Absence (FMLA) Request One, beginning December 2, 2013 01-14-13 A Family and Medical Leave of Absence (FMLA) has been requested, beginning on December 2, 2013. The leave may be intermittent. The District will track the leave through the regular time tracking process in the event it becomes intermittent. Superintendent Randolph recommended that the Board approve the request for a Family and Medical Leave of Absence (FMLA) one. Elaine A. Wilson made a motion to accept the recommendation of Superintendent Randolph. Jeff L. Perkins seconded the motion. The motion carried. 2. Family and Medical Leave of Absence (FMLA) Request Two, beginning December 16, 2013 01-14-14 A Family and Medical Leave of Absence (FMLA) has been requested, beginning on December 16, 2013. Superintendent Randolph recommended that the Board approve the request for a Family and Medical Leave of Absence (FMLA), two. Jeff L. Perkins made a motion to accept the recommendation of Superintendent Randolph. Elaine A. Wilson seconded the motion. The motion carried.
