MINUTES OF THE PLANNING AND LICENSING COMMITTEE MEETING held on Monday 6 October 2014 at 7.30pm in the Astley Room at the Village Hall, Station Road, Broughton Astley.

MINUTE NO. 593.14 DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS. None were received.

OBSERVATIONS ON PLANNING APPLICATIONS

594.14 Cllr Stell welcomed Mr Michael Collins and Mr Roy Quittenton who were present to observe the meeting.

14/01293/FUL Applicant: Mr Christopher Stanley Location: 29 The Pastures, Broughton Astley, Leicestershire LE9 6SY Proposal: Erection of two storey dwelling, formation of associated parking and formation of replacement parking for existing dwelling (revised scheme of 14/00718/FUL).

RESOLVED: That the Parish Council stands by comments made at the previous meeting of 9 June 2014 in relation to 14/00718/FUL.

Little amendment seems to have been made in response to the reasons of refusal given by Harborough District Council. The Parish Council still has an issue with the space available for the new dwelling. The structure will be overbearing and obtrusive due to its height and location and would have a negative effect on the character of the area.

In addition, the amendments made to the provision of off road car parking are questionable. The Committee would like clarification on the ownership of the grassed areas which Mr Stanley includes in the plan as car parking spaces for the new dwelling and for the existing property. The Committee object to the inclusion of the car parking space to the front of the property on the grassed verge due to the ambiguity of ownership of the land.

Mr Michael Collins left the meeting at 8.00pm.

This document is also available in large print. 1 595.14 14/01283/FUL Applicant: Mr G R Quittenton Location: 2 Malling Avenue, Broughton Astley, Leicestershire LE9 6QS Proposal: Erection of two storey side and single storey rear extension and new pitched roof to porch.

RESOLVED: That after careful consideration of the space available, the use of materials, provision for parking due to the loss of the garage and the effect on neighbours (particularly placement of windows), the Parish Council has no objection to this application.

Mr Roy Quittenton left the meeting at 8.15pm.

596.14 14/01259/FUL Applicant: Mr B Hurst Location: 6 Muncaster Close, Broughton Astley, Leicestershire LE9 6HL Proposal: Erection of two storey side extension.

RESOLVED: That after careful consideration of the space available, materials used and effect on neighbours, the Parish Council has no objection to this application.

597.14 14/01269/FUL Applicant: Mr Neil Shilton Location: 22 Main Street, Broughton Astley, Leicestershire LE9 6RD Proposal: Erection of single storey rear extension.

RESOLVED: That after careful consideration of space available, the boundary line of the property, use of materials and effect on neighbours (particularly the removal of the hedge), the Parish Council has no objection to this application.

598.14 14/01306/HED Applicant: W A Curtis and Sons Ltd Location: Hedgerow, Cottage Lane, Broughton Astley, Leicestershire Proposal: Hedgerow Removal Notice

RESOLVED: That after careful consideration of the details provided the Parish Council has no objections to this application subject to the conditions highlighted in the conclusions set out in the survey of hedgerows in order to protect existing wildlife. Of particular importance is the following conclusion: ‘Any tree or shrub planting proposed should use native trees and shrubs appropriate to the landscape character and of local provenance.’

The Committee would like clarification on the exact location of the trees to be planted. Also clarification is sought of the kind of native trees that will be used to replace the hedgerow and whether these will in fact support existing wildlife.
