Town of Oxford Board of Selectmen Minutes of 6/18/2009
The meeting was called to order at 6:30pm by Vice-chair Scott Owens. Other members present were Dennis Sanborn, Jay Goforth and Roger Jackson. Also present were Town Manager Michael Chammings (TM), Town Clerk Ellen Morrison, approximately 10 members of the public. Two reporters were present. Chairman Thayer was absent.(Arrived later in the meeting) Vice-chairman Owens led all in the Pledge of Allegiance. 3. Adjustments to the Agenda-none 4. Action on Minutes- A. 5/28/2009 James Goforth made a motion which was seconded by Roger Jackson to accept as presented the minutes of 5/28/2009. Motion passed 4-0. 5. Manager’s Update/Report – TM explained that he neglected to have Manager’s Report, Questions from the Public and Selectmen Comments on the agenda. Its omission was unintentional. The office has been extremely busy not only with the revaluation and questions concerning that but with elections and Town Meeting. 509 courtesy letters for balances on 2009 taxes have been sent out as well as verifying petitions on the removal of same sex marriage. Robinson Mill has been pumping out the sewer. They have till Monday to get a stickered HHE200 and a signed contract with a contractor to do the work to separate out the duplexes with their own system. Sumner Sessions has been working on that and got the plans from George Robinson. Hopefully everything will be in place by Monday. General Assistance has not slowed down yet so the office remains busy. Also, if you have a homestead on your property, $11,000 would be deducted from the amount on the reval letter. Multiply that by .012 to get the tax amount. TM suggested that people call the number on the letter to set up a meeting to discuss their valuation. This is the first step in the process; we don’t know all the revenue amounts for next year. TM is sure they will be down and there is some question what might happen to excise tax in November, the Homestead Exemption or the change in the TIF due to the mil rate. There are still many variables. For some, their taxes will go down. TM explained that the town budget went down 1.4% but that we weren’t as fortunate with the school (up 4.3% apx.) and county budget (up 8.7% apx.) 6. Questions/Comments from the Public- Tom Cushman asked about the $11,000. TM explained that was the possible amount of the Homestead Exemption but that was still a variable. Lewis Staples complained that the letter received from the assessing company gives only thirty days to make an appointment and doesn’t give any additional information other than the total value. He would have preferred a break down of land and building with three comparables. Vice-chairman Owens explained that when you go to the meeting that would be the information given. Mr. Staples was afraid that it would be too late then to debate them. TM said that there could be an addition meeting if needed. TM said that Donna Hays our assessing agent thought that the information would be available on line but as of this morning, it was not. Owens asked if pin # accessed the information. TM would find out. Tom Cushman said that he agreed with Lewis and said that information was very sparse. TM said that it wasn’t unusual for it to be handled that way. TM offered to help anyone who isn’t computer literate. Pete Laverdiere said that the pin# given in the reval letter only accesses to schedule a meeting. There was more discussion concerning how J.F. Ryan was handling the revaluation. TM assured the public that with the money the Town was paying, the information would be forthcoming. TM asked if there where any specific questions he would take them and get answers in the morning. Tom Cushman asked about the ant situation at the Meeting House. TM explained that we had changed companies and the building was now being serviced on a regular basis. The missing block in the front of the building needs to be replaced. Mr. Cushman asked if anyone had checked the building this spring. TM said no and that he would have Clint check it out. Pete Laverdiere asked about Kohut Rd. and was told by the TM that work should begin soon. 7. Questions/Comments from the Selectmen-none 8. New Business- A. Supplemental- Roger Jackson made a motion which was seconded by Scott Owens to approve the supplemental tax for Dorothy and Sarah Perkins of $599.96. Motion passed 5-0 (Mr. Thayer arrived) B. Adjournment- Floyd Thayer made a motion which was seconded by Jay Goforth to adjourn. Motion passed 5-0 Meeting adjourned at 7:12pm.
