SECTION I: INTRODUCTION

Software Technology Parks of India (STPI), an autonomous society under Dept. of Information Technology (DIT), Ministry of Communications and Information Technology (MCIT), Govt. of India (GoI) was set up in the year 1991 with the distinct focus of boosting up software export from India. STPI is headquartered in the national capital of New Delhi and has its branch offices in 51 cities across India as on date. STPI has been the critical support agency for the Indian Information Technology Industry in terms of the wide spectrum of services it provides viz., statutory services, technology services, incubation service, project management & consultancy services, and industry promotional & government interfacing services.

STPI is one of the first data communication carriers of India. STPI holds Category-A Internet Service Provider (ISP) license with operational jurisdiction covering the entire country of India. STPI provides Internet leased line service, International Private Leased Circuits (IPLCs), IT services and consultancy & project management services to its customers. STPI procures international Internet bandwidth centrally and provides premium (dedicated) & shared Internet services to a huge set of IT / ITeS companies & educational institutions across India. Thus, nationally, STPI has provisioned approximately 600 Internet leased line circuits operating on various media like Microwave, Optic Fibre or Copper cable (through different last mile providers) amounting to a total last mile bandwidth of 1.2 Gbps.

STPI is a “Medium Tier Member” of Asia Pacific Network Information Centre (APNIC) which is the Regional Internet Registry (RIR) distributing IP address space for the Asia Pacific Region. STPI has availed itself of an IPv4 address space of considerable size from the RIR for its own use and for use by its customers. Across the nation, STPI has installed various networking & IT devices for core routing, switching and storage & network monitoring as well as application servers for DNS, E-mail, and Web, all functioning based on IPv4 addressing system. In the year 2009, STPI got IPv6 address space allocated to it by the RIR. Recently, MCIT, Government of India, has issued an official communication to all government departments, PSUs, autonomous bodies and service providers to start using IPv6 addressing system by March 2012. In view of this, STPI is in the process of shifting from IPv4 addressing scheme to IPv6 addressing scheme and seeks training for its technical staff accordingly.

SECTION II: INVITATION FOR PROPOSALS

Software Technology Parks of India (STPI) Bangalore invites sealed bids under two- bid system (Technical and Commercial Bids) from high-end technical training agencies / institutions with global exposure in order to train its technical employees intensively on “Migration from IPv4 Addressing Scheme to IPv6 Addressing Scheme”. The important dates are mentioned below:

SECTION III: SCOPE OF WORK

An intensive tailor-made training program on "Migration from IPv4 to IPv6" has to be conducted to equip a team of technical employees of STPI to drive effectively the mission of transitioning STPI’s network from an IPv4-based one to that based on IPv6. Subsequent to the training, the team should be provided with necessary technical guidance during the course of actual transition. Further details of the required training are as listed below.

1. SYLLABUS FOR THEORY & PRACTICALS

STPI proposes the syllabus for theory and practicals based on the ICT infrastructure installed at STPI centres spread across the nation. Bidder shall cover all the topics enlisted hereunder as well as all possible corresponding and relevant practical exercises without fail. In addition, bidder shall be free to add any other topics related to transitioning from IPv4 to IPv6.

2. COMPULSORY PRACTICAL SCENARIOS TO BE COVERED

Even as bidder shall cover all theoretical and practical aspects of the topics mentioned in clause 1 of the same Section, he shall ensure that special emphasis is given to the following practical scenarios: 2.1. Internal network of an ISP running on OSPF with gateway router on IPv6,

2.2. Two ISPs (namely, ISP-1 and ISP-2) connected to each other through BGP session running on IPv6 with a client of ISP-1 connected through IPv4 on OSPF and a client of ISP-2 connected through IPv6 on OSPF, 2.3. MPLS on IPv6, 2.4. VPN on IPv6, 2.5. IPv4 to IPv6 translation scenarios, 2.6. Practical demonstration of security features on IPv6, 2.7. Virtual Web hosting on IPv6, and 2.8. Domain hosting on IPv6 including Reverse DNS Delegation, Route Object Creation, Autnum Object Creation, and Inetnum Object Creation, with 2.9. Troubleshooting & debugging on all the aforesaid scenarios.

3. TRAINING SCHEDULE & PEDAGOGY

4. SCOPE OF BIDDER

Syllabus for the Training Bidder shall conduct the training strictly as per the syllabus and practical scenarios as laid out respectively at clauses 1 & 2 of Section III. Trainers Bidder shall deploy a team of at least 2 trainers with relevant and adequate knowledge and experience. Course Materials Bidder shall provide all the trainees with necessary and sufficient course materials as both hard and soft copies. Certificate of Participation Bidder shall provide all the trainees with certificates of participation upon completion of training.

Setup of and Access to Bidder shall provide the trainees with access to his training Training Lab lab during the entire duration of the training in order to work on lab exercises related to IPv6 deployment. The lab shall be a state-of-the-art one with hardware equipment by major networking equipment manufacturers like Cisco Systems, Juniper Networks, etc. and shall not be based on any simulation software. The minimum set of equipment that the lab should have is as follows: . Two Gateway / Core Level Routers . Two Distribution Layer Routers . Two Access Layer Routers . One L3 Switch . Two L2 Switches . Three Servers (OS can be Windows & Unix or anyone of its derivatives) Option 1: Bidder shall bring his own networking equipment and other accessories and set up the lab at STPI Bangalore premises well before the commencement of the training. Option 2: Bidder shall provide the trainees with online access to his training lab via Internet if he already has it established elsewhere. Bidder shall ensure availability of Internet connectivity of sufficient bandwidth at his remote lab to ensure smooth access of his lab from STPI Bangalore premises. Irrespective of the aforesaid options (i.e., location of the training lab), the training lab shall have the minimum set of equipment as mentioned above. Post-Training Technical Subsequent to the training, bidder shall provide the trainees Support with necessary technical guidance during the course of actual transition of network address space from IPv4 to IPv6.

5. SCOPE OF STPI

Internet Connectivity STPI Bangalore shall, at its premises, provide the trainees with Internet connectivity necessary to access bidder’s training lab if bidder chooses option 2 as mentioned in clause 4 of Section III. Apparatus / Instruments STPI shall arrange for laptops / PCs, projectors, memory (other than the Networking sticks, etc. based on the information furnished by the Equipment Needed for bidder. SECTION IV: INFORMATION / INSTRUCTIONS TO BIDDERS

1. BIDDER’S ELIGIBILITY CRITERIA & CORRESPONDING DOCUMENTARY EVIDENCE TO BE SUBMITTED

2. PREPARATION, VALIDITY, AND SUBMISSION OF BIDS

2.1. Bids have to be submitted in two separate sealed envelopes labelled distinctly as Technical Bid (Envelope No. 1) and Commercial Bid (Envelope No. 2). 2.2. All entries in bids shall either be typed or be in ink. 2.3. Bidder shall furnish the information in English language and international numerals only. 2.4. In the event of Work Order being awarded, the language of all services, manuals, instructions, technical documents etc. provided under this contract shall be English. 2.5. Both Technical as well as Commercial Bids shall bear the signature with date and stamp of the authorized signatory of bidder in every page who shall also duly attest with stamp all changes, alterations, corrections, cancellations and insertions. No erasure and/or overwriting is/are permissible. Erasures / overwriting shall render bids liable to summary rejection. 2.6. Technical Bid (Envelope No. 1) shall contain 2.6.1. No commercial information whatsoever.

2.6.4. Certificates / documents in support of bidder’s eligibility as per clause 1 of Section IV. 2.6.5. Statement of Compliance as per Form I of Section V. 2.6.6. Confirmation that prices quoted in the Commercial Bid shall be firm and fixed and subject to no escalation whatsoever till the validity of this RFP. 2.7. Commercial Bid (Envelope No. 2) shall contain 2.7.1. Covering letter stating Bid Title, Bidder’s Name, Address and other contact information. 2.7.2. The Price Schedule Form as per clause 2 of Section V with 2.7.2.1. The rates entered in whole number figures in Indian Rupees (INR) only. 2.7.2.2. The pricing detailed to the extent of giving sub-item unit price. This requirement is mandatory and non-availability of sub-item unit price may render the bid liable to rejection. 2.7.2.3. The total composite price inclusive of all Levies & Taxes such as AT / Sales Tax, Service Tax, etc. entered in figures as well as in words. In case there is a discrepancy between the price in figures and words, the lower of the two shall govern.

2.8. Commercial Bids submitted by all bidders must be valid for a period of 180 days from the last date for bid submission. Bidders shall not be entitled during the said period of 180 days to revoke or cancel the offer or to vary any term thereof. 2.9. The price quoted in Commercial Bid by that bidder, who emerges as the successful bidder after the evaluation of Commercial Bids as specified in clause 7 of this Section of the RFP, shall remain firm for a period of ONE year from the date of Work Order. 2.10. Both Technical Bid and Commercial Bid complete in all aspects and in the form of hardcopy (sealed separately in Envelope No. 1 and Envelope No. 2 respectively) shall be placed in a single sealed outer cover superscribed with “Bids for Training on Migration from IPv4 to IPv6” shall be submitted to the following address by 14:30 hrs IST on 27.05.2011, to The Director, Software Technology Parks of India, No. 76 & 77, Cyber Park, 6th Floor, Electronics City, Hosur Road, Bangalore – 560 100, Karnataka, India. Bids submitted by Telex / Telegram / Fax / e-mail shall be rejected. 2.11. The last date for submission of bids mentioned hereinabove may be revised and notified under unforeseen circumstances like, the last date for submission being declared as holiday by STPI, strike, riots, natural calamities, etc. However, in the absence of such notification, bids will be accepted on the next working day, with the time and venue remaining unaltered.

3. RETURN & FORFEITURE OF EMD

3.1. EMD of the unsuccessful bidders will be returned as early as possible, but not earlier than 30 days after the issue of Work Order by STPI or on expiry of the validity of the bid pursuant to clause 2.8 of Section IV, whichever is earlier. 3.2. EMD shall be forfeited if bidder withdraws his bid during the period of validity specified by the bidder in the bids.

4. REJECTION & RETURN OF BIDS

4.1. Non-compliance by bidders with any of the criteria mentioned in any part of the RFP shall result in rejection of the bid.

4.2. STPI reserves the right to reject any or part of any bid without assigning any reason at any point of time and the documentation submitted by the bidder shall not be returned. STPI also reserves the right at its sole discretion not to award any work at any point of time without assigning any reason. In any case, STPI shall not pay bidders any costs incurred for the purchase, preparation and submission of the bids. 4.3. STPI reserves the right to reject bids at any stage or to cancel the contract, if awarded in case of bidder furnishing wrong information in the bids. 4.4. Canvassing in any form is strictly prohibited and bids submitted by bidders who resort to canvassing are liable for rejection. 4.5. Bids, in which any of the particulars / prescribed information is missing / incomplete in any respect and / or any of the prescribed conditions are not fulfilled, shall be considered non-responsive and are liable to be rejected.

5. CLARIFICATIONS ON RFP

Any prospective bidder, who requires any clarification on the RFP, shall notify STPI Bangalore of the concerned matter by email to [email protected] or by Fax to +91-80- 28521161. STPI Bangalore shall, from time to time, post such queries with its response on its Web site http://www.blr.stpi.in. However, it may be noted that only those queries which are received not later than 7 (seven) days prior to the last date for submission of bids shall be responded to. Bidders are advised to visit the Web site regularly.

6. AMENDMENTS TO RFP

At any time, prior to the deadline for submission of bids, STPI may for any reason, modify the RFP and shall notify prospective bidders of amendments through its Web site (http://www.blr.stpi.in) and such amendments shall be binding on them.

7. BID EVALUATION PROCESS

7.1. It shall be bidder’s responsibility to ensure that all necessary documents in support of the criteria mentioned in the RFP are submitted at the time of submission of bids as

mentioned in clause 2.10 of Section IV. The evaluation of proposals will be solely based on documents available in the bids and non-submission of documents will be treated as non-availability of them. 7.2. Technical Bids will be opened by the Director of STPI Bangalore OR his / her nominated representative on the day at the time mentioned hereinabove in the presence of bidder OR his authorized representative and shall be evaluated based on criteria for bidder’s eligibility as per clause 1 of Section IV and other criteria mentioned in the RFP. STPI may call the bidders who meet those criteria for presentation to understand the technical capability or skill set to render the required service. 7.3. The date of opening of Technical Bids mentioned hereinabove may be revised and notified under unforeseen circumstances like, the said date being declared as holiday by STPI, strike, riots, natural calamities, etc. However, in the absence of such notification, Technical Bids shall be opened on the next working day, with the time and venue remaining unaltered. 7.4. Further to the evaluation of Technical Bids, Commercial Bids of the technically qualified bidders alone shall be opened by the Director of STPI Bangalore OR his / her nominated representative in the presence of bidder OR his authorized representative. Concerned bidders shall be notified of the date and time of opening of Commercial Bids later by STPI Bangalore. Bidder, whose total commercial offer as per the Price Schedule Form mentioned in clause 2 of Section V is found to be the lowest, shall be considered for issue of Work Order. However, STPI reserves the right to reject any or all the bids without assigning any reason, whatsoever. 7.5. STPI reserves the right to increase the number of trainees mentioned in clause 2 of Section III by up to 5. However, this shall not have any bearing on the price to be quoted by bidder in Commercial Bid.

8. PAYMENT SCHEDULE

100% of the payment shall be made only after successful completion of training program mentioned in Section III.
