Harrison 10 Document Path: l:\council\bills\gm\24318ahb09.docx 11 12 Introduced in the House on March 25, 2009 13 Adopted by the House on March 25, 2009 14 15 Summary: Tom Boland 16 17 18 HISTORY OF LEGISLATIVE ACTIONS 19 20 Date Body Action Description with journal page number 21 3/25/2009 House Introduced and adopted HJ16 22 23 24 VERSIONS OF THIS BILL 25 26 3/25/2009 27 1 2 3 4 5 6 7 8 9 A HOUSE RESOLUTION 10 11 TO RECOGNIZE AND HONOR TOM BOLAND OF 12 RICHLAND COUNTY UPON THE OCCASION OF HIS 13 RETIREMENT AFTER FOURTEEN YEARS WITH 14 DEPARTMENT OF SOCIAL SERVICES AND TO WISH HIM 15 SUCCESS IN ALL HIS FUTURE ENDEAVORS. 16 17 Whereas, born in Jacksonville, Florida, on December 2, 1942, the 18 son of Mildred Urquhart Boland and Raymond Bullock Boland, 19 Tom Boland moved with his family to North Augusta, South 20 Carolina, in 1951; and 21 22 Whereas, upon his graduation from North Augusta High School, 23 he enlisted in the United States Marine Corps in 1962 and was 24 later a noncommissioned officer and served in Vietnam from 25 19651966; and 26 27 Whereas, Tom Boland earned a bachelor’s degree in government 28 from Sacramento State College in Sacramento, California, 29 subsequent to receiving an honorable discharge from the Marine 30 Corps; and 31 32 Whereas, he furthered his education at the University of South 33 Carolina Law School, graduated in December 1978, and was 34 admitted to the South Carolina Bar in May 1979; and 35 36 Whereas, after practicing law in Orangeburg where he served as a 37 public defender for over five years, he moved to Conway to serve 38 as the first fulltime County Attorney for Horry County for four 39 years and then returned to private practice; and 40 41 Whereas, he served as assistant general counsel and deputy general 42 counsel with the Department of Social Services until he took a

[3760] 2 1 position as state attorney with the Child Support Division where he 2 continued until his retirement; and 3 4 Whereas, furthermore, he has served his community in various 5 capacities such as a city councilman of Orangeburg, the 6 commander of his American Legion Post, the president of the 7 Orangeburg County Historical Society, and a member of Kiwanis 8 Club as well as in numerous positions with the South Carolina Bar 9 Association; and 10 11 Whereas, in the fine and patriotic tradition of South Carolina, he 12 served nearly twenty years with the 360th Civil Affairs Brigade 13 (Airborne) at Fort Jackson after he received a direct commission as 14 a captain in the Infantry Branch of the United States Army 15 Reserve, and he ended his military career as the Deputy Brigade 16 Commander holding the rank of colonel; and 17 18 Whereas, ever the adventurer, Tom Boland completed United 19 States Army Airborne School at Fort Benning, Georgia, just four 20 weeks from his fiftyseventh birthday, thus becoming the oldest 21 soldier in the history of this demanding and elite military school; 22 and 23 24 Whereas, the members of the South Carolina House of 25 Representatives take special pleasure in pausing to note the 26 outstanding humanitarian and civic service of Tom Boland and 27 wish for him many years of enjoyment and rest in his retirement. 28 Now, therefore, 29 30 Be it resolved by the House of Representatives: 31 32 That the members of the House of Representatives of the State of 33 South Carolina, by this resolution, recognize and honor Tom 34 Boland of Richland County upon the occasion of his retirement 35 after fourteen years with Department of Social Services and wish 36 him success in all his future endeavors. 37 38 Be it further resolved that a copy of this resolution be forwarded to 39 Colonel Tom Boland of Richland County. 40 XX 41
