Minutes of the Standard 762 Working Group conference call on June 11, 2003 at 10:00 AM (EST)

Discussion and Projects:

1. Welcome by Andy Ford

2. Minutes from conference call on May 30, 2003 were reviewed and approved with minor wording changes.

3. PES General Meeting in Toronto July 13-17, 2003

The Working Group discussed the materials needed for the Working Group presentation to the IEEE RRPA Subcommittee. The presentation will list the activities of the Working Group to date. There is also a need to get a revised draft version of the Standard to the RRPA Subcommittee in preparation for balloting.

4. Other Administration Items; Working Group Status and Official Roster

We have not yet received approval for official Working Group designation. Andy and Cliff Grigg have contacted the Standards personnel to find out what the required steps are in order to become an official Working Group.

Andy again emphasized the requirement for Working Group members to send in their contact information for the Official Roster.

5. Andy Ford prepared a first draft of an Excel spreadsheet that displays a matrix of the Working Group activities/action items and their status. The matrix also shows the Team/Task Leader for each appropriate action item or major activity. The matrix was discussed and was revised accordingly. Ron Fluegge will update the Excel spreadsheet as necessary and redistribute it to the Working Group members. The revised matrix is attached. 6. A list of possible “divide-by-zero” conditions were sent to Murty for his recommendations on how these conditions might be resolved in the f-factor or the EFORd calculations. The list was discussed and the results of the discussion are shown below:

7. The Working Group continued the discussion on Murty Bhavaraju’s write-up entitled “Revisions Related to Pumped Storage/Synchronous Condenser Operation”.

a. It was recommended that the draft Standard include the above table along with any appropriate discussion of the terms and meaning in the revised Standard. b. The Group also discussed whether it was appropriate to include the synchronous condensing and/or pumping hours in the denominator of the fp term of the EFORd equation if the denominator is “available hours”. The alternative is to use only the service hours (SH) + the reserve shutdown hours (RSH) in the denominator. This will be discussed further in the next meeting.

8. The Working Group discussed a letter prepared by Mike Curley that will be sent from the Working Group to the NERC Planning Committee to recommend that all RS events be reported to NERC GADS. The letter recommends that NERC consider requiring that generating units report all Reserve Shutdown events in order to facilitate a more accurate determination of EFORd. Mike Curley was asked to determine or estimate the impact on EFORd and any other appropriate performance statistics with and without the RS data being reported.

Mike will send the draft letter to all members of the Working Group asking for approval to send to the NERC PC on behalf of this Working Group. It was also recommended that this be discussed at the July IEEE-PES meeting and with the NERC Planning Committee at their meeting on July 15, 2003.

9. Commercial Availability

Bob Richwine has been requested to prepare a write-up on commercial availability for consideration by the Working Group at a future teleconference meeting. Commercial availability is a logical extension of EFORd and should be considered for inclusion in the draft Standard. Bob will be publishing a paper on the subject as a part of the World Energy Council’s Performance of Generating Plant Committee’s Case Study of the Month for June 2003. Next three meetings are tentatively scheduled for:
