This document includes the results of the monitoring of the operation of the World Weather Watch as regards the availability of the observational data.

The Commission is invited to review the results of the monitoring of the operation of the World Weather Watch as regards the availability of the observational data and to consider recommendations to overcome the deficiencies revealed by the monitoring results.

5. STATUS OF WORLD WEATHER WATCH IMPLEMENTATION AND OPERATION (agenda item 5)

Results of the monitoring of the availability of observational data

5.1 The Commission was informed of the results of the monitoring of the operation of the World Weather Watch. The monitoring activities include two types of monitoring exercises: the Annual Global Monitoring (AGM) and the Special MTN Monitoring (SMM). About 100 WWW centres provided monitoring results for the AGM exercises, which are carried out from 1 to 15 October each year. Eight MTN centres from Regions I, II, V and VI participated in the SMM exercises, which are carried out from 1 to 15 February, April, July and October.

[The percentages of SYNOP and TEMP reports received by MTN centres during the 1991 to 1999 AGM exercises and the February and April 2000 SMM exercises are given by Regions in Figures 1 and 2. The percentages of SYNOP and TEMP reports received from each station included in the Regional Basic Synoptic Networks (RBSNs) are shown in Figures 3 and 4. The percentages are calculated with reference to the numbers of reports required from the stations comprising the RBSNs. The number of surface (SYNOP) RBSN stations increased from 3948 to 4004 from 2000 to 2002. The number of upper-air (TEMP) RBSN stations decreased from 864 to 820 from 2000 to 2002. ]

5.2 The percentage of SYNOP reports available at MTN centres in comparison with the number of reports required from RBSN stations remained at the same level (about 75 per cent) during the period 2000-2002. There were still deficiencies in the availability of SYNOP reports from areas in Region I (51 per cent in July 2002), in Region III (62 per cent) and in Region V (68 per cent).

5.3 The percentage of TEMP reports available at MTN centres decreased from 65 per cent to 57 per cent during the period 1992-1999 and has increased from 57 per cent to 63 per cent since 1999. This evolution was mainly due to changes in the operation of the upper-air observation network in the northern part of Region II. The availability of TEMP reports was relatively satisfactory for the eastern and southern parts of Region II, the northern part of Region IV, some countries in Region V and the western part of Region VI. The availability of TEMP reports was generally insufficient for most of the other parts of the world.

[The daily average numbers of SHIP, TEMP SHIP, BUOY, AMDAR and AIREP reports received by MTN centres during the SMM exercises since 1996 are given in Figure 5. The daily average numbers of AMDAR reports received by MTN centres from the Australian area, the European area and other areas are given in Figure 6. The SMM centres do not yet monitor the aircraft reports presented in BUFR code.

The locations of the SHIP, BUOY, TEMP SHIP, AIREP and AMDAR reports received by MTN centres during the April 2000 SMM exercise are shown in Figures 7 to 10.]

5.4 There was no major evolution in the availability of SHIP and TEMP SHIP reports during the period 1996-2002. The numbers of AMDAR and BUOY reports have doubled since 1996. The availability of AIREP reports, which had been constant during the period 1996-200, decreased in 2001 and 2002. Except for BUOY reports, a large part of the reports from mobile stations are CBS-XII/Doc. 5, APPENDIX, p. 2 issued from the Northern Hemisphere. In the case of AMDAR reports, 60 percent of the reports are from Europe.
