Office Equipment Needed The Lower Shuswap Stewardship Society has been given an office space in the old Kingfisher School which is now owned by NORD and managed by a committee from the Kingfisher Community Club. They are looking for donations of used office equipment in need of a good home that your group may have kicking around.
They are in need of the following items: office desk, office chairs, waiting room style chairs, fold up type table, filing cabinet, book shelves, computer, printer, bulletin board, chalk board, phone and fax machine, and coffee pot. Curves Hosts 12th Annual Food Drive Curves Enderby is encouraging women to show their philanthropic strength by participating in the 12th annual Curves Food Drive. From March 1 to 13, Canadian non-members were able to join for free (that’s $199 value!) by donating a bag of groceries. All throughout March, Curves locations will collect non-perishable items and monetary donations for local food banks. The Enderby and Armstrong locations are having a fun-filled competition to see which town can collect the most donations, so be sure to support Enderby and drop off your donations at 600 Granville Avenue. Business Revitalization Tax Incentive Bylaw The Chamber presented its Business Revitalization Tax Incentive Bylaw proposal to Enderby City Council on March 16, 2010. Under this proposal, businesses within a predefined area would be eligible to receive a five-year exemption on improvements to their property. Council was receptive to the concept and has tabled the idea to allow the Chamber to work with the City-Chamber liaison on the specifics for further consideration at the next council meeting.
Industrial Infrastructure Analysis The industrial infrastructure analysis was completed and presented to Council on March 1. A lot of great information has emerged from this survey. This information will be used in order to advance the needs of the industrial sector. It will form a critical component of the Chamber's mandate going forward. In fact, it has already served a role with respect to the Business Revitalization Tax Incentive Bylaw proposal discussed above. With thanks to those who participated in this valuable information-gathering project.
Shuswap River Stakeholder Consultation The Chamber was proud to help the City and Area F coordinate a Shuswap River stakeholder consultation meeting on February 18. The meeting was a productive and constructive engagements with the problems related to the use of the Shuswap River, including road and parking issues, signage, public education, waste disposal, enforcement, ecological mapping, and long-term planning.
The meeting was co-chaired by City of Enderby Mayor Wejr and Area F Director Herman Halvorson. In attendance were representatives of the City of Enderby, NORD, Riverside Community Hall, Mara Community Hall, Kingfisher Interpretive Centre, Splats'in Band, Lower Shuswap Stewardship Society, Fish and Game Protective Society, Safe Communities, Tube Taxi, Department of Fisheries and Oceans, Enderby RCMP, Mara River Group, Ministry of Environment, Ministry of Highways, Kingfisher Community Society, Mabel Lake Kingfisher East Ratepayers' Association, and the Enderby & District Chamber of Commerce.
Cliff Avenue Business Owners Meeting The Chamber will be hosting a meeting of Cliff Avenue business owners on March 25 in order to discuss a vision for main street in light of the changes to Highway 97A which will be occurring this year.
Working to Restore Our Railway The Chamber has been one of several proponents working hard to see the railway restored. In addition to working through Vision North Okanagan to commission an intermodal facility feasibility analysis (which should be released by the end of March), the Chamber has also sent letters to local government in the area asking them to send letters to the Minister of State requesting that the Federal Government take ownership of the short line. This would constitute an important step towards restoring service.
Community Tourism Recommendations The Community Tourism reports on sport tourism, environmental and agricultural tourism, and arts, culture and heritage tourism were discussed by Enderby City Council on March 16 and referred to committee. A progress chart detailing the recommendations will be posted on the Chamber website once final approval has been granted. These reports emerged from the City-
March 16, 2010 Page 3 of 8 Area F- Chamber Working Group, with funding contributed through a UBCM Community Tourism Phase II grant awarded to the City of Enderby.
Social Media for Small Business Courses We have delivered several Social Media for Small Business courses, including to Mabel Lake Golf & Country Club and Heaven in Earth Pottery. If you are looking to reach a new market through Facebook or Twitter, contact the Chamber to book an appointment with the course instructor, Sasha.

More Seats for Training Small Business Employees Because of the enthusiastic participation in the Small Business Employee Training Program (SBETP), the program has been a huge success for Community Futures North Okanagan. CFNO has been awarded more seats to train employees of small business and not-for-profit organizations. Employers currently participating in SBETP will have an opportunity to apply for training for a second employee and new employers will have an opportunity to participate.
Through this government-funded pilot project, training worth $900 is available to upgrade the skills of an employee of a small business or not-for-profit organization. It costs the employer nothing in money and very little in time to set up. A meeting will be set up with the employer and employee to choose training that will benefit the business and the employee. The employee is then registered and the training paid.
This pilot project ends in September and employees must have started their training by May.

Job Opportunity with the Provincial 4-H Office The Provincial 4-H office in Enderby is looking for a Foundation Fund Development Assistant who will be responsible for the general administration, planning and monitoring of activities related to fund development and the implementation of the B.C. 4-H Fund Development Plan. The Fund Development Assistant will also assist in the promotion of B.C. 4-H through marketing booths, presentations and workshops to the 4-H community and the general public. Public Skating Public skating is open at the Enderby Arena until March 29. Free and great for all ages, Public skating is held Mondays from 11:45am to 12:45pm, Fridays from 8:00pm to 9:00pm, and Sundays from 6:15pm to 7:15pm.

Runaway Moon Theatre Community Projects Exploring Water Through Music: Is splashing your hands in water a kind of music? You will explore the subject of water from a musical point of view. Using melody, rhythm and movement the group will look for ways to create water sounds both vocal and instrumental. These workshops, led by Murray MacDonald, will be informal, and playful. Felting Workshop Gabriele Wesle of Green Croft Gardens is pleased to offer 3 consecutive felting workshops at their farm on March 14 from 1-4 pm, March 21 from 1-4 pm and March 28 from 1-4 pm. Harmonized Sales Tax Information Seminar for Businesses The Canada Revenue Agency is offering an information seminar to help ensure that businesses receive the information they need for the transition to the federal administration of the harmonized sales tax in British Columbia. City of Enderby Allocates Funding for Bylaw Enforcement At the City Council meeting on March 1, council approved Councillor Cyr's motion to allocate funding for bylaw enforcement next year as part of the budget process. As bylaw enforcement was identified by Chamber members as a key concern during our 2009 Annual General Meeting, we applaud this decision.
March 16, 2010 Page 6 of 8 Major Industrial Property Taxation Review Underway A joint review of major industrial property assessment and taxation has been established between the Province, UBCM, and industry, announced Bill Bennett, Minister of Community and Rural Development, Harry Nyce, president of the Union of British Columbia Municipalities (UBCM) and Jock Finlayson, executive vice president of the Business Council of British Columbia (BCBC).
Over the past year a number of issues have surfaced regarding taxation of properties within the major industry classification. The February 9 throne speech identified the need to make property taxes more conducive to investment while assuring local government services are fairly provided for all taxpayers.
"It’s a balancing act to create an attractive investment climate and sustainable local economies while at the same time ensuring that our citizens have access to essential services," said Bennett. "Ultimately, the goal is to develop liveable, economically sustainable and financially competitive communities, and the Province is committed to working with UBCM and industry representatives to make this happen."
A steering committee has met and adopted a charter to guide the review. It is expected the committee will make recommendations to the Province, industry and UBCM by fall 2010. UBCM will report out to its membership at its September 2010 Convention.
"At the 2009 UBCM Convention, our members set out a policy direction that called for engagement with the province and industry," said Nyce. "Local governments have been operating in an environment of uncertainty that affects our ability to plan and deliver services. We need to have all parties working together to seek lasting solutions for this issue."
"A fair and balanced property tax regime is a key ingredient in ensuring that B.C. has a diversified economy and a competitive business climate," said Finlayson. "We are committed to working with other stakeholders to improve the current system."
BC Budget Update 2010 The British Columbia Chamber of Commerce gave a cautious welcome to the provincial Budget unveiled by the Finance Minister as being based on sound economic principles that present a responsible approach to difficult economic times by resisting calls for unsustainable increases in public spending.
“Business will be pleased to see that there are no surprises either good or bad in Budget 2010. At a time when global economic recovery is far from secure, the government must be congratulated for presenting a fiscal plan that reins in public spending and gives the business community certainty that we will be moving back into surplus,” states John Winter, President and CEO of the BC Chamber of Commerce. “With that said, the timeframe to return to balanced budgets is perhaps too cautious. While we welcome the government’s prudence, we will be looking to government to take a more aggressive approach to returning to balanced budgets sooner than 2014.”
Budget 2010 continues to focus on investing in municipal infrastructure while also providing measures to encourage growth in new sectors such as digital media, carbon trading, venture capital and clean energy development.
