Accounting Services Technician III
SALARY: 12 Months a year 40 Hours a week Range: 55 $3795-$4596 (District Funded)

Current Employee Retirement Contribution is 7% of monthly salary Current Employee Contribution for Insurance Premium $183.40 per Month for Plan A 100% OR $104.40 per Month for Plan B 90% OR $48.40 per Month for Plan C 80% Mandatory Union Deductions 1/10 of 1 ½% of annual income not to exceed $367.50. No unit member may seek a transfer until he/she has satisfactorily completed his/her probationary period in his/her position.
BASIC FUNCTION: ABOUT THE Under the direction of the Director of Fiscal Services and an assigned supervisor, perform POSITION: complex and responsible accounting activities in the preparation and maintenance of financial and statistical records including payroll and benefits; prepare State and federal reports related to assigned accounts.
REPRESENTATIVE DUTIES:
. Prepare and maintain and record a variety of accounts and transactions in accordance with established laws, regulations and administrative requirements in such specialties as payroll, benefits, and general ledger accounting.
. Verify and input information using a computer terminal; maintain and reconcile general and subsidiary ledgers and journals;
. Prepare monthly, quarterly and annual federal, State and District financial reports and statements;
. Coordinates, prepares and processes District payroll according to established timelines;
. Maintain files of business transactions and related documents;
. Organize, oversee and participate in the processing of certificated, classified, management and student payrolls; oversees the compilation, maintenance and updating of payroll documents, master payroll prelists and related payroll records. ABOUT THE POSITION: . Communicate with a variety of offices and agencies, including Fresno County Office of Education, county offices of the Treasurer/Auditor/Controller, State Teachers’ Retirement System, Public Employees’ Retirement System, Internal Revenue Service, Franchise Tax Board, Alternate Retirement System plan administrator.
. Coordinate the distribution of payroll warrants.
. Monitor and adjust employee annual wage statements for overpayments, third-party sick pay and workers’ compensation payments;
. Coordinate, schedule and review payroll activities; compose correspondence to employees regarding payroll activities and procedures;
. Coordinate the processing of W-2 statements;
. Prepare, process and review a variety of payroll-related forms and documents in accordance with established procedures and timelines; prepare transmittals
. Calculate payroll adjustments; cancel and reissue warrants as necessary;
. Provide payroll and fringe benefit information and assistance to staff.
. Maintain records for District retiree benefit program; process retiree health and welfare benefit changes and updates;
. Compute, verify, and process payroll deductions involving gross pay, state and federal withholding taxes, retirement, employee benefits, vacation, sick leave, garnishments and voluntary deductions.
. Maintain billing records for a variety of payroll deduction insurance plans and TSA accounts;
. Post salary and benefit data to general ledger. Prepare and input journal entries applicable to payroll transactions;
. Respond to requests from independent auditors; provide information and assistance as requested;
. Oversee assigned clerical/accounting staff in the maintenance of assigned accounting activities;
. Maintain confidential records and files;
. Perform related duties as assigned.
KNOWLEDGE AND ABILITIES:
KNOWLEDGE OF: Methods and practices of financial and statistical record-keeping. General ledger accounting to make journal and adjusting entries. Principles of auditing and general reporting requirements. Modern office practices, procedures and equipment. Operation of a computer terminal. ABOUT THE Oral and written communication skills. POSITION: Correct English usage, grammar, spelling, punctuation and vocabulary. Interpersonal skills using tact, patience and courtesy. Technical aspects of field of specialty. Applicable laws and regulations.
ABILITY TO: Interpret, communicate and apply pertinent laws, policies, rules and regulations. Perform complex and responsible accounting activities in the preparation and maintenance of financial or statistical records using independent judgment and initiative. Perform technical duties involving the District purchase order system. Read, interpret, apply and explain rules, regulations, policies and procedures. Maintain complex records and prepare detailed reports and summaries. Answer questions regarding financial, accounting and purchasing procedures and related matters. Analyze, recognize, define and correct accounting errors and misinformation. Post data and make arithmetical calculations rapidly and accurately. Compare names and numbers rapidly and accurately. Meet schedules and time lines. Communicate effectively both orally and in writing. Operate a variety of office machines including a computer terminal, typewriter, printer, copier, adding machine. Type at a minimum of 35 words per minute. Understand and follow oral and written directions. Analyze situations accurately and adopt an effective course of action. Complete work with many interruptions. Establish and maintain cooperative and effective working relationships with others.
WORKING CONDITIONS:
ENVIRONMENT: Office environment
PHYSICAL ABILITIES: Dexterity of hands and fingers to operate a computer keyboard. Sitting for extended periods of time. Hearing and speaking to exchange information. MINIMUM Seeing to read financial and statistical reports. QUALIFICATIONS: NOTE: Minimum qualifications and required materials must be met/received by the last day of the filing period.
EDUCATION AND EXPERIENCE: Any combination equivalent to: twelve units of college-level course work in accounting and four years of full-time payroll accounting experience OR Associate of Arts degree and four years of full-time payroll accounting experience OR Bachelor’s Degree in Accounting, Business Administration, or a related field and two years of full-time payroll accounting experience.
