Summary/Objective: The Payroll Manager, under the general direction of the CFO, manages all aspects of the payroll process The Payroll Manager is responsible for monitoring all tasks necessary to accomplish the company’s payroll processing objectives including maintaining relationships with applicable state and federal agencies. The majority of the employee’s time is spent planning, coordinating and managing the functions of the Payroll Department to ensure employees are paid in an accurate, timely and efficient manner.

This position requires an extremely detail-oriented person with significant knowledge of payroll administration, including state and federal taxation and other regulations. It requires proper protection of confidential employee payroll information. Position also requires strong analytical and problem-solving skills.

Primary Job Functions:

 Manages the Payroll Department to ensure employees are paid accurately, timely and in compliance with local, state and federal laws and regulations.  Performs periodic maintenance on the payroll and time collection systems.  Analyzes, prepares and reports payroll data.

Payroll Manager Job Description Page 1  Prepares and distributes weekly, monthly, quarterly and year-end reports to both internal and external recipients as required.  Supervises the Payroll and Benefits Coordinator.  Maintains current knowledge of applicable state and federal taxation, wage and hour laws, changes in Company policy and contract language as they pertain to pay rate and other applicable changes.  Maintains current knowledge of payroll systems to ensure alignment with HR Benefits and other HR and accounting related systems is achieved. Also ensures effective accounting support.  Facilitates management and employee understanding of time collection, payroll and Company procedures.  Administrator for electronic payroll, paycard, and time collection systems.  Processes weekly 401(K) payment. Assists with the annual 401(K) audit.  Calculates, reports and distributes fringe benefits as necessary.  Calculates and processes the monthly workers’ compensation and general liability premium payments.  Maintains a master job list with start and end dates and assigns job numbers to new jobs.  Manages employees’ time collection process with electronic time collection system. Sets up new camps, provides training and assists employees with troubleshooting any implementation issues.  Assists with annual workers’ compensation and general liability insurance audits.  Responsible for tax compliance, remittance and reporting, including but not limited to quarterly and annual filings (e.g., W-2s, 940s, 941s, etc.). Secondary Job Functions Communicates changes in payroll policy, law and compliance with Payroll and Benefits Coordinator. Stays current with new payroll rules and regulations to ensure compliance. Assists the CFO with special projects, as necessary. Other duties as assigned. Education and Experience:  High School Diploma or equivalent required.  At least five years of progressively responsible experience in payroll, management and supervision.  Experience with the implementation and subsequent administration and maintenance of electronic time collection and payroll systems.  Experience with general ledger functions and the month-end/year end close process.

Certifications and/or Licenses:  Certified Payroll Professional (CPP) certification preferred Knowledge, Skills, Competencies and Abilities:

Payroll Manager Job Description Page 2  Thorough knowledge and understanding of the time collection and payroll process and related reporting.  Thorough knowledge and understanding of payroll-related local, state and federal laws and regulations and Company policies and procedures.  Must have strong written and verbal communication and interpersonal skills.  Must be able to work in a demanding, fast-paced environment.  Effectively communicate with people in potentially stressful situations.  Ability to consistently meet daily, weekly and monthly deadlines.  Must be very detail-oriented and accurate.  Must be able to work extended hours, if necessary or required.  Knowledge of confidentiality, HIPAA and privacy laws and regulations.  Must have ability to work independently, multi-task, prioritizing projects, and be a self-starter as well as to accept direction on given assignments.  Must be able to quickly and effectively analyze situations and solve problems.  Must have a technical capacity and knowledge with Word, Excel, Outlook, and PowerPoint and office equipment software and equipment (e.g., copiers, fax machines, postage meters, label makers, printers, etc.)  Must have an effective time management system and organizational skills.  Adherence to policies, procedures and instructions.  Ability to maintain good working relationships with employees, all levels of Company management and vendors. Work Environment: Office environment. Travel Some travel may be required. Physical Requirements:  Operates office equipment such as a computer, telephone, fax machine, postage meter, copier, etc.  Typically, this position works in an indoor, office environment, but may also be required to travel and work in remote, hot and cold climate conditions at various work sites.  Ability to drive occasionally.  Ability to sit for long periods of time.  Requires frequent sitting, standing, walking, bending and reaching.  Frequently required to talk or hear, and to use hands to finger, handle or feel, push, pull, and reach with hands and arms.  Must be able to see objects far and near.  Must be able to lift, pull, and push at least 25 pounds of weight of various objects. Position Type and Expected Hours of Work: This is a full-time position, 40 hours per week (8 a.m. to 5 p.m., Monday through Friday), with an hour break for lunch each day with the time varying depending on business needs.
