It's written within the appeal section of the state policy where this step is mentioned, and it's the only place we could find. Is it mandated for every report? Some legal advice is firmly to the contrary unless there is an appeal.

Mom claims it was because he was called the "kissing boy". He has been trying to kiss girls. in mtg she mentioned that calling him a kissing boy was a form of bullying. has the train left the station?? does this require an investigation???
