Warrenton Fire Protection District Board Meeting Open Session

The Warrenton Fire Protection District’s Open Session Board Meeting was held January 21, 2013 at Fire Station #1.

The Warrenton Fire Protection District Board Meeting was called to order by President Steve Reese at 7:00 p.m.

Board Members Present: Steve Reese, Bob Harrell, Dolores Owenby, Scott Determann and Donnie Owenby

Others Present: Chief Michael Owenby, Administrative Assistant Linda Gant, Captain Brett Owenby, Firefighters Tony Bailey, Rob Vogelgesang, Teddie Anderson, Jon Yi and Keith Terry

Agenda Approval: Donnie Owenby made a motion to approve the agenda. Bob Harrell seconded the motion. Motion carried by all voting yes.

Secretary Report Minutes of the December 17, 2013 Board Meeting were read by Dolores Owenby. Donnie Owenby made a motion to approve the minutes as amended. Bob Harrell seconded the motion.

Approval of Bills Donnie Owenby made a motion to approve payment of bills. Dolores Owenby seconded the motion. Motion carried by a roll call vote; Donnie Owenby – yes; Scott Determann – yes; Bob Harrell – yes; Steve Reese – yes; Dolores Owenby - yes

Treasurer’s Report / Expenditures Dolores Owenby made a motion to accept the Treasurer’s Report as presented. Donnie Owenby seconded the motion. Motion carried by a roll call vote; Donnie Owenby – yes; Scott Determann – yes; Bob Harrell – yes; Steve Reese – yes; Dolores Owenby - yes

Public Comment None

Membership President Report Chief Owenby discussed that he revisited the Pay-Per-Call program at the last Membership meeting. He also discussed having a criterion for Trainings to coincide with the Pay-Per-Call program.

IAFF 2665 Report Captain Brett Owenby discussed that Union Dues went up from $58.00 to $60.00 a month. He also discussed there is another Representative for Local IAFF 2665. He also discussed the Flower Fund going up to $20.00 in June or July and the possibility of doing some raffles.

Old Business: Basement Rental agreement Steve Reese and Chief Owenby discussed waiting to hear back from the Highway Patrol.

Fire Marshal Report: Administrative Assistant Linda Gant presented the written report. (Please see the attached report for details)

Committee Reports None

E-Verify Memo Chief Owenby discussed that any vendor the District does more than $5000.00 business within a year need to have an E-Verify form on file.

Annual Audit Report Chief Owenby discussed the Annual Audit Report from accountants Spinner & Kummer.

Smoking Policy B—11 Chief Owenby discussed Smoking Policy B-11. There was also discussion revising the policy at the next meeting to include E-cigarettes and smokeless tobacco. Donnie Owenby made a motion to approve Administrative Smoking Policy B-11 as written. Bob Harrell seconded the motion. Motion carried by a roll call vote; Donnie Owenby – yes; Scott Determann – yes; Bob Harrell – yes; Steve Reese – yes; Dolores Owenby - yes

RIT Pack Chief Owenby discussed the purchase of two RIT Packs for $6632.00. Bob Harrell made a motion to purchase two RIT Packs 3 and 60 minute 45PSI carbon fiber cylinder for $6632.00. Donnie Owenby seconded the motion. Motion carried by a roll call vote; Donnie Owenby – yes; Scott Determann – yes; Bob Harrell – yes; Steve Reese – yes; Dolores Owenby – yes

Donnie Owenby made a motion to adjourn open session and go into closed session pursuant to Chapter 610.021(3) Hiring, firing, disciplining or promoting of particular employees by a public governmental body when personal information about the employee is discussed or recorded. Dolores Owenby seconded the motion. Motion carried by a roll call vote; Donnie Owenby – yes; Scott Determann – yes; Bob Harrell – yes; Steve Reese – yes; Dolores Owenby – yes
