1 Apply to participate in the PRF Program by completing, signing and submitting a Supplier Application Form to the Department (if not already done so)

RECs will receive confirmation when they are entered on the Department’s REC register which will be made publicly available on the Department’s website.

You only need to apply once. If you have previously registered for our program, you do not need to apply again.

2 Submit quotes to the Department

The department requires a minimum set of information in order to assess quotes. Your chances of being awarded works will be increased if you use the Quote template and read the Assessment methodology.

You are encouraged to consider the use of overhead insulated cables when quoting to replace short sub-circuit spans.

A site visit to the property MUST be undertaken, and with the owner’s permission. Failure to do so will result in a non-compliant quote.

If a POEL owner's application for funding under the PRF Program is successful, you will be issued with a Voucher for the benefit of the POEL owner from the Department specifying, amongst other details, the works to be undertaken and the redeemable value of the Voucher (inclusive of GST). Upon receiving a Voucher you should contact the POEL owner to arrange for the performance of the works specified in the Voucher. The POEL owner will receive a copy of the Voucher for their records. It is important you complete the works and ensure your paperwork is submitted for payment before the expiry date on the Voucher.

RECs unsuccessful in their quotes will receive notification from the Department to that effect.

4 Redeem Voucher for payment by the Department

Once you have completed the work specified in a Voucher, please submit the following documents to the Department in order to redeem the Voucher for payment:

 one copy of the Certificate of Electrical Safety;  a valid tax invoice for works completed, made out to the Department of Environment, Land, Water and Planning, and which matches the value of the Voucher (inclusive of GST) and contains the Department supplied Purchase Order (PO) number; and  the Voucher, which must be signed by you and the POEL owner after completion of the works.

Note that, in exceptional circumstances, including where a POEL owner may request additional works be carried out such as upgrading a service, the POEL owner may make a co-contribution to the costs of the works carried out. You will be advised by the Department of how to invoice in such circumstances, at the time the Voucher is issued.

Subject to compliance with the terms and conditions applicable to your participation in the PRF Program, the Department will pay you the amount specified in the Voucher (inclusive of GST) 30 days from the date of the invoice submitted with a copy of the Certificate of Electrical Safety and completed Voucher.

Please note that you must complete the work specified in a Voucher within a reasonable timeframe to ensure that the required documentation can be submitted to the Department before the expiry date specified in the Voucher.
