SUPPORT SERVICES AND EVALUATION SYSTEMS

New Paraprofessional Evaluation Instrument for SY07-08 The HR Support Services and Evaluation Systems office will be facilitating the development of a new performance assessment instrument for the District’s 1500+ paraprofessionals. We anticipate completion of the instrument in the spring of 2007 with a SY07-08 implementation. A District-wide committee will be formed to provide input into the plan design/content.

If you desire for a member of your administrative team to participate in the development of this instrument, please send his/her name and position via email to Jan Holley, [email protected] , no later than November 17th. Selected committee members will be notified on November 27th. The 8-10 member committee will meet 3-4 times between December 2006 and March 2007 and will be representative of all areas and levels.

New Evaluation Instrument for Central Office Administration Optional Use Approved for FY2007

A new evaluation instrument for Central Office Administrators has been developed for full implementation in FY08 (attached). However, effective immediately, Central Office Division and Department Heads may use the new evaluation instrument for Central Office Administration this fiscal year, if desired, with the following stipulation:

Both the evaluator AND the evaluatee must consent to its use for this fiscal year.

Any evaluator desiring to use the form this year must conduct a pre-conference with any administrator who would be evaluated under the new instrument and offer the option. If the evaluatee agrees to be evaluated under the new instrument, his/her signature must be obtained, documenting the agreement. The HR form to be used to document this agreement is attached. If the evaluatee prefers to be evaluated this year under the pre-existing instrument (position description and Administrator Annual Evaluation Summary Form), the pre-existing instrument must be used. Effective FY08, the position description and Administrator Annual Evaluation Summary Form will no longer be used; all Central Office Administrators will be evaluated on the new instrument. Re: Certificate Renewal for Teachers/Administrators

Purpose If you have a certificate expiring June 30, 2007, the time for renewing your certificate for the next 5 year period is approaching. On November 16, 2006, the first notice to renew will be sent by email. On December 18, 2006 the second notice will be sent and the third and final notice will be sent on January 22, 2007. Background In keeping with the Georgia Professional Standards Commission (PSC) rule to renew a certificate expiring June 30, 2007, you must submit your renewal form(s) to this office, not the PSC. All instructions will be given with your renewal form(s), your personal ID# and password.

Action Requested DO NOT DISCARD or DELETE YOUR RENEWAL EMAIL(S). It is imperative that you maintain your personal ID and password as they cannot be reissued. Read carefully the directions given at the top of your renewal form. Once the renewal information is received, begin immediately responding to your requirements.

Closing Remember, your employment contract is contingent upon you holding a valid certificate. Due to the huge volume of renewals, we cannot wait until June 30, 2007 to meet the deadline. Please respond to your renewal email as soon as possible. Your school secretary has access to Bridge and can print out a copy of your PLU credit information for you. You must have met the Georgia Technology Requirement for certification prior to your renewal. If you have not met this requirement, please register through INFORM for one of the technology options available for you.

Purpose:

The following central office administrator evaluation procedures shall be used to evaluate all central office supervisors and managers. The purposes of the annual performance evaluation are:

 To recognize and reinforce effective job performance;  To identify areas for improvement; and  To identify employees who do not meet minimum standards.

Process:

1. The evaluation cycle will occur annually from July 1st to June 30th.

2. The CCSD Central Office Administrator Annual Performance Report will be used.

3. Evaluators should provide a copy of the evaluation instrument to all evaluatees (supervisors/managers).

4. Each Performance Factor is rated on a scale of 6 to 10 with 6 = Below Average and 10 = Superior. Comments related to each Performance Factor are optional, but encouraged (Section II of Performance Report).

5. The Overall Performance section should contain statements of commendation and growth, using bullets or narrative, as desired (Section III). Additional pages may be attached, as needed.

6. All evaluatees should develop individual goal(s) to be implemented during the evaluation year. Progress toward goal accomplishment will be monitored by the evaluator and evaluatee, and the results achieved will become part of the annual report each evaluation year (Section IV). Additional pages may be attached, as needed.

7. The evaluatee’s signature on the Performance Report indicates receipt of a copy and does not indicate agreement with the contents of the Report. Subordinates who disagree with their evaluations may do so by submitting a written statement to be attached to the evaluation. Evaluations may be revised at the discretion of the evaluator with the approval of the reviewer.

8. The evaluator’s supervisor, the reviewer, must review and sign all annual performance reports. The evaluatee is given a copy of the signed report during an annual evaluation conference; the original is filed in the evaluator’s office. Human Resources Support Services and Evaluation Systems

The CCSD Internal Audit Department in Financial Services will be reviewing certain personnel items normally retained at local schools. We have revised (pared down) the list to include only required items. We’ve asked Internal Audit to look for these items to help us and you professionalize and standardize our system to support SACS accreditation and instill good business practices throughout the district.

Most of these items are ones you already keep in the main/administrative office, vault, or employee break room areas. The auditors should ask you or your staff to show them you have these items, and they may sample some of the documents to be sure they are complete and correct.
