NHS REFORM PROCESS: The Health and Social Care Bill is now passed. A special edition of the month reported on what happens next (NHS Leadership Team, 2012). the quarter reviews progress against the NHS Operating Framework 2011/2013, from October to December 2011. Covering all aspects of the NHS, the quarter also reports on Ambulance Service performance – page 16 -17 (Flory, 2012).

NHS CONSTITUTION: An updated edition of the NHS Constitution has been published by the Department of Health (Department of Health, 2012a) together with a Handbook (Department of Health, 2012b). The new edition incorporates changes relating to new laws on whistle blowing.

END OF LIFE CARE: The NHS End of Life Care Programme published a guide specifically for Ambulance Services in their Routes to Success series (National End of Life Care Programme & Association of Ambulance Chief Executives, 2012) with a contribution from NWAS. Ambulance Services are mentioned as key partners in the The route to success ‘how to’ guide for acute hospitals (National End of Life Care Programme, 2012a), a report on EOLC for Kidney Patients (NHS Kidney Care, 2012) and a report on preferred place of death (National End of Life Care Programme, 2012b). The NHS National End of Life Care programme and others produced guidelines on common core principles and competences for end of life care for social and healthcare workers (NHS National End of Life Care Programme, Skills for Business, Skills for Health, & Skills for Care, 2012).

FOUNDATION TRUSTS: In March MONITOR approved the South Central Ambulance Service NHS Foundation Trust. The Department of Health released the Single Operating Model (SOM) to be used by Strategic Health Authority (SHA) Clusters to guide Trusts through the process of becoming a Foundation Trust (Department of Health, 2012c).

NHS STAFF AND WORKFORCE: The NHS Information Centre published a statistical summary of the NHS workforce including Qualified Ambulance Staff. Data is from 2001 – 2011 (NHS The Information Centre, 2012a). Currently there are 18,687 Qualified Ambulance Staff an increase of 1.3% on 2010. The National NHS Staff Survey Co-ordination Centre publishes staff surveys for all NHS organisations including Ambulance Services online (Department of Health, 2011a).

PATIENT EXPERIENCE: The Statistical Bulletin on Adult Patient Experience of Outpatients 2011 showed a small increase in patient satisfaction (Department of Health, 2011b). New research indicates a link between web-based patient ratings and objective measures of hospital quality (Greaves et al., 2012).

QUALITY AND IMPROVEMENT: The Health Foundation published a useful overview of barriers to improvement and how to over come them (The Health Foundation, 2012) with extensive reference to recent literature. NHS Improvement published a summary of case studies for effective pathways for long term care (NHS Improvement, 2012) many of which look at alternatives to hospitalisation. A report for the Stroke Improvement National Audit Programme looks at patient admissions between April 2010 and September 2011 (Royal College of Physicians, 2012) including the role of Ambulance Services, 74% of patients arrive by Emergency Ambulance.

INEQUAITIES: A report based on the Marmot Indicators suggest that health inequalities are widening (UCL Institute of Health Equity, 2013). The NHS Information centre have collated health and social care indicators into a single portal (NHS The Information Centre, 2012b) available on the web. Two other web resources on health inequalities are the NHS Northwest, Health Equality Library Portal - HELP [ http://help.northwest.nhs.uk/ ] and Better Health [ http://www.better-health.org.uk ] from the Race Equality Foundation. CHILDREN AND YOUNG ADULTS: Two dataset were published about children and young adults. The NHS Atlas of Variation in Healthcare for Children and Young Adults (Right Care & Child and Maternal Health Observatory, 2012) and child health profiles (Child and Maternal Health Observatory, 2012). Both datasets provide data for the North West region.

MANAGEMENT AND ORGANISATION: Report from the Health Services Management Centre Birmingham University looks at how to make health and local government partnerships work (Glasby, 2012). The Health and Social Care Partnership, South East published a summary of new organisational models in health and social care (Health & Social Care Partnership. South East, 2012). Healthy Competition from Reform (Cawston, Haldenby, & Seddon, 2012) uses case studies form the UK and abroad to make the case for modernistion in the NHS. It includes a case study on Specialist Stroke Services in London, involving the London Ambulance Service.

INFECTION CONTROL: NICE have published a new guideline on infection control in primary and community care, which includes ambulance services (National Institute of Clinical Excellence, 2012a). NICE have also produced a App for smartphones to give instant access to NICE guidance on your mobile (National Institute of Clinical Excellence, 2012b).

ALLIED HEALTH PROFESSIONS: Strategic Health Authority AHP Leads and NHS London have produced Toolkits for Commissioners on how using AHP’s can save money. Ambulance Services are mentioned in Stroke and MSK Toolkits (NHS London, 2012). The Department of Health published a report looking at developing the role of clinical academic researcher for Nursing, Midwifery and AHP’s (Department of Health, 2012d).
