RESOLUTION NO. 160-20140402
RESOLUTION – ACCEPTING PROPOSAL AND AUTHORIZING CONTRACT WITH CASELLA WASTE MANAGEMENT OF NEW YORK INC. (CASELLA) FOR OPERATION AND MAINTENANCE OF OTSEGO COUNTY TRANSFER STATIONS AND DISPOSAL AND TRANSPORTATION OF WASTE

WHEREAS, in 2013, Otsego County along with the Counties of
Montgomery and Schoharie, petitioned the New York State legislature for the dissolution of Montgomery Otsego Schoharie Solid Waste Authority (MOSA) as of April 30, 2014, and as of March 26, 2014 both the Assembly and the Senate have passed legislation authorizing same with the signature of the governor expected shortly; and
WHEREAS, in connection with the dissolution of MOSA, Otsego County will receive title to and/or the right to use the Northern and Southern transfer stations located in Otsego County along with the associated equipment; and
WHEREAS, any contract for new transfer stations services shall be effective upon the aforementioned State approval and the transfer of the transfer stations and associated equipment from MOSA to the County or with the approval of MOSA; and
WHEREAS, in anticipation of the dissolution of MOSA Resolution No. 382-
20131106 approved directing the issuance of a request for proposals [RFP] for the operation and maintenance of the solid waste transfer stations , transportation of solid waste and disposal of solid waste, and
WHEREAS, such RFP was issued on January 17, 2014; the mandatory pre-proposal meeting was held on February 14, 2014 with nine companies Resolution No. 160-20140402 Page 2 represented, and four sealed proposals were received on the March 3, 2014 due date; and
WHEREAS, the proposals were received and reviewed by the Solid Waste and Environmental Concerns Committee [SWECC] and by the County’s solid waste consultant Gerhardt, and Gerhardt prepared a Summary of Proposals,
Findings, and Recommendations which were further reviewed by the SWECC and by the Administration Committee which recommend that the proposal of
Casella be accepted; now, therefore, be it
RESOLVED, that this board hereby accepts the proposal of Casella, the major terms of which are as follows:
1. Hours of Operation
Southern Transfer Station
Monday thru Friday 7:00 am to 3:00 pm Saturday 8:00 am to 12:00 noon [except as noted in iii below] Saturday 8:00 am to 2:00 pm [from Memorial Day through Labor Day and Saturdays after holidays]
Northern Transfer Station
Monday-Wednesday-Friday 7:00 to 12:00 noon Saturday 8:00 am to 12:00 noon [except as noted in iii below] Saturday 8:00 am to 2:00 pm [from Memorial Day through Labor Day and Saturdays after holidays]
2. Cost of Operation/Maintenance: 2014 annual fee $333,333.33 2015 annual fee $512,500.00 2016 annual fee $523,312.50 2017 annual fee $538,445.31 2018 annual fee $551,906.45 Resolution No. 160-20140402 Page 3
3. Transportation and Disposal Cost:
2014 $49.00 x tons of in-county waste received 2015 $50.22 x tons of in-county waste received 2016 $51.48 x tons of in-county waste received 2017 $52.77 x tons of in-county waste received 2018 $54.09 x tons of in-county waste received
4. The County shall transfer certain equipment to Casella at bid price of $106,375.00 and in return Casella shall construct a shed roof/canopy at the Northern Transfer Station at no further cost to the county. and be it further
RESOLVED, the Chair of this Board is authorized to execute an agreement with Casella including the above listed conditions and said contract shall contain such other terms and provisions as are in the best interests of the
County of Otsego; and be it further
RESOLVED, said contract for new transfer stations services shall be effective upon the aforementioned State approval and the transfer of the transfer stations and associated equipment from MOSA to the County or with the approval of MOSA; and be it further
RESOLVED, that the funds for this contract are included in the 2014 Solid
Waste Budget (8160-A) at line 4900 Contracts.
