MEETING MINUTES: VENDOR CONFERENCE CALL REQUEST FOR PROPOSAL (RFP 17-10-SSP) MOFFITT STRATEGIC PLAN DESIGN FACILITATION SERVICES March 1, 2017, 1:02 PM – 2:05 PM EST, Moffitt Business Center, Conference Room 1170 Presided over by Diane Hammon, Vice President, Strategic Development, Moffitt Cancer Center

Opening Comments: After confirming attendees, Diane Hammon thanked all conference call participants for their interest and provided opening remarks. She conveyed Moffitt Cancer Center’s excitement about the opportunity that its future strategic planning effort presents, especially in a rapidly changing healthcare environment.

RFP Synopsis: Judit Tejada, Director of Planning, Moffitt Cancer Center, briefly summarized portions of the RFP, stating that Moffitt Cancer Center seeks to engage an external firm to provide healthcare-specific strategic planning advisory services.

She added that this firm will facilitate group work sessions and lead Moffitt participants in design and analytical thinking as part of the strategic planning process. These services will also inform and assist Moffitt in the development, implementation and assessment of its next Strategic Plan.

Moffitt seeks a vendor who can challenge its thinking and assumptions, mitigate groupthink, and help it identify knowledge gaps. Moffitt Cancer Center values the outside perspective that external firms bring, and it is particularly interested in benefiting from outside expertise and experience in healthcare and cancer care. In order to enhance its ability to effectively adapt to rapidly changing healthcare and cancer care environments, Moffitt is also looking for a vendor who can help determine how it would build flexibility and decision-support into the strategic plan.

Question and Answer Session:

Accenture: What are the drivers for revising Moffitt’s current strategic plan now? Is it based on the current healthcare environment, or the dialogue surrounding the Affordable Care Act? Moffitt: Moffitt Cancer Center’s current Strategic Plan was for five years, and it will “sunset” in July 2018. For this reason, Moffitt’s revision is a function of timing.

Advisory Board Consulting: Please clarify the RFP language pertaining to building, “flexibility and decision- support into the strategic plan.” Does decision support mean making pivots based on achieving critical milestones? Moffitt: Yes, Moffitt is looking for a construct for milestones and metrics, that better enable the organization to make choices and balance investments. 1 MEETING MINUTES: VENDOR CONFERENCE CALL (RFP 17-10-SSP) 6 March 2017

Boston Consulting Group: Regarding Moffitt’s strategic planning efforts to date, what has been most successful? Moffitt: Moffitt has made a significant effort to become even more disciplined and structured in its planning, to include developing clear measures of effectiveness, metrics, and a planning process.

Catalyst: Would you please clarify the time commitment statement in the RFP, “Availability to client during the calendar year of 2017 and first half of calendar year 2018?” It seems as though your planning efforts are targeted to end in December 2017. Please clarify the time horizon of this next plan. Will it be five years? Moffitt: Moffitt intends to complete the planning and plan development efforts by the end of the calendar year. The time horizon of this next revision is still up for discussion. It may not necessarily be another five- year plan.

Deloitte: Can you talk more about subcontracting from a diversity perspective? Do diverse suppliers have to come from Florida? Moffitt: Moffitt Cancer Center encourages the utilization and participation of certified diverse suppliers local or nationwide as part of the Supplier Diversity Utilization and Subcontracting Plan. However, in an effort to create an economic impact locally in the communities we serve, we are encouraged to see the use of local Florida-based certified diverse suppliers (MBEs, WBEs, VBEs, SDVBEs) utilized as part of the subcontracting plan.

ECG Management Consultants: What sort of work or heavy-lifting will your team do? Will Moffitt perform the detailed analytics behind the scene? (Second round of questions) What about access to bench-marks? Moffitt: Moffitt possesses a robust analytical capability, and it will do the predominance of the heavy lifting. That said, Moffitt is looking for supplemental information from a vendor. (Second round of questions) Moffitt seeks a vendor with cancer-care knowledge, and is particularly interested in a firm that has experience with National Cancer Institute-designated comprehensive cancer centers.

Ernst & Young: Will Moffitt’s budget planning be included and will it be completed by December 2017? Will you provide more information about the bidder evaluation process? Moffitt: The budget planning process will generally take place separately. Regarding bidder evaluation and selection, Moffitt will review every proposal thoroughly. The RFP included selection criteria and vendor requirements. A limited number of vendors will be asked to present their proposals on-site at Moffitt Cancer Center. While the timing of the on-site presentations is still to be determined, it will likely take place in early to mid-April. Should any firm have additional questions, please feel free to reach out to us through Lori Perks and Dan Hodne. We will make ourselves accessible to answer questions from any of the 18 vendors with stated intents to bid.

GE Healthcare Camden Group: We did not see the financial aspect of strategic planning in the RFP; will the focus of this revision primarily be on strategy? (Second round of questions) Does Moffitt have designs for its growth to be expanding geographically – within Florida? Regionally? Nationally? Moffitt: Moffitt’s representatives from Finance will participate in the strategic planning process; however, the focus will be on strategy. Most of the financial stakeholder engagements will occur with our own Finance team. (Second round of questions) Moffitt should identify the best strategies to positively effect the most Floridians who are afflicted with cancer in terms of quality of care and patient outcomes.

Health Care Futures, LP: The RFP’s objective statement on its first page included Moffitt’s aim to, “expand its reach, capabilities, and external awareness.” What does this statement mean for its growth objective? What does this mean for expanding into new markets? Moffitt: The trend over the past three years has shown an increase in new patients in all disease sites from all geographic areas. Determining the growth trajectory of the future will likely be a mirror of the past. Expanding our influence through partnerships is a way to reach more cancer patients. (Second round of questions) The Board of Directors will certainly play a role.

Huron: Will the heavy lifting be accomplished with Moffitt’s resources, or will the vendor be the driver and provide the horsepower to get this done? If Moffitt did not accomplish all of its objectives from the current plan, will some persist and be carried over? Moffitt: It will be a blend. Moffitt is looking for a facilitator to challenge its thinking. A facilitator may also help Moffitt identify opportunities not previously considered. Moffitt will be able to supply the data, but it welcomes a firm to supplement it and integrate their assumptions into what has already been done. Some objectives will be carried over.

Kaufman Hall: In an effort to garner input from all levels of the organization, what mechanisms have worked for Moffitt in the past? Moffitt: Key stakeholder interviews have been used extensively in the past. We continue to rely on them. Moffitt has also used surveys and small focus groups.

Legacy Consulting Group: No questions; the previous ones addressed theirs.

Oncology Solutions: Considering Moffitt Cancer Center’s three primary domains of clinical care, research, and education, will this next strategic plan focus more heavily on any domain? Or will it focus evenly on the three? (Second round of questions) Will Moffitt use a Patient Focus Group or Advisory Group? For program volume projections, should we stop short of the business plan? Moffitt: The Strategic Plan will account for all three as the integration of all three areas is of utmost importance. (Second round of questions) Patients in some forum will be involved. We believe it would be prudent to have a high-level business plan supporting the new strategic plan.

PricewaterhouseCoopers: Is Moffitt looking for a detailed implementation and resourcing plan? (Second round of questions) Will Moffitt place a budget ceiling on proposals? Moffitt: Moffitt is not looking for detailed implementation and resourcing plan. However, it needs to gain a better understanding of the interdependence of its initiatives. (Second round of questions) We have not placed a dollar amount (floor nor ceiling) to the strategic planning engagement.

Sg2: Does Moffitt anticipate engaging payers as part of stakeholder interviews? Does Moffitt envision a firm spending time in various territories in Florida with Moffitt’s Oncology Networ? Moffitt: Moffitt had not considered engaging payers as part of the stakeholder interviews, but will consider it. This work will also be primarily Tampa-based in the Magnolia Campus. Travel with the Oncology Network will not be a part of this work.

Veralon: (Second round of questions) Would you provide clarification on including the projections? Moffitt: (Second round of questions) As the Strategic Plan is finalized, a high-level forecast would be prudent to include as part of the engagement.

Whitecap Health Advisors: What is the level of engagement with the University of South Florida (USF)? Moffitt: The development of this Strategic Plan focuses on Moffitt Cancer center as it is independent of the University of South Florida.

WJH Architect: Will Moffitt “rule out” any interviews, for example with past patients or other NCI facilities? Moffitt: Moffitt would shape engagements together with the firm it selects. There are no “rule outs” at this point. 3 MEETING MINUTES: VENDOR CONFERENCE CALL (RFP 17-10-SSP) 6 March 2017

Closing Comments: Diane thanked all vendors for their interest and for participating in this conference call. Moffitt looks forward to receiving the material from the external firms on the 10th of March, and continuing the dialogue.
