Asphalt and Tarmac repairs: Invitation to Quote

1. Background

North West Leicestershire District Council is seeking a qualified contractor to undertake both the repair and partial replacement of a number of public footpaths/common areas within the district. The work will predominately revolve around asphalt and concrete work, although it will also entail the replacement of damaged slabs, as well as possibly some block paving.

2. Outputs and Deliverables

005003r Macadam works: Renew Macadam, break out up to 145mm,remove spoil, fill soft spots, level and compact bottom, fill in layers,75mm stone, 50mm base macadam,20mm wearing course, including all labour.

001501r Edging-precast concrete: Excavate, remove spoil, backfill, level compact excavations lay concrete bed 200mmx100mm,lay 50mmx152mm pcc edging, straight or curved, haunch to both side, point, formwork, make good.

007005r Flag: lift and re-bed, single pcc paving Lift any size in situ pre cast flag, compact hard core to soft spots and re-bed existing flag on 25mm bed of mortar (1:4) ,point up all joints.

001303r Channel Re-bed NE 250mmx125mm Re-bed pcc channel , take up channel and haunching, remove spoil, clean up existing bed, clean, re-lay up to 250mmx125 pcc channel, haunch both sides, pointing, formwork and make good.

003003r Path: Excavate lay ne 100mm concrete bed Excavate 250mm below finished level, remove spoil, level and compact bottoms, 150mm hardcore bed, blind, ne 100mm concrete trowelled smooth, dish to gullies and the like and all formwork.

007009r Flag: renew single pcc paving Lift remnants of existing50mm standard size pcc paving flag, remove spoil. Fill and compact hardcore to soft spots, lay new flag on 25mm mortar(1:4), point up joints and all labours.

009005r Paving: Renew brick paving, take up and remove spoil fill and compact hardcore to soft spots and lay new paving on 25mm bed of mortar (1:4) or 50mm sand bed, all pointing, boarding, and labours.

Excavation and Earth works rates deemed to include:

1. Clearing all site vegetation, lifting turf for preservation, storing, maintaining and subsequently preparing ground, relaying and application of any weed killer.

2. Grubbing up vegetation, roots, unchartered drains and services, etc, that may be encountered.

3. Working in or next to existing buildings.

4. Working next to public footpaths, roads and the like.

5. Working next to or around existing services, maintaining and protecting as required. 6. Levelling and compacting formation level, back filling and compacting selected material and disposal of all surplus excavated material from site.

7. Excavating by hand or mechanical means, no additional cost will be entertained if it is found that the proposed method is impractical.

8. Multiple handling of excavated material.

9. Breaking up any material encountered including concrete, brickwork, stonework or rock.

10.Earthwork support, including everything necessary to accommodate formwork, brickwork, rendering, tanking or similar work, including additional excavation, earthwork support, backfilling and disposal.

11.Allowances for working space as necessary to uphold the sides of the excavations.

12.Blinding surfaces of hardcore beds and filling to excavations with approved fine material.

13.Disposal of ground and surface water, including by pumping if necessary.

14.Temporary barriers, watching and lighting.

15.

The service provider is to allow in his tender for any additional costs that he considers may be necessary.

Concrete works deemed to include.

Rates for concrete work additionally deemed to include as appropriate for the following.

1. Sulphate resisting cement where required. 2. Ordinary and fair face formwork and temporary supports to all concrete where required.

3. Filling into or on to formwork and well tamping around reinforcement.

4. Tamped, trowelled or any other surface finish to concrete beds etc.

5. Forming all holes, mortices, chases and the like.

6. Rolling margins on all reinforcing bar.

7. Cutting, bending or forming reinforcement to required shape and for all hooks, tying wire, spacers, chairs and the like.

8. Reinforcement to cast existing concrete (where required) and all pre cast concrete.

9. Laps, tying wire and temporary supports to fabric reinforcement.

10.Provision of a polythene DPC laid on sand or blinding for all internal solid floor constructions or repairs, whether specifically stated or not.

11. Welded and sealed laps to damp-proof membranes.

12.Lintels, cills and the like including the provisions of all cast-in fixing blocks, slips, or strips as required

13.Bedding pre cast concrete lintels, pad stones etc, in cement or cement lime mortar and pointing as required.

14.Provision of all cast in fixing blocks, slips or strips required by other trades into cast in situ and precast components.

15.Provision of hand or machine mixed concrete as appropriate to the nature and circumstances of work being undertaken.

The service provider is allowed in his tender for any additional costs that he considers may be necessary. 3. Timescales

4. Evaluation / Selection of provider

The Council reserves the right to write to or meet with bidders for clarification on any points included within their submission. The points discussed may result in scores being adjusted either up or down. We also reserve the right not to award any contract, in whole, or in part.

The evaluation of the quotations submitted will be done using the criteria and methodology set out below:

Financial Evaluation

The financial element is weighted at 60% of the overall evaluation. It is anticipated that fees will follow the guidelines set out below:

The submission with the lowest % fee will be awarded the full score of 60

All other bids are scored using the formula: Bid’s score = (maximum score available) x (lowest total cost / bid price

So for example, where there are 60 points available: Bidder 1 submits the lowest price of £50 Bidder 2 submits a price of £65 Bidder 1 will score 60, as their price is lowest Bidder 2 will score 23.07, based on the formula 60 x (50÷65)

The pricing element is weighted at 70% of the overall evaluation, while the quality element is 40%. The different elements of the submission will be scored against a maximum percentage available as follows:

The Scoring Methodology is set out below Assessment Score

Very Poor – either no answer is provided or the answer completely fails to demonstrate that any of the 0 Councils key requirements in the area being measured will be delivered

Poor – provides only limited assurance that the Councils’ requirements in the area being measured will be 1 delivered

Barely Adequate – demonstrates how some of the Councils’ requirements in the area being measured will be 2 delivered so as to provide a basic service that will be reasonably responsive to the needs of residents, the Council and other stakeholders

Satisfactory – demonstrates how most of the Councils’ requirements in the area being measured will be 3 delivered so as to provide an acceptable service that will mostly be responsive to the needs of residents, the Council and other stakeholders

Good - demonstrates how all of the Councils’ requirements in the area being measured will be delivered so as 4 to provide a good service that will be responsive to the needs of residents, the Council and other stakeholders

Very Good - demonstrates clearly how all of the Councils’ requirements in the area being measured will be 5 fully delivered so as to deliver an excellent service that will be highly responsive to the needs of residents, the Council and other stakeholders NOTE. Tenderers are required to respond to the questions below: Each response must not be longer than two sides of A4 using Aerial font size 12. Responses over this length will not be taken into consideration.

Insurance requirements

Agents will need to have the following insurances:-

Public Liability cover of £5,000,000

Employer Liability cover of £5,000,000

Please submit copies of all insurance documentation within your proposal. However, applicants are not necessarily required to hold the required levels of insurance prior to contract award, but the Council needs to see a commitment to attaining the required cover prior to commencing work if successful. Payment

Payment will be made 30 days from receipt of invoice and upon satisfactory completion of the work.

Terms of Business

The successful provider will be required to enter into a formal contract.
