JOB DESCRIPTION

Job Title: Health Information System (HIS) Project Leader Department: Manson Unit Hours: 40 hours per week (full time) Reports to: Deputy Head of Manson Unit (Project Owner) Location: London Duration: 3 year fixed term contract Salary: £46,288 per annum

MANSON UNIT

The Manson Unit, based in the MSF-UK office, is one of the two principal medical departments that support the activities of MSF-Operational Centre Amsterdam (OCA). The Manson Unit provides strategic medical and technical support to OCA programs, specifically in the domains of: Epidemiology and Public Health, Malaria & Infectious Diseases, HIV & TB, Non-Communicable Diseases. The Manson Unit also fulfils specific headquarters functions of MSF-OCA, including contributing to developing and guiding medical strategy, leading innovation and management of specific projects, and maintenance and development of the MSF-OCA Health Information System.

JOB PURPOSE

The HIS Project Leader is responsible for leading the implementation of the new Health Information System (HIS). The current OCA HIS is an off-line Excel-based system, in which compilation and visualisation of data is only semi-automated. Following an extensive scoping and needs assessment, a Project Initiation Document for a new HIS solution has been written and approved and the budget secured. The system is due to be developed and implemented starting from July 2015.

Although the position is based in London, the role holder will liaise closely with the Project Management Office (PMO) in OCA, other medical, operational and resources departments across the OCA, as well as intersectionally with other OCs and the third party partner based in Bangalore. The position requires frequent trips to the MSF field programmes, operational headquarters and external meetings with current and potential collaborators.

MAIN DUTIES AND RESPONSIBILITIES:

 Review and refine the high level requirements and implementation approach described in the Project Initiation Document

2  Produce a detailed specification and implementation plan for the chosen solution together with the appointed third party software development partner (Implementing Partner)  Refine the original risk analysis, and maintain ongoing risk analysis and mitigation planning throughout the course of the project  Build a project team across MSF locations to support this implementation, including recruitment of field implementers and trainers. Develop the capacities of this team through direct knowledge transfer, and ensuring team members access appropriate training opportunities  Lead on regular and detailed communication and collaboration with internal and external stakeholders, including in the headquarters (HQ) offices and field missions, as well as Ministries of Health (MoH), academic institutions and commercial organisations. Communicates directly with the steering committee and management team of MSF-OCA  Lead internal mobilisation efforts to ensure continued buy-in by and engagement of key stakeholders with the aims and outcomes of the project. Oversee the development and implementation of the new HIS at HQ and Field level  Lead the ongoing identification of evolving user requirements to enable iterative and responsive development and implementation to support HIS adoption in the field  Provide expertise and advisory support in the user training  Working closely with the Project Owner, take delegated responsibility for ensuring project completion to budget and within the agreed timescales

PERSON SPECIFICATION

Essential

 Post-graduate degree (or equivalent experience) in information systems, public health or other relevant field  Experience in data management, medical informatics, or public health informatics as well as programme monitoring, evaluation and/or research activities with applied experience in field settings  Demonstrable experience in management of complex international/cross-cultural projects, including effective stakeholder communication and engagement and budget management  Significant field experience with a humanitarian organisation, or equivalent experience, which includes: o extensive experience of working in resource limited and unstable settings, with clear awareness of the challenges / limitations this brings o experience of working with / training minimally qualified staff and working in multicultural teams o first-hand understanding of the organisational culture of an humanitarian NGO to enable effective decision making and change management o experience in and willingness to work/live in poor and insecure settings  Demonstrable experience in liaising with all levels of end users in high-pressure situations and complex environments  An aptitude for formulating analytic strategies, developing and carrying out work plans  Competent and curious in information seeking, handling and sharing  Problem solving and action orientation, creative, innovative  Fluency in written and spoken English  Commitment to and understanding of MSF, humanitarian settings, and medical activities

3  Willingness and availability to travel and work in different field locations, sometimes at short notice  Computer literate and confident in using MS Office as well as familiarity with the use of the internet for public health purposes, in particular web-based health information platforms and international public health networks and scientific databases

Desirable

 Prior MSF field experience is a strong asset  Formal training in project management (this may be provided to the successful candidate if appropriate)  Experience in management of health or humanitarian programmes in coordination level or at HQ  ICT background and experience  Knowledge of EMR (Electronic Medical Records) and open source health information software, in particular DHIS 2 and OpenMRS  Experience working closely with MoH and other public body stakeholders  Experience of training users both in person and remotely  Ability to speak other languages, in particular French
