REGULAR MEETING NOTES - October 06, 2017 SANDAG Headquarters – 401 B Street, 8th floor conference room

1. Call to order: 7:55am – Laura Shinn

2. AIA UDC Attendance:

4. Parliamentary Items:

a. September meeting minutes – Insufficient quorum, motion delayed until November meeting.

5. AIA UDC Position Statements - GENERAL

a. Intention for AIA UDC to develop broad positions on relevant topics to use as core values and to help position the UDC on items and topics that come before the committee. b. UDC should maintain active storage of position statements that can be updated on a regular basis (yearly) and reviewed for current consensus. UDC may have library of previous letters and position statements that can be retrieved. c. Consider adding additional categories to each statement to provide rational and background for implementation, steps forward, and potential challenges. d. Question on how to release the statements for general comment (mail blast, AIA blog, google shared drive).

6. AIA UDC Position Statements – HOUSING / DEVELOPMENT

a. Consider expanding State and regulatory mandates to include recent items (ADUs, Affordable Housing, Short-Term Vacation Rentals). b. “Steps Forward” – how do we mitigate impacts? Community wide traffic analysis required? Ensure fees and mitigations are spent in the area? Community wide EIRs? Infrastructure as major component and coupled to development. c. Climate Action Plan – provides for aggressive goals. Question on how these goals are realized.

7. AIA UDC Position Statements – MIXED-USE DEVELOPMENT

a. All zoning should be mixed-use. Days of segregated zoning are over. b. Mixed-use should have a focus – housing, education, employment, retail c. Benefits: c.i. Mixed-use encourages walkability, less travel by car c.ii. Economic – less cost spent on travel and mobility. c.iii. Jobs and housing balance. d. Steps Forward d.i. Form based codes to incentivize mixed-use.

a. Landscape and Urban Form b. Process for Disposition of Public Land c. The Public Realm d. Community Planning Groups
