SEATTLE, Washington --April 30, 2018 -- OGDEN MURPHY WALLACE, P.L.L.C., a multi-specialty law firm with offices in Seattle and Wenatchee, is pleased to announce that:

ELANA R. ZANA has been elected as a Member of the firm; and

STEVEN S. BURGON has joined the firm as a Member.

ELANA ZANA is a member of the firm’s business department in the Seattle office, where she focuses her practice on healthcare, health information technology, general business, telecommunications, and corporate matters. Ms. Zana is the administrator of the Ogden Murphy Wallace Health Law Blog, located at www.omwhealthlaw.com. The focus of the blog is on both Washington State and national healthcare related laws, issues of note, health information technology, Critical Access Hospitals and healthcare reform.

Ms. Zana’s representative client experience includes advising clients on HIPAA Privacy and Security requirements, drafting Health IT related software agreements, performing Stark compliance audits and drafting physician agreements, analyzing certificate of need applications and representing clients in certificate of need related litigation, advising small and large physician practices, and assisting clients in patient data breach mitigation efforts, including drafting breach notification letters and strategizing with clients on how to avoid violations in the future. She has significant experience in assisting clients with assessing and complying with both the Medicare and Medicaid EHR Incentive Programs, including achieving meaningful use for both general and specialty practices and responding to meaningful use audit requests.

Ms. Zana represents municipal clients in negotiating and enforcing cable and telecommunications franchises, renewals, extensions, and transfers, drafting master cable and telecommunication ordinances, and cellular antenna and tower leases. Specifically, Ms. Zana has represented several consortiums of jurisdictions in negotiations with cable and telecommunications operators. Ms. Zana also represents non-municipal clients on both cable and telecommunications-related agreements and leases.

Ms. Zana, a Seattle native, received a B.A. in Business Administration in 2004 from the University of Washington. She received her law degree, magna cum laude, from Seattle University School of Law in 2007, where she served as Business & Marketing Editor of the Seattle University Law Review. During law school, Ms. Zana also externed for Judge Zilly in the United States District Court for the Western District of Washington.

She lives in Seattle with her husband and daughter.

STEVE BURGON recently joined the health care practice team at Ogden Murphy Wallace, PLLC in Seattle after more than a decade as the President and Founder of Burgon Law Office in Kirkland, Washington. For 25 years Steve has worked with nonprofit and charitable organizations that are committed to furthering education and healthcare services for the community. He is passionate about mission-driven organizations and provides general counsel services to a several such organizations, both locally and nationally. Steve also serves as exempt organization counsel during formation of new entities and as part of larger transactions, often involving different types of exempt organizations or involving transactions between tax-exempt and taxable entities. He also has experience representing non-profit organizations securing tax- exempt bond financing, and regularly provides counsel for healthcare transactions involving both taxable and tax-exempt health care providers. Steve enjoys serving nonprofit boards of directors and working with them on governance issues that improve their effectiveness as a board and empower the executive teams to pursue the organizations’ mission.

Prior to forming Burgon Law Office in 2004, Mr. Burgon was a Partner at Miller Nash, LLP in Seattle, Washington and also served as an Associate Attorney and then Partner at Reed McClure, PS, also in Seattle.

Mr. Burgon is a member of the American Health Lawyers Association, the health law section of the American Bar Association, and the Washington State Society of Healthcare Attorneys.

Mr. Burgon currently serves on the Board of Directors of Qualis Health in Seattle, Washington and as an adjunct health law professor at the Seattle University School of Law.

Mr. Burgon received his J.D. from the University of Washington and was a member of Order of the Barristers. He graduated with honors from the University of Utah, where he earned a Bachelor of Arts in Business Management.
