Meeting Minutes of the Parish Council held on Tuesday 21st March 2017 at Great Wood Hall at 7.15pm

Attendees: Councillors – Cllr A Hulme (Chair), Cllr C Pearce, Cllr D Ball, Cllr P Wilkinson, Cllr P McCormack, Cllr S Akerman, T Wilkinson & Cllr B Stubbs – S Morgan-Owen (Clerk), Cllr Mark Deaville and 1 member of the public.

1. Chairman’s Welcome: 2. Apologies Received From: Cllrs D Trigger, K Flunder & A Wilkinson 3. Declaration of Interest: In addition to the normal Cllr Ball would like to declare an interest in the Floral payment (item 10).

4. Minutes of Previous Meeting: The minutes of the monthly meeting of the council held on 21st February 2017 have been circulated. They have been confirmed as an accurate and true record and signed by the chairman. Proposed: Cllr C Pearce - Second: Cllr P Wilkinson – all in favour

5. Public Participation: Mr Wood – Lower Tean – Planning Application SMD/2017/0151 Would not like to speak.

6. Chairmans Announcements: No announcements.

7. Matters Arising: Commonwealth Day – Cllr Hulme gave an overview of the event.

8. Correspondence: Date From Subject Outcome For Consideration 13/03/2017 Knight, Kavanagh & Page Open Space Research Clerk to complete and (consultants) return. For Information 16/03/2017 JMW Planning Ltd Regarding SMD/2017/0151 Clerk to write a letter (2017/007) to address the address issue. Prop D Ball 2nd S Akerman 09/03/2017 Post Office Confirmation that post office is moving to Pharmacy.

9. Planning Applications:

Applications For Consideration 29 Barnfield Road, Upper No Objections SMD/2017/0169 First Floor side extension Tean Land between Willowgate & Proposed 6 dwellings and new Cllr Deaville to request this to be deferred SMD/2017/0151 Heybridge Cottage, Uttoxeter vehicular access from Heath House so it can be discussed at the next meeting Road, Lower Tean Lane with residents.

11. District Councillor’s Announcements: No announcements.

12. County Councillor’s Announcements: Cllr Deaville advised that due to a few objections regarding the parking proposal on St Thomas’ Road this has now been pushed back. Cllr Deaville is aware of the lose manhole covers on the High Street.

13. Recommendation from Great Wood Working Group & Committee: Cllr Ball advised that there have been no meetings for the working group. Cllr Stubbs advises that these meetings need to start again as there are a few issues that need addressing. GWH Car Park – Cllr McCormack advised that it has gone to tender and he is awaiting 3x sealed quotes. They are yet to meet with the nursery to discuss changes to the car park. GWH Defibrillator – Cllr Deaville is willing to donate the one he currently has at The Anchor Inn to GWH. Proposal is that the parish council to pay for a storage box to be placed outside (so access can be given to Church and School), and the Council pays for any training. 14. Checkley & Tean Sport Club Recommendations from Working Group: Nothing to report

15. Neighbourhood Plan Recommendations from Steering Group: Clerk gave an overview of up and coming meetings.

16. Financial Regulations Recommendations from Working Group: Update - Clerk advised that the working group was meeting next Monday to finalise the regulations. Document Storage/Asset List – Clerk advised that Eric Whitehead’s do not charge for document storage. Cllr Pearce would like it on record that he is not for the moving of these documents from the secure location of the bank to Eric Whitehead’s. He feels that they have been in the bank all these years and should remain. Cllr Wilkinson feels we need to get these moved so we can get the information on Land Registry, and create an asset list. Proposal to move documents and Tim Halliday draw up a list. Proposed: Cllr D Ball - Second: Cllr P Wilkinson – 6 in favour, 2 abstain

17. Lengthsman’s Brief: Nothing to report other than Steve thinks Tean Albion left the Wentlows gate unlocked last week. Clerk has asked the club to ensure they lock the gate after every use.

18. Wentlows Report: In the absence Cllr Flunder this has been pushed to next months meeting. 2 Checkley Parish Council is supported by The Admin Genie – www.theadmingenieuk.com 19. Checkley Community Centre – Assets of Community Value: Due to lack of knowledge of this issue the proposal is to invite (2017/008) SMDC’s Mark Forrester and Checkley Community Hall Chairman (or representative) to the next parish meeting. Proposed: Cllr D Ball - Second: Cllr T Wilkinson Cllr Ball to email the Charity Commission.

20. AGM Advert: Clerk requesting authorisation to place an advert in the local paper for the AGM in May. Proposed: Cllr C Pearce - Second: Cllr B Stubbs

21. Matters Pertaining to Issues in the Parish or for the Next Meeting (18th April 2017): Year End Report.

No other business – meeting was closed 20.23
