The Delian League was gradually transformed into an Athenian Empire in the period 4781-446BC. Several turning points2 occurred, such as the revolt of Thasos in 465BC, which showed Athens increasing domination over the allies. The use of cleruchies and garrsions3, oaths of allegiance and the subjection of member states4 that revolted all led to Athens assuming control over the League. The rise of Pericles saw Athens policy become more imperialistic. The removal of the treasury5 in 454BC was done to the benefit of Athens and not member states. From this time onwards Athens adopted a more imperialistic tone with member states and by 446BC no longer included them in imperial oaths. Thus an Athenian Empire had evolved.
