About MISFA The Microfinance Investment Support Facility for Afghanistan (MISFA) was set up in 2003 at the invitation of the Afghan government — to get donor coordination right from the start and avoid the counter-productive efforts that have emerged from conflicting donor objectives in other post-conflict situations. It was established as a vehicle through which the Afghan Government and international donors could channel technical assistance and funding to build Afghanistan’s microfinance sector. MISFA was the first facility of its kind, pooling diverse donor funding mechanisms and converting them into streamlined, flexible support to microfinance institutions in Afghanistan, tailored to local priorities and accompanied by technical assistance and strong performance monitoring. MISFA’s mission is to contribute to Afghanistan’s economic growth by developing a viable, inclusive financial sector for the poor, and the underserved small and medium enterprises. MISFA is also implementing Targeting Ultra Poor (TUP) projects. The Ultra Poor Graduation program is designed to graduate ultra poor households out of extreme poverty to a more stable state. This 24-month program provides beneficiaries with a holistic set of services including: livelihood trainings, productive asset transfers, consumption support, savings plans, and healthcare. By investing in this multifaceted approach, the program strives to eliminate the need for long-term safety net services. Duties and Responsibilities:

FMO will be responsible for review of MISFA microfinance partners. FMO will also be responsible for monitoring of NFOs Targeting Ultra Poor (TUP) projects.

Major tasks of the job are:

- Perform functional reviews (HR, Finance, IT etc) and borrower verifications (field) of Micro-Finance Institutions (MFI’s) - Monitor TUP programs by performing following activities: o Review base line study o Review selection process of beneficiaries o Review procurement of productive assets and payments of stipend o Review training programs o Assess effectiveness of intervention at different stages of implementation by reviewing effects of extension messages by program organizers on beneficiaries, malnutrition in children under 5 year age, awareness in beneficiaries of development services, awareness in beneficiaries of their social rights, ability to articulate plans for diversification of income sources, improvement in housing conditions of the beneficiaries, linkages created with financial institutions, veterinary services, hospitals, market etc. o Preparation of field monitoring reports and analysis - Perform other activities as directed by supervisor Qualifications, Experience and Essential Skills - Bachelor’s degree is required. Bachelor’s degree in social sciences will be preferred - Minimum of three years of working experience of development sector, experience with livelihood projects will be an advantage - Willingness to travel to the project sites including villages within the target districts - Strong interpersonal skills - Good communication and report writing skills - Strong proficiency with MS Excel and Word - Positive attitude and ability to learn and grow - Strong initiative and ability to work independently - Fluent written and spoken English, Dari and Pashto - Ability to travel to provinces
