Minutes of the Governing Body Meeting ( 14th ) of the West Bengal Zoo Authority held on 16th May, 2017.

14th Governing Body meeting of the West Bengal Zoo Authority was held on 16th May, 2017 in the Conference Room, 13th floor, NABANNA, Howrah. The meeting was Chaired by Sri Basudeb Banerjee, IAS, Chief Secretary, West Bengal and Chairman, West Bengal Zoo Authority. The meeting was also attended by the following members of the Authority.

1. Sri Chandan Sinha, I.A.S., Principal Secretary, Dept. of Forests, Govt. of West Bengal and Vice Chairman, WBZA.

2. Sri Pradeep Shukla, I.F.S, P.C.C.F (HoFF), West Bengal and Member, WBZA.

3. Sri Ravi Kant Sinha, I.F.S., P.C.C.F (WL), & CWLW, West Bengal and Member, WBZA.

4. Dr. (Capt.) A. G. Bandyopadhyay, Director, Animal Husbandry & Veterinary Services, West Bengal and Member, WBZA.

5. Sri Sankar Dhar, People’s for Animals, Alipurduar and Member, WBZA.

6. Sk. Johar Ali, Working President, All Backward Class Relief & Development Mission and Member, WBZA.

7. Sri Piar Chand, I.F.S. Director, P.N.H. Zoological Park, Darjeeling and Member, WBZA. 8. Sri Asis Samanta, I.F.S., Director, Zoological Garden, Alipore (Kolkata) and Member, WBZA.

The following Governing Body Members could not attend the meeting due to pre-occupation and granted leave of absence.

3. Smt. Debolina Biswas, Councillor, Kolkata Municipal Corporation, Ward No. 74, Member, WBZA.

4. Sri Debasish Paramanik, Raigunj Panchayet Samiti, Uttardinajpur, Member, WBZA. The Chairman, West Bengal Zoo Authority welcomed all the Members present and asked the Member Secretary, West Bengal Zoo Authority to initiate the proceeding as per the proposed agenda.

Agenda 1 : Approval of the Minutes of the 13th Meeting of the Governing Body of the West Bengal Zoo Authority held on 17th August, 2016.

Minutes of 13th meeting of the Governing Body of the West Bengal Zoo Authority held on 17th August, 2016 were confirmed after brief discussion.

Agenda 2 : 'Action Taken Report' on the decisions taken in the 13th meeting of the Governing Body of the West Bengal Zoo Authority held on 17th August, 2016.

Member Secretary presented the 'Action Taken Report (ATR)' on the decisions taken by the Governing Body of West Bengal Zoo Authority in its 13th meeting held on 17th August, 2016. 'ATR' was noted by the members present with the following modifications :

i) Due to difficulties in management of different kinds of rates for tickets, the Entry Fee of Zoological Garden, Alipore for adult persons on week days has been fixed at Rs.30/- per head as on week days and holidays with immediate effect. ii) Entry Fee to all Zoos will increase from time to time. iii) Combined Entry Permit for visiting Padmaja Naidu Himalayan Zoological Park, Darjeeling and Himalayan Mountaineering Institute, Darjeeling may be introduced with compulsory PNHZP visit and optional visit of Himalayan Mountaineering Institute. This matter may be sorted out in a meeting of both the Authorities. iv) Land of all Zoos under the control of West Bengal Zoo Authority needs to be handed over to West Bengal Zoo Authority.

Agenda 3 : Approval of Annual Report and Audited Accounts of Padmaja Naidu Himalayan Zoological Park, Darjeeling for 2015-16.

Annual Report and Audited Accounts of Padmaja Naidu Himalayan Zoological Park, Darjeeling for the year 2015-16 were discussed and approved with a decision to settle long pending issue of advance given to other departments for developmental works in PNHZP as pointed out by Statutory Auditor. Agenda 4 : Approval of Annual Report and Audited Accounts of Zoological Garden, Alipore for 2015-16

Annual Report and Audited Accounts of Zoological Garden, Alipore for 2015-16 were discussed and approved.

Agenda 5 : Approval of Annual Report and consolidated Audited Accounts of West Bengal Zoo Authority for 2015-16.

Annual Report and Consolidated Audited Accounts of West Bengal Zoo Authority and all the Zoos under its control for the year 2015-16 were discussed and approved.

Agenda 6 : Status Report of Master Layout Plan and Master Plan of different Zoos.

The Governing Body noted the status of Master Layout Plan and Master Plan of different Zoos under the control of West Bengal Zoo Authority.

Agenda 7 : Engagement of Consultant for designing and drawing of Sundarban Wild Animals Park, Jharkhali.

After discussion the Governing Body approved the proposal of engagement of Consultant for designing and drawing of Sundarban Wild Animals Park, Jharkhali. Member Secretary, West Bengal Zoo Authority was requested to prepare a presentation on the present status of North Bengal Wild Animals Park, Siliguri and Sundarban Wild Animals Park, Jharkhali for presenting the same before Hon'ble Chief Minister, West Bengal.

Agenda 8 : Approval of Draft Duties & Responsibilities of Officers & Staff working in Zoos under West Bengal Zoo Authority.

After elaborate discussion Draft Duties & Responsibilities of Officers & Staff working in Zoos have been approved. The same will be sent to Department of Forests for taking further action.

Agenda 9 : Approval of Draft Service Rules of West Bengal Zoo Authority.

The Governing Body approved the Draft Service Rules of West Bengal Zoo Authority with the decision to add clauses, so that any dispute arises can be dealt with as per provision of West Bengal Service Rules and from time to time amendment of West Bengal Service Rule will be effective in similar provision of Service Rules of West Bengal Zoo Authority. Agenda 10 : Approval of Draft Financial Management Manual and Principal of Accounting and its procedure of West Bengal Zoo Authority.

After a thorough discussion Draft Financial Management Manual and Principal of Accounting and its procedure of West Bengal Zoo Authority was approved with a decision to introduce Double Entry Accounting System instead of Double Entry Mercantile Accounting System without considering depreciation of fixed Assets.

Agenda 11 : Budget of different developmental works of West Bengal Zoo Authority for 2017-18.

After brief discussion Governing Body approved the proposed Annual Plan of Operation & Developmental works in West Bengal Zoo Authority and in different Zoos under its control under Non Plan & State Plan Fund and funds obtained from other sources during the financial year 2017-18 as per Annexure attached.

Agenda 12 : Engagement of Statutory Auditor and Tax Auditor for 2016-17.

The Governing Body approved the engagement of M/s. P. Dhar & Associates as Statutory Auditor and Tax Auditor for 2016-17 and the proposal for engagement of Statutory Auditor and Tax Auditor for 2 (two) consecutive financial years for better financial control and settlement of audit findings.

Agenda 13 : Appointment on Compassionate Ground.

After discussion it was decided to refer the matter to Labour Department, Govt. of West Bengal for their opinion.

Agenda 14 : Procurement of Rescue Vehicles for different Zoos.

The Governing Body approved the proposal for purchase of 9 (nine) nos. rescue vehicle of suitable make of different Zoos. It was further decided that the payment would be made for the same from own fund of West Bengal Zoo Authority.

Supplementary Agenda Items Agenda 1 : Appointment of Zoo Keepers.

The Governing Body noted that 16 nos. candidate have joined as Zoo Keepers at Padmaja Naidu Himalayan Zoological Garden, Darjeeling, Sundarban Wild Animals Park, Jharkhali and Bardhaman Zoological Park, Bardhaman. Agenda 2 : Handing over the Management of Harinalaya (Deer Park) at New Town to West Bengal Zoo Authority.

The Governing Body approved the handing over of Harinalaya (Deer Park) at New Town to West Bengal Zoo Authority for better management with the decision to translocate all Spotted Deers from Nature Park, Taratala to Zoos or release in the wild.

Agenda 3 : Release of Kalij Pheasant in suitable habitat

The Governing Body approved the proposal for release of 4 (four) nos. Kalij Pheasant in wild in consultation with the Wildlife Wing of the State.

Agenda 4 : Release of Red Panda in Wild.

The Governing Body approved the proposal for release of Red Panda in Senchal Wildlife Sanctuary and Neora Valley National Park in consultation with the Wildlife Wing of the State after necessary feasibility study.

The meeting ended with a vote of thanks to and from the Chair.
