CENTRAL TEXAS WORKFORCE CENTERS POSITION DESCRIPTION

TITLE/CLASSIFICATION: Information Technology Specialist

FSLA STATUS: Non-Exempt

JOB DESCRIPTION: Researches, develops, writes, edits, coordinates and proofs new sections/content of web sites. Creates and maintains databases while concurrently providing routine maintenance, monitoring performance and troubleshooting to maintain high availability, accurate recording and transforming of data and effective reporting. Assists in providing and maintaining quality workforce development services in conjunction with all agencies and personnel in the Workforce Development system. Performs work under the direction of the Workforce Center Administrator with limited supervision and considerable latitude for the use of initiative and independent judgment.

DUTIES AND RESPONSIBILITIES:  Researches, develops, writes/edits, coordinates and proofs sections of web sites.  Investigates and promotes innovative growth and development of web sites.  Monitors time sensitive content to ensure updates and deletions are done in a timely manner.  Coordinates and implements design of web sites to ensure a positive public image.  Maintains and/or creates visual elements for web sites to include banners, photographs, graphics and other visual elements.  Coordinates the provision of quality web service to include attention to appearance, content, structure, linking, speed and availability.  Tests content to ensure cross-browser compatibility.  Produces documents using HTML, Java script and Active Server pages coding requirements.  Maintains an awareness of new developments in Web technology.  Load and re-organize databases as necessary.  Test and monitor databases for performance.  Coordinate use of data to ensure data integrity and control redundancy.  Determine and implement database search strategies.  Consider database storage requirements and identify and define user task needs.  Establish and control necessary database security.  Anticipates, orders and maintains an inventory of required supplies needed for operation of all Workforce Center services.  May provide assistance answering phone calls, routing incoming calls, taking

Education and/or Experience: Graduation from an accredited high school or successful completion of GED certification along with demonstrated experience and/or further education in computer science, management information systems, database administration and website development. Knowledge of services offered in the Workforce Development system preferred.

Language Skills: Ability to read and interpret documents such as operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

Mathematical Skills: Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Other Skills and Abilities: Working knowledge of HTML, DHTML, JavaScript and Active Server Pages (ASP) coding requirements. Working knowledge of graphic editor softwares as well as File Transfer Protocol (FTP).

Physical Demands: While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 50 pounds. Specific correctable vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee occasionally works near moving mechanical parts. The noise level in the work environment is usually light to moderate. Work is generally indoors. Occasional travel and work schedule outside normal hours required.
