STATE WATER RESOURCES CONTROL BOARD RESOLUTION NO. 2001 - 004

APPROVAL OF A TIME EXTENSION FOR WATER RECYCLING FACILITIES PLANNING GRANT PROGRAM GRANT TO SAN SIMEON COMMUNITY SERVICES DISTRICT (DISTRICT) FOR THE DISTRICT’S WATER RECLAMATION PROJECT FACILITIES PLANNING STUDY

WHEREAS:

1. The Safe, Clean, Reliable Water Supply Act (1996 Bond Law) established the Water Recycling Subaccount and provided $60 million for low interest loans for the design and construction of water recycling projects and for planning grants; 2. The Safe Drinking Water, Clean Water, Watershed Protection, and Flood Protection Act (2000 Bond Law) established a Water Recycling Subaccount and provided that remaining funds in the Water Recycling Subaccount of the 1996 Bond Law were to be transferred into the 2000 Bond Law subaccount; 3. The State Water Resources Control Board (SWRCB) established the Water Recycling Facilities Planning Grant Program (FPGP) by adoption of the Water Recycling Funding Guidelines (WRF Guidelines) on April 17, 1997, which implemented provisions of the 1996 Bond Law as well as other bond laws; 4. A grant application was submitted by the District requesting funding for the San Simeon Community Services District Water Reclamation Project facilities planning study; 5. The SWRCB approved a FPGP grant for the District for $20,000 by Resolution No. 98-072 on July 23, 1998; 6. The due date for the submittal of final facilities planning report was February 11, 2000, and was extended by staff action to February 11, 2001, in accordance with the WRF Guidelines; and 7. The District has requested a second time extension to August 11, 2001, which must be brought before the SWRCB for approval in accordance with the WRF Guidelines.

THEREFORE BE IT RESOLVED THAT:

The State Water Resources Control Board approves a final time extension until August 11, 2001, for the submittal of the final facilities planning report for the FPGP grant to San Simeon Community Services District for the San Simeon Community Services District Water Reclamation Project facilities planning study.
