CASWELL COUNTY BOARD OF EDUCATION MINUTES June 9, 2014 The Caswell County Board of Education met in regular session on Monday, June 9, 2014, at 9:00 a.m. in the Wh itley Administration Building. Members present: Chairman June Dailey, Vice Chairman Gladys Garland, Sylv ia Johnson, Mel Battle, David Byrd, Betty Sartin and Ross Gwynn. Others present include Interim Superintendent Dr. Douglas Barker, Dr. Sammy Shields, Kelly Harris, Jerry Hatchett, Scott Powell, Teresa Crumpton, Carolyn Thomas, Dana Page, Sylvia Slade and Brittany Jeffries with the Caswell Messenger. Connie Kimrey recorded the minutes.

I. A. CALL TO ORDER

The meeting was called to order and a moment of silence was observed.

I. B. APPROVAL OF MINUTES

David Byrd moved, seconded by Sylvia Johnson to approve the minutes of the April 14, April 25, May 5 and May 26, 2014 board meetings as presented. The motion carried unanimously.

I. C. APPROVAL OF AGENDA

David Byrd moved, seconded by Sylvia Johnson to approve the agenda as presented. The motion carried unan imously with this addition.

I. D. ANNOUNCEMENTS

Dr. Barker shared information he received from the legislature on Friday noting that as of now, the Top 25% is no longer an issue and we were advised not to do anything at this time. Dr. Barker stated he will keep the information collected in a file for future use if needed.

I. E. PUBLIC COMMENTS

Teresa Crumpton, 2038 US Hwy 158 W., Yanceyville, NC, 27379

Mrs. Crumpton distributed a copy to board members and reviewed information regarding the softball and baseball field at Bartlett Yancey High School. The softball alumni are requesting permission to enclose the batting cage and are willing to pay for the costs once permission is granted. Other concerns noted included the condition of the field. Mrs. Crumpton stated that TruGreen shared it was cheaper to treat all three fields at the athletic complex but did not have an estimate at this time. Mrs. Crumpton also shared that the coaches cannot spray for weeds and she, as well as other players, have pulled weeds this year.

Maintenance Director Jerry Hatchett shared that his department has received a request for this and they provide the materials to Kin Watlington and he usually takes care of this.

2. Resolutions

Chairman Dailey and Vice Chairman Gladys Garland read aloud the resolution for Eunice Lea Thompson and Barbara Jones Loflin. Betty Sartin moved, seconded by Gladys Garland to approve the resolutions. The motion carried unanimously.

Resolution in Memorial and Appreciation Of the Life of Eunice Lea Thompson

WHEREAS, Lea Thompson was born on March 15, 1939, and formerly resided at 74 Longs Mill Road, Blanch, NC, 27212, at the time of her death on April 26, 2014, and

WHEREAS, Lea Thompson was a faithful and loving mother and grandmother and her family’s welfare was her major and constant concern; and

WHEREAS, Lea Thompson was a member of Red House Presbyterian Church, where she was very active in many of the church programs and served as assistant pianist. Lea also traveled to Mexico for mission trips on three separate occasions; and

WHEREAS, Lea Thompson attended Peace College and Western Carolina and received a BS Degree from Pembroke State University. Lea later received a Masters Degree from A&T State University, and completed Academically Gifted certification from the University of North Carolina Greensboro and Appalachian State University. Lea also was a member of the North Carolina Association of Educators and North Carolina Association of Gifted Education. Lea was also a member of Chi Chapter of Alpha Delta Kappa. Lea served as AIG Coordinator for Caswell County Schools prior to her retirement and will be remembered by her Community and Board of Education for her leadership and her commitment to education; and being known for her benevolence and servant’s heart to children; and

NOW THEREFORE BE IT RESOLVED that the Caswell County Board of Education wishes to honor the memory of Lea Thompson and expresses its sympathy to her family by causing a copy of this Resolution to be spread upon the official minutes of the Board of Education and a copy forwarded to the family.

WHEREAS, Barbara Jones Loflin was born on April 1, 1927, and formerly resided at 981 Walter’s Mill Road, Providence, NC, 27315, at the time of her death on May 20, 2014, and

WHEREAS, Barbara Loflin was a faithful and loving wife and mother and her family’s welfare was her major and constant concern; and

WHEREAS, Barbara Loflin was a member of Bethesda Presbyterian Church, where she was very active in many of the church programs; and

WHEREAS, Barbara Loflin attended Peace College, Campbell College, and was a graduate of Atlantic Christian College. She was an employee of Caswell County Schools and served as a teacher before her retirement and will be remembered by her Community and Board of Education for her leadership and her commitment to education; and being known for her benevolence and servant’s heart to children; and

NOW THEREFORE BE IT RESOLVED that the Caswell County Board of Education wishes to honor the memory of Barbara Loflin and expresses its sympathy to her family by causing a copy of this Resolution to be spread upon the official minutes of the Board of Education and a copy forwarded to the family.

3. 2014-2015 CTE Application

Dr. Shields reviewed information regarding the CTE Program. Dr. Shields shared that the State requires executive summary of the CTE Program and noted that PRC 13, 14 and 17 have been submitted and approved. We are in the process of receiving accreditation for the automotive 3 CASWELL COUNTY BOARD OF EDUCATION MINUTES June 9, 2014 department noting that Standard 6 was not complete. This will not impact students in the classroom this year or for next year. Upon review and discussion, Dr. Barker recommended approval of the 2014- 2015 CTE Application. David Byrd moved, seconded by Betty Sartin to approve the CTE Application for 2014-2015. The motion carried unanimously.

IV. REPORTS

Carol Boaz gave a brief review of information she received regarding summer school. Mrs. Boaz shared that some flexibility has been granted for rural districts and Caswell County plans to have a four-week summer camp. Times will begin at 8:15 a.m. and end at 2:00 p.m. with a “grab-and-go” lunch and plans to serve breakfast. Bus routes are being reviewed and North and South Elementary appear to be the best centralized locations.

Summer Reading Camp will begin on July 7th and end on July 30th. Times: 8:15 a.m. – 2:00 p.m. Monday thru Thursday

V. CLOSED SESSION

Gladys Garland made a motion to go into closed session at 9:45 a.m. for the purpose of considering a personnel action that involves an officer or employee of this Board (NC General Statute 143-318.11(a)(6); and for the purp ose of discussing information that is privileged, confidential or not a public record (NC General Statute 143-31 8.11(a)(1) and to confer with legal counsel. Betty Sartin seconded the motion. The motion carried unanimousl y.

VI. OPEN SESSION

Ross Gwynn made a motion to return to open session. Gladys Garland seconded the motion and the motion carried unanimously.

Next board meeting will be held on June 27, 2014 at 9:00 a.m.

Dr. Barker will be attending the administrator’s conference in Asheville as Dr. Womble will not be available to attend. Betty Sartin moved, seconded by Mel Battle to approve expenses be paid for Dr. Barker to attend conference in Asheville. The motion carried unanimously.

Dr. Barker shared that Dr. Womble will be on vacation the week of June 23rd and will begin on July 1. He plans to be in the office a few days during the week of June 16th.

Chairman Dailey shared that the County Commissioners would like to meet with the Board of Education. Dates that the BOE could meet were June 12, 2014 at 6:30 p.m. or June 19, 2014 at 6:30 p.m. Chairman Kenneth Travis stated the topic would be about the budget specifically with the math and science teaching positions and report cards.
