Job Title and Grade Senior Library Assistant – Health and Wellbeing Grade IV
Location of Post Midland Regional Hospital Tullamore, Co. Offaly. Organisational Area Health and Wellbeing Details of Service Staff appointed to the post will be required to work within the National Health Library & Knowledge Service, based at the Research and Education Centre Library, Scott Building, Midland Regional Hospital Tullamore.
Reporting Regional Librarian at Midland Regional Hospital, Tullamore. Relationship Purpose of the Post To provide an efficient and effective administrative/multi-site videoconferencing/co-ordinated research and education service to the Research and Education Centre Library.
Principal Duties and Main Duties and Responsibilities Responsibilities To provide multi-site videoconferencing and admin support to the Regional Librarian at the Midland Regional Hospital, Tullamore To co-ordinate and manage the research and education centre room bookings To provide support to clinical staff for MDT meetings and case conferences onsite Prioritisation and filtering of written, electronic and verbal communication to be dealt with personally or brought to the attention of the Regional Librarian. To organise meetings on behalf of the Library Service with other relevant stakeholders To keep the Regional Librarian fully appraised of all daily events requiring attention or awareness via text or telephone as appropriate Maintenance of a good working knowledge of issues within the Regional Librarian’s remit Promote and maintain a customer focused environment. Act on feedback from service users and notify supervisor of any deficiencies.
Communications To demonstrate a clear understanding of the role of the Research and Education Centre Library and to participate in the overall delivery of its function within the HSE To facilitate effective communications with other members of the National Health Library & Knowledge Service – National Health Service Librarian, Dublin Midlands Hospital Group, HSE Senior/Corporate Managers and other relevant stakeholders as required To effectively handle queries directed to the Regional Librarian’s office - assessing, recording and passing on queries, ensuring that such enquiries are dealt with in a timely manner and responses recorded
Team Working To work as a key member of library team in the Research and Education Centre Library and contribute effectively to the excellent team environment established To contribute to a process of continuous process improvement within the Research and Education Centre Library particularly in the area of technology To maintain and update files and develop and maintain an appropriate manual and electronic filing and tracking systems on an ongoing basis To provide cover for Research and Education Centre Library staff members as required.
Other Duties To perform such other duties, whether or not connected with or incidental to the functions of the Research and Education Centre Library, or designate may reasonably require. To undertake all duties in a confidential, professional and courteous manner when representing the Research and Education Centre Library.

Eligibility criteria Only current direct employees of the HSE, Tusla, other statutory health agency or bodies which provide services on behalf of the HSE under Section 38 of the Health Act 2004 are eligible to apply at this time.
Candidates must have at the latest date of application: -
(a) have satisfactory experience at Grade IV level in an office under the HSE, TUSLA, other statutory health agencies, or a body which provides services on behalf of the HSE under Section 38 of the Health Act 2004
(b) possess sufficient administrative experience and capacity to discharge the functions of the grade.
Health Persons holding office must be fully competent and capable of undertaking the duties attached to the office and be in a state of health that would indicate a reasonable prospect of ability to render regular and efficient service.
Character Persons holding office must be of good character.
Age Age restrictions shall only apply to a candidate where he/she is not classified as a new entrant (within the meaning of the Public Service Superannuation Act, 2004). A candidate who is not classified as a new entrant must be under 65 years of age.
Skills, competencies Knowledge/Professional Knowledge and/or Knowledge Knowledge of the Irish public health services Knowledge of relevant HSE policies, procedures, guidelines and practices, to perform the role effectively
Planning & Organisational Skills Experience of organising, planning and prioritising own work and that of others, including meeting tight deadlines and targets with minimal supervision. Demonstrate experience of using a range of software applications and packages (including, but not limited to, word processors, databases and spreadsheets) together with good keyboard skills and an understanding of how IT systems can be utilised in relation to the duties of the post. Be able to demonstrate personal effectiveness in a demanding, operationally complex function, managing deadlines and effectively handling multiple tasks. Ability to demonstrate assertiveness in managing diaries and appointments. Problem Solving and Initiative (including the ability to adapt to change) Ability to solve problems and adapt to change demonstrating a high degree of flexibility and initiative. Ability to evaluate information and exercise sound judgement. Team Work Skills Experience of team working and the delegation of work to other team members.
