Below are the changes and how they affect you. 1. HORSEMEN-VETERINARIAN AGREEMENT: This must be signed and submitted to the Stable Office upon arrival. This agreement will cover all CDI properties and will be in effect until the end of the Turfway Park 2022 Meet. Please make sure you and your veterinarian sign prior to turning it in. 2. MEDICA TION-RESTRICTED RACES: Pursuant to KHRC regulation 810 KAR 8:050 all two (2) year-old races and stakes races will be conducted Lasix-free. Please consult with your veterinarian, Churchill Downs Equine Medical Director (Dr. Farmer), or the KHRC if you have any questions regarding this regulation. 810 KAR 8:050 SECTION 6(A): A two(2) year old or stakes horse shall not be administered any drug, medication or other substance, including furosemide, within twenty-four (24) hours of the post time of the race in which the horse is entered. Participation by the horse shall not affect the status of the participating horse on the official authorized bleeder medication list.(B) The implementation and enforcement of the prohibition in paragraph (a) of this subsection shall begin on: 1. January 1, 2020 for all two (2) year olds; and 2. January 1, 2021 for all horses entered to run in a stakes race; including the races comprising the Breeders’ Cup World Championships and the races designated as graded stakes by the American Graded Stakes Committee of the Thoroughbred Owners and Breeders Association. 3. SHOCKWAVE THERAPY TREATMENTS: Effective with the opening of the Churchill Downs Racetrack backside for the 2021 year, all prescribed shockwave treatments for horses stabled at Churchill Downs Racetrack MUST be administered at the Equine Medical Center. Practicing veterinarians will have access to the Equine Medical Center daily from 7 a.m. until 4 p.m. All treatments must be recorded on the Shockwave Treatment Log located at the Equine Medical Center along with a veterinarian’s report submitted to the KHRC. Trainers violating this rule are subject to revocation of their stall privleges. 4. PRE-ENTR Y EXAM: Pursuant to KHRC regulation, all horses must have an exam performed by your veterinarian within the three (3) days preceding a race entry. This exam is to be documented by your veterinarian and he/she will include their findings on their daily treatment records submitted to the KHRC. 5. PRE- WORK EXAM: All horses stabled at Churchill Downs or Trackside must have an exam performed by your veterinarian within the five (5) days preceding a timed workout, per Horsemen-Veterinarian Agreement. This exam is to be documented by your veterinarian and turned in to both KHRC and CD Equine Medical Director, Dr. Farmer. 6. IN- TODAY SIGNAGE: All horses entered to race must be clearly identified starting at 7:30am on race day with an “In-Today” sign. Trainers should hang these signs on the stall door or adjacent to the stall. This is separate from the KHRC Lasix tag hung following lasix administration. Extra signs are available in the Stable Office. 7. ENTR Y RESTRICTIONS: All first time starters 4yrs old and older or 3 years old and older with no race within 365 days are required to have an exam and published 5 furlong work in 103 or faster approved by the CD Equine Medical Director PRIOR to entry. In addition, horses 1 that have not raced within 120 days but less than 365 days must notify the CD Equine Medical Director PRIOR to entry to schedule an exam. 8. WAIVER CLAIMING RULE: Allows a trainer to enter a claiming race, but be ineligible to be claimed providing the horse has been laid off and has not started for a minimum of 180 days since its last race, and the horse is entered for a claiming price equal to or greater than the price at which it last started. Please see condition book for more details. ALL KTDF PURSE ALLOTMENTS ARE SUBJECT TO KHRC APPROVAL. New Waiver Claiming: At the time of entry into a claiming race, the owner may opt to declare a horse ineligible to be claimed provided: (1) The horse has been laid off and has not started for a minimum of 180 days since its last race, and (2) The horse is entered for a claiming price equal to or greater than the price at which it last started. (b) Failure to declare the horse ineligible at the time of entry may not be remedied. (c) Ineligibility shall apply only to the first start following each such layoff. DIGITAL TATTOO On January 1, 2020, Race Horse Identification transitioned from lip tattooing to utilizing the Digital Tattoo (Picture Horse ID), which is accessible through scanning of the Jockey Club-issued microchip that has been implanted in the horse’s neck by the breeder. The process will be as follows: · All foals of 2017 and forward must be microchipped before the Jockey Club will register the horse. · Foals of 2016 and older who are not tattooed and who currently do not have a microchip (by January 1, 2020) will need to contact the Jockey Club (800-444-8521) to obtain a microchip. The Jockey Club issued microchip must be inserted into the horse and listed on the foal papers before the horse is digitally tattooed prior to its first race. · Like the current tattoo system, TRPB Identifiers will come to your barn, scan the microchip to pull up the digital copy of the foal papers and verify the markings prior to you being allowed to race. Additionally, the TRPB Identifiers will take a series of photographs of your horse. · The TRPB identification fee will remain the same: $80 2 CHURCHILL DOWNS RACETRACK, TURFWAY PARK AND CHURCHILL DOWNS TRAINING CENTER Rules and Conditions for Racing and Training (“Conditions”) As a condition to, and in consideration for the undersigned trainer (“Trainer”) being permitted to race, work, or train any horse at Churchill Downs Racetrack (“CDRT”), Churchill Downs Training Center (“Trackside”), or Turfway Park (“TWP”), the Trainer and the undersigned Trainer’s attending veterinarian (“Attending Veterinarian”) hereby agree to be bound by the following Conditions: 1. At all times, a horse must be in serviceable, sound racing condition in order to race, work or train at CDRT, Trackside, or TWP. The Trainer acknowledges that it is his/her obligation to confirm the horse is in serviceable, sound racing condition in order to race, work or train on CDRT, Trackside, or TWP Grounds. 2. Trainer will not enter a horse in any race UNLESS the horse has: (a) been examined by Trainer’s Attending Veterinarian during the three (3) days immediately preceding the entry to race for the express purpose of evaluating the horse’s fitness to race; and (b) been found fit to race by the Attending Veterinarian. This evaluation shall include, at a minimum, watching the horse jog. The Attending Veterinarian and Trainer are obligated to inform the CDI Equine Medical Director and the Kentucky Horse Racing Commission (“KHRC”) official veterinarian (or his or her designee) of any changes in the horse’s fitness after entry through race day. Extenuating Circumstances to the examination requirement of this rule will be handled by the Racing Office in conjunction with the CDI Equine Medical Director on a case-by-case basis. 3. Trainer will not permit a horse stabled at Churchill Downs, Trackside, or TWP to work UNLESS the horse has: (a) been examined by the Trainer’s Attending Veterinarian during the five (5) days immediately preceding the work for the express purpose of evaluating the horse’s fitness to work; and (b) been found fit to work by the Attending Veterinarian (this evaluation shall include, at a minimum, watching the horse jog).
