Project Title: Clean Marina Program and the In-water Hull Cleaner Certification Program 2. Project Purpose – Problem/Goals ("why" the project): The goals of the Clean Marina and the In-water Hull Cleaner Certification programs are to: 1) raise awareness among hull cleaners and marina operators regarding the effects that certain boating activities have on water quality; 2) promote the implementation of boat-related Best Management Practices (BMPs) and less toxic products; and 3) promote to the boating community “green” business which use BMPs, reduce pollutant discharges, and use environmentally friendly products. 3. Project Abstract (brief description of project): Clean Marina Program and the In-water Hull Cleaner Certification Program will be designed to reduce the amount of pollution generated by these types of businesses. The programs will seek to work cooperatively with business to educate them on and encourage them to use Best Management Practices. 5. Which SWRCB program is funding this project? F) Biography of Group: : SMBRP In 1988, U.S. EPA and the State of California recognized the Santa Monica Bay as a “nationally significant” resource that must be protected and preserved, and established the Santa Monica Bay Restoration Project as one of the 28 National Estuary Programs located throughout the United States. SMBRP has led the effort to identify and develop solutions to the crucial problems facing the Bay by developing a comprehensive plan of actions known as the “Bay Restoration Plan.” The Bay Action Plan identifies over 250 actions that address a wide range of key environmental problems. Among these 250 actions, preventing pollution associated with marina and boating Section 11 activities is specifically called out as a priority for restoring and protecting the Bay.

G) Biography of Project: : Southern California's temperate climate allows boating year-round. Increasing boat traffic and the effects of boating related pollutants on coastal waters over the past decades have contributed to a consistent and growing pressure on the state's fragile aquatic ecosystems.

In response to this situation:  The CA Nonpoint Source Plan (2000) calls for the implementation of short-course hull-cleaning training and certification programs and policies.

 The California Clean Boating Network Action Plan (1996) specifies two actions dealing with certification/awards programs. (1) Instituting an awards program to recognize the efforts that marina operators are making in trying to conduct their operations with minimum impact on the environment, and (2) Developing a certification that will enable underwater hull cleaners to become educated about the available BMPs.

The California SWRCB and SMBRP along with environmental, boating, and marine industry related interests are currently working on a unique proactive approach to developing voluntary pilot programs centered in Marina del Rey. These programs are being designed to assist marinas in achieving environmental compliance and excellence, while strengthening business.

H) Short-term Goals: : The short term goals of these programs are to provide some minimum set of environmental criteria with which marinas and in- water hull cleaning businesses should seek to comply, structured guidance to businesses on implementation of BMPs, criteria to track BMP implementation on a wider geographic basis, and easy access to simple information on the level of environmental services provided by a business to the public.

I) Long-term Goals: : By raising the awareness in the boating community regarding the effects that certain boating activities have on water quality, promoting the implementation of boat-related BMPs and less-toxic products, and promoting to the boating community “green” businesses, the long term goal of these programs is to have implementation of BMPs based on customer demand and the desire to improve the marina environment.
