BWA “Vision” for the Pocono Watershed

A management entity (M.E.), such as a Pocono Watershed Municipal Authority, is formed to manage wastewater systems in the Pocono Watershed.

The M.E. would be the recipient of all federal and state grants and loans for the Pocono watershed wastewater needs.

The M.E. would be the entity which borrows any additional funds needed, to be repaid with user fees.

The M.E. could –  Buy the land recently purchased by sanofi and lease it back to them.

 Build any new systems needed and operate all wastewater treatment systems in the watershed, including sewage treatment plants, land application systems, septic system management programs, etc. or

 Have oversight of all systems and assist owner/operators.

Sanofi’s wastewater needs are handled on-site, by sanofi, or the M.E., as mutually agreed upon. Treated effluent might be piped to Camelback or another user for snow-making.

All existing wastewater treatment plants continue to operate.

A small wastewater treatment system is built for the village of Tannersville, and a village design is developed that would allow Tannersville to develop with mixed uses, in keeping with traditional village concepts. This plant could be designed to produce a non- degrading discharge to go to Pocono Creek, or, preferably, would use land application systems for its discharge.

All concerned parties work cooperatively to make this happen.
