1 Alcatel-Lucent grants a free, irrevocable license to TIA to incorporate text or other 2 copyrightable material contained in the contribution and any modifications thereof in the 3 creation of TIA publications; to copyright and sell in TIA name any Organizational 4 Partner's standards publication even though it may include all or portions of this 5 contribution; and at the Organizational Partner's sole discretion to permit others to 6 reproduce in whole or in part such contribution or the resulting Organizational Partner's 7 standards publication. It is proposed to the Committee as a 12 basis for discussion and is not to be construed as a binding proposal on Alcatel-Lucent. 13 Alcatel-Lucent specifically reserves the right to amend or modify the material contained 14 herein and to any intellectual property of Alcatel-Lucent other than provided in the 15 copyright statement above. 1 2 Objective: To address a discrepancy in TIA-127-E related to the ordering of mode 0 to 3 mode 7 4 5 6 Technical Comment: 7 In "Enhanced Variable Rate Codec, Speech Service Options 3, 68, 70, 73 and 77 for 8 Wideband Spread Spectrum Digital Systems" (TIA-127-E, PN-3-3292-RV5), other 9 multi-mode codecs in the EVRC family have modes ordered from highest quality (mode 10 0) to lowest quality (mode 7). This one departs from that pattern, and that will cause us, 11 and possibly others, some difficulties. 12 13 As an alternative, perhaps consideration could be given to placing the new low bit rate 14 mode as mode 7 and shifting the other modes down one number, for example, EVRC- 15 NW mode 4 maps to EVRC-NW2K mode 3, EVRC-NW mode 5 maps to EVRC-NW2K 16 mode 4, etc., with no mapping for EVRC-NW mode 3. Presumably there was reason to 17 select EVRC-NW mode 3 as the one to override, as opposed to say EVRC-NW mode 2 18 or mode 5, neither of which are known to be used today.
