MINUTES ENOCH CITY PLANNING COMMISSION June 14, 2016 at 5:30pm City Council Chambers City Offices, 900 E. Midvalley Road

1. CALL TO ORDER OF REGULAR MEETING-By Chairman Tingey at 5:30pm a. Pledge of Allegiance –Led by Commissioner Horstdaniel b. Invocation –Audience invited to participate. Given by Commissioner Hardy c. Approval of agenda for June 14, 2016 –Motion to approve agenda by Commissioner Horstdaniel. Motion seconded by Commissioner Hardy and all voted in favor. d. Approval of minutes for May 24, 2016-Motion to approve minutes by Commissioner Horstdaniel. Motion seconded by Commissioner Hardy and all voted in favor. e. DISCUSS AND DECIDE ON REZONING SOME REGIONAL COMMERCIAL (R-C) AREAS TO NEIGHBORHOOD COMMERCIAL (N-C) AND COMMUNITY COMMERCIAL (C-C) AND SET A PUBLIC HEARING IF READY Chairman Tingey asked City Manager Dotson to lead the discussion. Commissioner Horstdaniel asked about property owner’s taxes. City Manager Dotson said that will not be affected when we change from one commercial zone to another commercial zone. City Manager Dotson said the idea of zoning is to create continuity and to zone property in such a way that it benefits the community. Generally the citizens who own the property initiate a zone change. Now that we have redefined the commercial zones it is apparent we have no areas that are suitable for Regional Commercial (R-C) which is what almost all of the commercial zones are currently designated. Our purpose is to reassign the R-C to more suitable classifications of Community Commercial (C-C) or Neighborhood Commercial (N-C). City Manager Dotson reviewed the criteria for the three commercial zones. N-C is to retain the character of the neighborhood in which it is located and is the type of small business that would be frequented by the local residents. Some examples would be an insurance agency or real estate company located in a home that has been converted to an office. C-C would be businesses that are located on major streets but serve a smaller local clientele such as fast food, C-Store, bank or strip mall type businesses. R-C type businesses are the big box stores where major roads and interstate highways bring traffic from all over the region. It was noted there is really no area of Enoch that would have the amount of land needed for this type of store to go in. The existing R-C zones could be re-designated to either C-C or N-C. City Manager Dotson said at the time the Professional Office (P/O) zone was put in there were going to be offices there and then things changed. That might Enoch Planning Commission Meeting June 14, 2016 1 be a good spot for N-C now. There was some discussion of Midvalley Road where the Enoch Motor Sports business is located. It is zoned commercial even though it is right by several residences. Commissioner Ley suggested we change it to N-C and let them change it if they want something else. It would be best for that section of the street for it to be N-C changing from R-C. The idea is to change it to something that fits better now. City Manager Dotson pointed out several homes on Minersville Highway that were zoned R-C, saying they should go back to residential R-1-18. Also there was brief discussion of the City owned property where the new animal shelter and dog park will be located. That could also be C-C. There was a discussion of the area on Heather Hue zoned R-C where a property owner intended to put in storage units. That should be C-C. There was more discussion of the characteristics of C-C with access to arterial streets, with moderate to large sites and adequate buffering between residential zones. Commissioner Ley read a list of the type of businesses that could go in that zone. The Hub, Gateway Academy and J. E. Flooring on Minersville Highway are all C-C. The Penny property could also be C-C as it was intended for small businesses to serve the walkable community that was once planned for that land. City Manager Dotson said Minersville Highway will go to four lanes by 2018. He suggested we change all of the R-C to C- C which will aid in planning for interested businesses. That will clarify what we allow and intend for Enoch. There was a brief discussion of the Enoch Station area which would be C-C. It was noted that the grocery store planned for there in the future would be mainly to serve Enoch and the county area so C-C is appropriate. Chairman Tingey asked about the property on Highway 91 down from the Rec Center. City Manager Dotson said it is owned by Ivan Szu from Las Vegas. His plans did not work out because there is no freeway interchange there. There was a brief discussion of the areas zoned Research/Industrial Park (R/IP) located north of Enoch and on Grimshaw Lane where MCM Engineering is located. Those two areas will stay as they are now zoned. The Planning Commission members agreed C-C makes more sense in place of the areas zoned R-C for all of Enoch. A new map will be produced for review at the next meeting and a public hearing will be set at that time. It was noted the noticing will be extensive for the public hearing and may take longer than normal to do. City Manager Dotson was assigned to have Monte draft a new zoning map with the changes as discussed.

3. PUBLIC COMMENTS-none

4. COMMISSION/STAFF REPORTS Julie reported we will need to cancel the June 28th meeting due to the Primary election being held in the Council room. Commissioner Ley asked about the residential rezoning discussion and when that will come from the City Council as an assignment. Commissioner Hardy asked about the junky area by the cinder block wall on Minersville Highway saying it looks messy and he wishes there was a way to mitigate that. City manager Dotson explained we get complaints all the time. We could cite them and then they go to court and pay a fine and not clean it up. We could clean it up and charge them for it but we have to hire people to do that. We don’t have the staff or resources to go after subjective complaints adding it is their stuff and their treasure although others view it as junk. Subjectivity is the challenge. We try to visit with those with problems to point it out to them and ask that they clean it up but we don’t compel them due to lack of resources in the City. Chairman Tingey suggested a beautification committee to do this on a volunteer basis. City Manager Dotson said what happens is there is a culture in our community based on what our neighbors do. Clean yards spawn clean yards. Not all live the same way or like the same things.

Enoch Planning Commission Meeting June 14, 2016 2 This is a balancing act and it is hard. What would help to keep neighborhoods neater is curb and gutter. That makes a definitive line of where people keep things cleaned up.

5. ADJOURN-Motion to adjourn by Commissioner Hardy. Motion seconded by Commissioner Horstdaniel and all voted in favor. The meeting ended at 6:55pm.
