POLICE STAFF

ROLE SPECIFIC INFORMATION Job Title: Source Handler/Recruiter Generic Role Police Staff Profile: Salary Band: D lower Operational / Operational Non Operational Role Vetting Level: DV strap - essential Reporting to: DSU controller and manager Responsible for: Specific Role To identify and recruit CHIS, in support of WMCTU objectives. To identify Purpose: opportunities for recruitment within sensitive communities. Specific Role  To operate in accordance with the codes of ethics Responsibilities:  Identify, cultivate and recruit new CHIS. To comply with the requirements of the relevant legislation, policy and procedure.  Maintain appropriate tradecraft, to ensure the welfare, safety and protection of staff and potential CHIS.  Gather and disseminate intelligence and act in accordance with RIPA and CPIA.  Work closely with partner agencies and other WMP Departments in support of WMCTU objectives.  Liaise and advise with police officers and police staff around CHIS recruitment opportunities.  Develop and maintain a good knowledge of local, national and international issues, and its relevance to daily activity.  To respond to tasking identifying the most appropriate use of CHIS  Any other duties commensurate with the role

Date: April 2014 Version: 1.1 SPECIFIC COMPETENCIES REQUIRED FOR EFFECTIVE PERFORMANCE Knowledge & Experience This section should detail the requirement of previous experiences and knowledge gained from academic qualifications if appropriate, e.g. significant experience of administrative duties, degree level educated. Essential: Post holders will be required to display and evidence:  Experience of information collection and dissemination.  Sensitivity to the needs of diverse communities and individuals.  Initiative and innovation, while working as part of a team.  Knowledge of RIPA, CPIA, OSC guidelines and the CHIS codes of practice.  Willing to be flexible in the working environment.  Can demonstrate experience and understanding of the use of sensitive intelligence.  Must be willing to undergo and pass relevant CHIS handling courses. This will include a 3 week police course at Ryton and a separate 3 week specialist course (out of Force). Desirable:  Previously received; Level 3 Crime CHIS Handling Course or Specialist UKP/4 Course  Knowledge of Counter Terrorism Policy, Legislation, structures and practices.  Knowledge of PACE and police station procedures.  Previous handling and recruitment experience.  Knowledge of covert policing techniques. Skills This section should detail the competency requirement which could be developed through non formal training e.g. effective time management, influencing and negotiating, effective communication including written and verbal. Refer to skills database for core operational skills Essential:  Highly effective interpersonal and communication skills.  The ability to work unsupervised and manage finances.  Full UK driving licence  Ability to successfully pass first aid training and personal safety training.

Desirable:  A good level of understanding of IT
