Town of Waterville Council Minutes December 4, 2017

Regular meeting was called to order by Mayor De Vaney at 6:36 p.m. A moment of silence was observed followed by The Pledge of Allegiance. Town Attorney Steve Smith and Councilmembers Huber, Smith, Driver, and Thompson were present. Munson was absent as excused. A quorum was established.

 Thompson made a motion to approve the minutes of the November 20, 2017 regular Council meeting with a second from Smith. Approved by majority vote with Huber abstaining.

 November 2017 Payroll for $26,609.31 (Direct Deposit Payroll by EFT’s) and December 2017 Accounts Payable for $34,788.07 (Wts. #19733 – 19754) were approved for payment on a motion by Smith, and seconded by Driver. Unanimously approved.

POLICING REPORT / HUMANE SOCIETY REPORT

Policing Report

Council reviewed a written Policing Report submitted by the Douglas County Sheriff’s Office listing policing activity for November 24 – 29, 2017.

Humane Society Report

Council reviewed the Wenatchee Valley Humane Society Quarterly Report for animal control services for the third quarter ending September 30, 2017. The Report listed 3 dogs, 2 cats, and 1 other animal surrendered by owners, 1 stray dog received, 3 dogs, 2 cats, and 1 other animal adopted, and 1 dog returned to owner. Phone calls received were 26, with 13 incidents investigated, including one investigation involving a potentially dangerous dog.

2018 BUDGET COVER CONTEST

Mayor De Vaney awarded plaques and framed pictures to Ty Nelson as the winner of the 2018 Budget Cover Contest, and to Brooke Kopta as the 2018 Budget Divider winner. Nelson submitted a drawing depicting a harvest scene complete with combine, semi truck, and wheat crop as his subject, and Kopta drew a picture of her school. Both children are second grade students in Stacey Biram’s class at Waterville Elementary School.

Ordinance 2017 – 787: Amending the 2017 Final Budget

 Councilmember Smith made a motion to amend the 2017 Final Budget to total $3,793,039.00 per Ordinance 2017 - 787. Thompson seconded. Roll Call: Huber – Aye. Smith – Aye. Driver – Aye. Thompson – Aye. Unanimously approved.

Ordinance 2017 – 787 amended the 2017 Final Budget at the fund level as follows:

Resolution 2017 – 06: Town of Waterville Personnel Policy

 Thompson made a motion to approve Resolution 2017 – 06 which updated the Town of Waterville personnel policy to include extended vacation time for employees who have worked for the Town 31 plus years, and an annual longevity premium of $5,000.00 to be paid annually to those employees who have worked for the Town 30 and over years. Smith seconded. Unanimous vote. BID OPENING – FORKLIFT FOR SHOP

Leavitt Machinery submitted a bid for a 2010 Hyundai forklift with 4,352 hours for $14,900. Papé Machinery submitted a bid for a 2008 Hyster forklift with 4,050 hours for $14,950. Mayor De Vaney pointed out that although Leavitt Machinery submitted the lowest bid, the bid from Papé Machinery more closely met the criteria advertised for the bid proposals.

 Smith made a motion to accept the bid from Papé Machinery for the 2008 Hyster forklift for $14,950, with a second from Thompson. Unanimous vote.

COMMITTEE REPORTS

Link

Joyce Huber, Chair and Town Representative to the Link Board, reported highlights of the November 21st Link Board meeting which included discussion of a sales tax increase of 0.2% to help fund expansion of services. The Board approved Resolution 2017 – 09 requesting that an initiative be presented to the voters for approval of this increase. Respondents of a recent survey conducted by Link indicated that they desired expanded services of the transit system. Huber added that all five E-buses are in service, and the new inductive charging stations are scheduled to be installed as early as late this year and possibly activated in February 2018. No Link Board meeting is scheduled for December.

MAYOR’S REPORT

……Mayor De Vaney introduced Dallon Crawford, the new Town employee who will assume the position of Park Superintendent as of December 1, 2017. Crawford is a former graduate of Waterville High School, and was previously employed by the Town as a lifeguard and Swim Pool Manager. Crawford is a U. S. Army Veteran and a former independent contractor with United Van Lines out of Spokane. Welcome back, Dallon. ……The Waterville Mosquito Control District Board will meet Thursday, December 7, 2017 at Town Hall, 5:00 p.m. ……Town Hall will be closed Monday and Tuesday, December 25 & 26, 2017 for the Christmas Holiday. ……Town Hall will be closed Monday, January 1, 2018 in observance of New Year’s Day. As a result, the regular Council meeting will be moved to Tuesday, January 2, 2018 at Town Hall, 6:30 p.m.

 The meeting was adjourned at 7:08 p.m. on a motion from Thompson and a second from Driver. Unanimous vote.
