3. DECLARATION OF INTEREST

4. POLICE REPORT: PCSO Rhydian Strangward

PCSO Strangward said that there was only one crime registered in Crynant during November and that was for slashing tyres in Nant Celyn. PW, however, believed there was another crime, but PCSO Strangward said that this was not shown in the system. The period of speed cameras used had ended but the Police were intending to monitor speed on the Common and increase signs. There was a difference about the accidents which involved cattle, which had been stated in the previous meeting. CPSO Strangward was not aware of any deaths occurring to cattle. BM agreed to check with the owner of the land.

5. APPROVAL OF THE MINUTES OF THE FULL COUNCIL MEETING HELD ON 29 TH OCTOBER 2015

The Minutes re: the full Council Meeting held on 29h October 2015. Subject to the amendment to item 11 (paragraph 3) from “Maes-y- Dderwen” to Maes-yr-Hendre” and the “decision to state the view on Planning Application No: P2015/0859 with respect to the erection of 4 new wind turbines, by voting by 7 to 1 against the application, based on the detrimental effect on the Community.

6. MATTERS ARISING

PS confirmed that a meeting was to be held in the Community Centre on Thursday, 3rd December at 6 pm concerning the future and financial position of Cefn Coed Museum, the meeting to include representatives, members of Friends of the Museum and residents of the Dulais Valley.

ME brought up the matter of the proposed peppercorn agreement agreed at the last meeting concerning the land adjacent to the car park of the Rugby Club objection about which had been put forward by Councillor Power whose view was that the piece of land was of such a small area that it would be not of great relevance. BM stated that the owner of the house alongside did not wish to acquire any of the adjoining land. After a discussion it was agreed by majority that the previous proposal be maintained, with ME being the only objector.

7. REPORTS

It was stated that the IT cost in the Computer Room would be estimated at approximately £58 per month. PS suggested that we retain the facility at least until its expiry date – 31st March 2016 – and see whether it can be utilized in the future.

PS reported that Crynant Primary School were providing a very high educational standard.

PS reported that the swings in the playground had been installed.

It was AGREED that a £25 donation be awarded to the following organisations :-

1. Welsh Hearts 2. Llangollen International Musical Eisteddfod 3. Shelter Cymru 4. MacMillan Cancer Support in South Wales 8. COUNTY COUNCILLOR PEARSON

In response to Councillor Pearson’s inquiry PS confirmed that the Council were the owners of the IT equipment and he confirmed that the equipment had been received from the Dove. It was debated whether the equipment be open up to public use. KP stated she would speak to Mr. Steve John concerning the matter.

KP reported that traffic time on the common were currently very quick and signs were to be checked as appropriate.

The seats at the bus stop at the Crescent were damaged.

KP stated that CADW were showing an interest in Cefn Coed and hopefully there would be a development from them.

ME asked about the proposed new bus shelter in Treforgan, but KP said that nothing had developed, partly due to the cost involved. The Borough Council had undertaken cleaning during the past week. KP confirmed that the bus service from Swansea-Banwen had secured 50% funding.

11. CORRESPONDENCE

A letter was received from Suzy Davies) Welsh Conservative Assembly Member for South Wales West, who recently spoke to the Chairman of the Community Council in South Gower about the Community Council’s installation the porch of the Village Hall of a defibrillator. It was considered that a defibrillator might be provided for Crynant if finances could be made available from organisations within the community. 12. ANY OTHER BUSINESS

Following a number of incidents and as a result of a particularly serious incident at the Community Centre involving drunken behavior it was AGREED that a letter be sent to the person in question confirming that they will not be permitted to enter the Community Centre in the future.

It was understood at patients of the Medical Centre in the valley would, in future, be contacted by their doctor by telephone to assess whether an appointment be necessary.

ME proposed that in line with the normal closure time of 8.30 pm for the Community Centre, that the Council’s monthly meeting will be commenced at 6.30 pm. This was AGREED unanimously
