TERMS OF REFERENCE ADOLESCENTS/YOUTH DEVELOPMENT CONSULTANT

1. Background The UNICEF Guyana Country Office is seeking to employ a consultant to support the implementation of the ongoing Country Programme and to assist in developing the 2010 Country Programme in the area of Adolescents Participation, Youth Policy and HIV/AIDS prevention amongst youth. Duration of contract: 3 months. 2. Tasks/Responsibilities of the Consultant Under the general supervision of the Deputy Representative the Consultant is responsible for the planning, implementation, monitoring, and reporting in relation to UNICEF assistance in the programme areas related to adolescents of the Guyana programme of cooperation. 3. Expected Deliverables 1. Undertake follow up action on programme implementation activities in the programme components that relate to Adolescents and Youth Development and prepare relevant reports. 2. Undertake ongoing visits to UNICEF project sites, assess local conditions and monitor UNICEF’s input. 3. Collect and update data for situational analysis, project planning, management and monitoring and evaluation purposes. 4. Attend technical cooperation meetings, prepare notes and undertake follow up actions related to programme implementation. 4. Conditions of service

1. The Consultant will be expected to conduct all desk work utilising UNICEF’s equipment and office space.

2. UNICEF will be responsible for facilitating transportation directly related to the Health activities. In the cases where site visits, field or out of town trips are necessary, UNICEF will be responsible for DSA where necessary.

3. Prior to commencing the contract, the individual consultant will be required to submit a statement of good health. He or she must confirm to take full responsibility for the accuracy of the statement. The statement includes confirmation that he/she has been informed of any inoculation required for the country to which travel is authorized.

5. Supervision The Deputy Representative will have overall responsibility of supervising the consultant.

6. Duration of contract Duration of contract: 3 months. Date of entry: Immediately 7. Qualifications & Competencies Qualifications University degree in Social Sciences, Public Health or related technical field. Advanced University degree preferred.

Experience Five years progressively responsible professional work experience in the health sector Experience in programme planning, monitoring and evaluation of development projects/rights-based projects. Experience in data collection and analysis of information for managerial purposes. Experience in programme management and finance desirable.

Languages Fluency in English required.

Other Competencies:  Experience in working with the civil society, especially in networking and communication.  Experience in data collection and analysis of information for managerial purposes.  Proven experience in Child Protection areas.  Planning and monitoring skills; ability to organize work and projects.  Ability to make timely and quality judgements and decisions.  Proven ability to conceptualize, innovate, plan and execute ideas as well as transfer knowledge and skills.  Good knowledge of computer management and applications.  Good analytical, negotiating and communication skills.  Ability to work in an international and multicultural environment.  Initiative, passion and commitment to UNICEF’s mission and professional values.
