General Summary of Function/Purpose of Position This position carries out a range of professional rehabilitation counseling services, inclusive of vocational guidance, physical restoration, training and job development/placement to individuals who are blind/visually impaired with or without secondary disabilities. Considerable independent judgement is used to make decisions in carrying out assignments that have significant impact on individual consumer services and vocational training programs. The employee in this position will also be responsible for initiating and maintaining community partnerships in an effort to expand training and employment opportunities for identified consumers.

Duty 1 General Summary of Duty 1 % of Time 35 The Rehabilitation Counselor provides vocational counseling and guidance to BSBP consumers as it relates to employment and adjustment to disability. The Rehabilitation Counselor is responsible for utilizing the electronic case management system in an effort to document progress on individual cases with a minimum client contact of 90 days; showing the progression of case services from intake to closure. Cases should be reflective of steps taken to provide informed choice, vocational rehabilitation counseling and guidance, and services to assist with successful outcomes. Individual tasks related to the duty.  Provide vocational counseling and guidance, ensuring that the consumer is ready for employment when referred for placement.  Provides individualized counseling as it relates to the adjustment to blindness and/or disability  Gathers pertinent educational, social, medical, psychological, and vocational data relative to the consumer in an effort to determine their needs and/or eligibility for rehabilitation services.  Arranges for diagnostic evaluations and services.  Determine vocational objectives and develops Individualized Plan for Employment in conjunction with consumer.  Enters timely reports and other correspondence into the electronic case management system.  Works with consumers with severe multiple disabilities which require complex accommodations and coordinate of services.  Maintains fiscal responsibility for one’s individual case load.  Sets specific work objectives in accordance to the needs of the Bureau.  Performs related work as assigned. Duty 2 General Summary of Duty 2 % of Time 35 Participation in direct job development and placement activities to assist both general and supported employment consumers in achieving their stated vocational goals. Utilizing favorable public relations through written and verbal presentations and communication

Page 2 Individual tasks related to the duty.  Provides career counseling consistent with the consumer’s skills, abilities and interest levels.  Interprets labor market data to assist consumer in understanding current labor market trends and employment opportunities based on the identified geographical locations.  Provides job seeking skills necessary to independently seek and find employment., these skills may include resume writing, application completion, disability disclosure, etc.  Partners with local Michigan Works offices to enhance available employment opportunities and job seeking supports.  Maintains contact with current and perspective employers.  Participates in local Job Fairs  Conducts Employment Readiness Seminars or similar programming at least once a year.  Provides follow-along services necessary for the consumer to maintain suitable employment.  Collaborates with community partners to assist with placement activities such as extensive job development and coaching to assist in alleviating barriers to employment.  Performs related work as assigned. 

Page 3 Duty 3 General Summary of Duty 3 % of Time 20 Develops and maintains community resources and relationships with community rehabilitation partners, medical providers, optometrists, ophthalmologists, school personnel employer and other key stake holders to increase accessibility and opportunities for persons with disabilities.

Individual tasks related to the duty.  Facilitates both internal and external referrals to ensure timely service delivery and enhance employment opportunities.  Provides transition services to high school youth and ensures the provision of Pre-Employment Transition Services  Identifies opportunities for additional skill development and training programs to best meet the unique needs of the consumers being served.  Enhances public knowledge of BSBP services through presentations and community outreach.  Develops cooperative agreements with local partners to assist in meeting the needs vocational and independent living needs of the consumer.  Creates individualized training and programs based on the geographical area and population served.  Performs related work as assigned

Duty 4 General Summary of Duty 4 % of Time 10 Other duties as assigned.

Individual tasks related to the duty.  Performs various assignments to support the mission, vision and values of the Bureau of Services for Blind Persons and the Department of Licensing and Regulatory Affairs.

Page 4 Page 5 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Employees in this class function as professional rehabilitation counselors, independent judgement will be needed to analyze and interpret pertinent information used to determine eligibility as well as in identifying services necessary to achieve the consumers stated vocational goal. The employee will also need to be able review vendor reports and invoices to ensure appropriate services were provided.

17. Describe the types of decisions that require the supervisor’s review. Employees will be expected to have their supervisors review any expenditure over $1000. 00. As well as any training or service request for a consumer that is outside of the normal scope of practice.

Employees will need supervisor’s approval when there is continuing education training outside of the normal geographical location covered and/or requires overnight accommodations.

18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Physical activity consists of occasional lifting less than 50lbs for brief periods when delivering equipment. Traveling the Michigan terrain in all four seasons in a standard vehicle. Employees will be expected to meet consumers in various environments which could be inclusive of one’s homes, places of employment, the BSBP Training Center, or in another designated establishment within the consumer’s community. 19. EDUCATION: Possession of a master’s degree with a major in rehabilitation counseling, guidance and counseling or a related counseling degree as indicated by the Commission on Rehabilitation Counseling Certification educational standards is preferred.

EXPERIENCE: Rehabilitation Counselor 9 – no specific amount or type is required. Rehabilitation Counselor 10 – One year of professional experience providing rehabilitation counseling services equivalent to a Rehabilitation Counselor 9. Rehabilitation Counselor P11 – Two years of experience providing professional rehabilitation counseling services equivalent to a Rehabilitation Counselor, including one year equivalent to a Rehabilitation Counselor 10; or three years of professional experience providing rehabilitation service coordination equivalent to a Rehabilitation Services Coordinator, including one year equivalent to a Rehabilitation Services Coordinator P11.

KNOWLEDGE, SKILLS, AND ABILITIES: Employees in this position should have knowledge of rehabilitation counseling and guidance techniques. Knowledge of varying mental and physical disabilities specifically related to blind and visual impairment, Knowledge of the psychological impact of disability as well as barriers it may present. Knowledge of varying cultures. In addition to having the ability to maintain and prepare reports and correspondence that supports the vocational process. Communicate effectively with other and maintain favorable public relations. It would be expected that post the 1st year of experience the employee would have knowledge of training and placement facilities within the local community as well as examples of appropriate occupations and accommodations that may be suitable given a consumers unique set of characteristics. CERTIFICATES, LICENSES, REGISTRATIONS: CRC is preferred.
