Minutes of the Meeting of the Community Council held on Monday 10th October 2016 which commenced at 6.45.pm.in the Village Sports Hall.

Public Forum

Football Issues Josh Birch attended to represent the FC. Few issues – arrangements in hand for the additional electric socket and outside tap and the completion of the external painting of the rear external wall. Members were made aware of the encroachment of brambles on the left hand side of the pitch near the goal posts were causing problems, with a number of balls being lost. .Requested they be cut back. MCC to be contacted. Dates of matches played to be emailed to the Clerk. Further fund raising events to be arranged. The CC confirmed they were unable to help with any additional funding at present, but consideration may be given at the forthcoming budget meeting. The FC’s VHS keys were handed in, as an audit of keys/key holders was being carried out. FC requested that their keys be handed back to RA in readiness for the weekend games.

M4 Relief Road Local resident, having previously approached the CC on the matter, outlined an alternative proposal (Green Route) for the controversial M4 Relief Road, and submitted detailed plans. Members were extremely enthusiastic of the proposal, feeling it was simplistic in its design, sympathetic to the needs of all those affected, environmental friendly and also addressed the long held vision of access onto the M48 between Rogiet and Caldicot. Members wholeheartedly recommended supporting the proposal. It was proposed and seconded that RCC support the new Green Route, all in favour, motion passed. Public Consultation arranged for Saturday 19th November. Arrangements to be addressed. Local resident thanked the CC for their support and agreed to progress the matter.

06/ 2903 Chairman’s Address

Chairman wished Cllr Tyrrell a speedy recovery following health issues. He informed Members he considered Rogiet was on the brink of exciting times with Little Tigers new day care centre due to open, the promotion of STNP FC to the Gwent League, the tremendous success and contribution to developing

Tel: 01291 422089 community well-being by the introduction of the Community Café and the revival of the Non Pol Club, due to the efforts and support of residents. The new proposal on the M4 Relief Road was also welcome. In addition he also hoped that a positive response would be received from the new initiative appealing for applications to join the CC.

It was resolved that the Chairman be authorised to sign the minutes of the monthly meeting held on 12th September 2016 as a true and correct record of the meeting.

06/2905 Financial Matters and Schedule of Accounts

The Schedule of Accounts and Financial Matters dated 10th October 2016 were approved and signed by the Chairman.

The Clerk/RFO presented an action plan to address the issues arising from the Annual Return for the year ending 31st March 2016. Following discussion Members approved the plan. It was noted the accounts were in order, the issues related to procedure and guidance as set out in the Governance and Accountability in Local Councils in Wales – A Practitioners Guide, NALC/SLCC. The appointment of new external auditors had referred to strict new guidelines and highlighted procedural issues.. Work is in progress to review, with the aim of adopting the new 2016 financial regulations as set by OVW, when sufficient time allows. Members are in possession of the said regulations. Member raised concern at the lack of street lighting in certain areas of the village. Member requested he identify the areas in question in writing, which would then be forwarded on to MCC . Following dates approved for finance and budget meetings - finance and budget meeting 22nd November, Precept meeting 28th November (provided all necessary information available)

Matters on-going

Future Maintenance of WWI Memorial Clerk had contacted MCC Adult Learning Section with a view to enlisting their help, but had been advised to make further contact after the summer holiday period. Matter to be progressed in the autumn including the provision of a more permanent structure. . MCC Dog Fouling Initiative - Initiative on going. Further meeting to be held on 18th August at County Hall, Usk

Traffic Issues on Station Road/School Crossing - Situation remains on-going. And continues to be observed. Update needed on action promised in previous emails - Over-use of open green space Adjoining old school building development MCC to be contacted expressing concern at the over use of this land and the lack of consideration of the meadow being destroyed and access denied for local use. –on going

VSH/ Playing Fields Issues

Little Tigers Day Care Approval had been given for LT to open on 5th September RCC have given approval for all the necessary works to be carried out by Mr. M Curtis. Work has been completed few issues remain outstanding as a result of an inspection of the Building.

Report covering the period 5th July – 10th September had been circulated to all members.
