President’s Comments: (J. Zacharias) - Increased involvement of Board in the District – transparency – Putting faces to the names - Decisions made at CASA Board Meetings are not always easy to make. We all must look at what is best for the overall Association and cannot always make it personal in regards to what we want for own associations. - Everyone needs to be held accountable for their own actions - Review of minutes of October 19, 2016 No Errors/Omissions

Sylvan Lake (J. Salsbury) moved minutes be accepted as presented. Lacombe (J.Zacharias) seconded. CARRIED

Business Arising: - L. Behm spoke of the College Showcase in Ponoka – May 26-28, 2017 – Open to all players U15 and up - Rimbey (R. MacEachern) requested clarification on Fee Increases for 2017. Executive Director) T.Olson shared the increases voted on at the 2016 CASA AGM – (November 30, 2016). 1. Increases- $2.00 per player administrative fee. Reason for Administrative Increase- cost of running office (supplies, phone costs, postage increases) – Executive Director Contract Increase – three year with raises- contract implemented 2014 CASA AGM.

1 2. Increase $25.00 per competitive team (U12 – U18 League) Cost increases in Tournaments sponsored by CASA – SunBreaker, Provincial Qualifier – mainly Referee fees). Cost increases for League Medals as well.

Financial Update: Executive Director presented a hand out with explanations of cheques not recorded by the Auditor (attached) Outdoor League Prepayment Invoices As in the past five seasons (implemented 2012) each Local Association will receive a Prepayment invoice within the next month. This invoice is calculated based on player registration fees from the previous outdoor season and will be broken down into two equal payments. Payments at this time do not include League Fees, Referee or Coach Development, Prov.Fees (if applicable). A final invoice will be sent out at the end of the Outdoor Season

Indoor League Issues: Report by T.Olson – Executive Director) The C.A.S.A office has encountered several issues regarding the Indoor schedule. Teams have requested rescheduling for tournaments, as well as teams cancelling their games at the last minute stating several reasons – lack of players, weather. 2017-2018 Season Policies that will be instituted: 1. All teams once declared with the District to take part in the Indoor Season will be required to put in writing all time off requests for the upcoming season. These will be granted to the best of the Leagues ability. No changes may be requested after the start of the season. Teams not showing up for or cancelling games without valid reason will be facing sanctions to their Association. - Weather Issues- The only time it will be valid to cancel a game for weather issues if there is a Travel Advisory put out. - Associations must ensure that when entering teams that the team is viable (adequate number of players)

League Structure A) U10 Development Program Discussion held. Because of a disparity in the abilities of the teams in the U10 program for the 2016 Outdoor season, an evaluation of the teams will take place at the SunBreaker. Teams wishing to take part in the Outdoor Development program must attend the SunBreaker. Teams not wishing to take part in the U10 Development Travel Program will still be welcome at the SunBreaker tournament the last weekend of April in Camrose. Recommendations – Coaches receive training equivalent to the age groups - A minimum of two practices per week to assist in player development B) U12 Program Discussion held in regards to the U12 competitive program. CASA will once again allow teams to opt for a non-competitive U12 League – there must be a minimum of 4 teams to make any League viable. Many scenarios were discussed including splitting the League into Geographical boundaries – this does not work as the size of the community or their geographical location does not determine the strength of a team. U12 Tryouts at the SunBreaker are not feasible or legal. Along with it not following ASA Rules for Tier IV (No tryouts) The overwhelming consensus was that it was not fair. The representatives stated that their U12 teams do not want to be TOLD after two games that they are not good enough to choose the League leading to Provincials. A discussion was also held in regards to the Tiers in soccer. CASA runs a Tier IV program as well as House League under each Local Association. Final resolution – U12 will run as always with the option of a non-competitive program offered. A minimum of four teams must choose this option if it is to go forward The same recommendations were made as those stated above for U10 Technical Director (D.McCarthy) comments – Development of players is the key to them having a quality sports experience not whether they win or lose.

C) U12 Development 2 The U12 League will continue with their Development phase, that was began last year. Playing once per week for the first week or two (always dependant on the number of registered teams) D) U18 Division Will be structured as it was last year, without playoffs for League Champion in order to accommodate Exam schedules. However U18 teams still take part in the Provincial Qualifier. No objections raised.

Coach - Confirmed dates: Lacombe – March 11 & 12th Soccer for Life - Membership was asked to submit all requests to the CASA Office as soon as possible so they could be applied for with Alberta Soccer. - Technical Director (D.McCarthy) The “FIFA 11+ ” is a complete warm-up program to reduce injuries among male and female football players aged 14 years and older. The program was developed by an international group of experts, and its effectiveness has been proven in a scientific study. Teams that performed the “FIFA 11+ ” at least twice a week had 30-50% fewer injured players. The program should be performed, as a standard warm-up, at the start of each training session at least twice a week, and it takes around 20 minutes to complete. Prior to matches, only the running exercises (parts 1 and 3) should be performed. For all exercises, correct performance is of great importance. Therefore, the coach should supervise the program and correct the players if necessary. Please contact the Technical Director for further information - Alberta Soccer will run a variety of training clinics for free, all associations should take advantage of these opportunity as fees pay for them. Spring Development Program- Technical Director (D.McCarthy) - As in the past Dave will visit communities. Partnerships are once again requested between communities as there is such a small window of time in the Spring season. - He will be Highlighting U10-U12 Development, but requests for other divisions will certainly be considered if that is what is needed. - Dave requested that the communities strongly encourage all coaches to participate - A maximum of 1.5 hours - Specialized requests – Dribbling, passing, fun agility, physical literacy. - Camrose (A.Thompson) requested that Dave supply a template for the programs he can run in these sessions. He will do so

Referees (P.Ignacio) - Mentorship program – Senior Referees assisting in the development of new referees. All Associations are asked to submit the name of the Referee you are assigning as a mentor to Philip no later than February 21st. Contact him via email with any questions regarding the program - Membership was asked to submit all requests to the CASA Office as soon as possible so they could be applied for with Alberta Soccer. No confirmed dates at this time a) Rules Update – Refreshers now must be a minimum of four hours in length, because of the large amount of rule changes which are occurring. Please consider this when booking your Refresher, it cannot be held after a full day course any longer. b) Request that all associations submit their New Referee information to the office so that they can be registered for the upcoming Certification Clinics c) Clinics cannot be run for 6 people, and we must keep this in mind when requesting clinics Referee Registration - Executive Director has emailed all current referees to inform them that they must register with the office. She will take care of registering on line for all referees - A member asked about referees who did not register last year still be eligible to take only a refresher. Referees are allowed to miss one year of refreshers and will still be eligible once they have registered.

Registration Deadlines (to be sent out by Executive Director to all Members) - Competitive Team (U10 to U18) PreDeclaration – April 1 3 - Final Team Declarations / SunBreaker Registration – April 15 - Note that ID cards will be required by all players U12-U18 at the SunBreaker.

Provincial Hosting - The discussions with Alberta Soccer regarding the hosting of Tier IV provincials in one location are continuing. An Alberta Rural Soccer Meeting will be held during the ASA AGM on Saturday, January 28th. T.Olson and J.Zacharias will both be in attendance. It will be finalized at that meeting

Rules / Policies Update – Attachment 2 will be voted into Rules and regulations at March 8th Board meeting

SunBreaker and Provincial Qualifier d) SunBreaker will be held April 29&20, 2017 in Camrose e) Provincial Qualifier will be held June 24 & 25, 2017 in Ponoka

New Business - President- Two years ago, a president’s meeting was held for all District presidents. This year CASA Executive Members will be attending meetings within your District to answer questions from your boards and/or parents. An email request will be sent out by the CASA President in regards to this

NEW 2017

MULITIPLE TEAM EVALUATIONS

All communities with two or more teams in any one division must inform CASA (with a minimum of two weeks’ notice) evaluation dates for said teams. Qualified evaluators (appointed by the CASA Executive Board) from outside the home community will be assigned to assess and place the players on teams.

 RATIONALE

This rule is being put in place to avoid the perception and/or accusation of stacked teams

TIER I, II AND III TEAMS

All communities who wish to form teams to take part in Tier I, II and III competitions must inform CASA (with a minimum of two weeks’ notice) evaluation dates for said teams. Try outs for said team will be publicized on the CASA website and players from throughout the District of the appropriate age will be allowed to attend. Qualified evaluators (appointed by the CASA Executive Board) from outside the home community will be assigned to asses place the players. All Coaches will have a minimum of Soccer for Life Certification. Coaches will be required to apply for the positions of Head Coach and Assistant Coach. CASA Evaluators will determine the Tier of the team.

 RATIONALE

This rule is being put in place to ensure that all players are of the appropriate ability to represent the District at this level of play. As well that all coaches have the appropriate skill sets to develop the team.
