PLANNING COMMITTEE MEETING, HELD AT ARLINGTON HALL, CHURCH WALK, COTTINGHAM AT 7.30pm WEDNESDAY 4 TH MAY 2016 MINUTES

PRESENT: Chairman: Cllr Casson; Cllrs Abel, Hardwick, Harness, Jump, Kay, Knight, McLaren, Sloan & Wright. Clerk: Jo Sims Deputy Clerk: Tina White

Fifteen members of the public were in attendance and spoke against planning application number 16/00912/STPLF – Erection of 304 dwellings with associated access, parking, play space, water attenuation basin and infrastructure at Land East of 115 Harland Way, Cottingham for Lovel Developments (Yorkshire) Ltd, on the following grounds:  Infrastructure – insufficient Doctors, Hospitals, Schools etc.  Drainage – Can the drainage system cope with this size of development  Traffic – Congestion particularly at school times already on Harland Way  Village – Losing the village status

1289 TO CONSIDER CORRESPONDENCE, NOTICES OF DECISION AND PLANNING APPLICATIONS OUTSTANDING SINCE THE DATE OF THE LAST MEETING. (Copy supplied to all Councillors on the Planning Committee).

A. CORRESPONDENCE – There were no items of Correspondence. B. NOTICES OF DECISION – Resolved: That the Notices of Decisions received since the last meeting be noted (attached to Minutes).

C. APPLICATION - 1. Application number - 16/00912/STPLF – Erection of 304 dwellings with associated access, parking, play space, water attenuation basin and infrastructure at Land East of 115 Harland Way, Cottingham for Lovel Developments (Yorkshire) Ltd.

Traffic - Grave concerns regarding the traffic movements at school arrival/departure times with the parking of cars along Harland Way and also with vehicles speeding downhill towards the school. 2. High density developments - we consider the development to be a higher density then the housing in the vicinity. It is not in keeping with our Neighbourhood Plan which states 250 houses on this development. 3. Housing - We consider the housing to be characterless and not in keeping with the village, as per our Neighbourhood Plan. 4. Housing Quality - We would like the dwellings to be built to code 4 Standard to Protect the future development of the village. 5. Housing Mix - Single level developments (Bungalows). Cottingham already has 12.8% bungalows (evidence based through Neighbourhood Plan). This development has less then 1% (3 bungalows). 6. Safety - Due to the gradient of this site we would like to see well positioned salt bins. 7. Street Furniture - We would like the developer to work with the Cottingham Parish Council Neighbourhood Plan. 8. Planning Inspector - It has been stated that nothing can be done in Cottingham that will jeopardise the village until COPFAS has been built, we feel this development will. 9. Capital Work - There has been no capital work carried out since the last two sections 19 which deals with sewer problems, COPFAS is only dealing with the surface water. 10. Drainage - This is one of the Committees main concerns. This is part of the section 19 report from ERYC. It states that the sewer network within Cottingham is predominantly a combined system, designed to carry wastewater and surface water from properties and some highways. All of the watercourses eventually discharge to the combined public sewer. Recommendation 1 – That regulated investment, should move the balance away from customer based surveys, to an investment based on engineering judgement. Recommendation 2 – That Yorkshire Water, publish a timetable for developing a scheme to address the capacity and remediation issues identified at George Street and King Street, Cottingham. No proposed work is in the 5 year plan 2015 to 2020 published by Yorkshire Water. Recommendation 3 – That in accordance with requirements set out in section 94 of the Water Industry Act 1991, that Yorkshire Water publish an action plan to demonstrate how it intends to address capacity and serviceability issues with public sewer networks in Cottingham. In reference to Section 94 of the Water Industry Act 1991 it further states. It shall be a duty of every sewerage undertaker to provide, improve and extend such a system of public sewers and so to cleanse and maintain those sewers as to ensure that that area is and continues to be effectually drained.

Should the ERYC Planning Officer not agree with the Committee's decision then it was agreed that this application should go before the ERYC Planning Committee.
