Coordinate Deployed Casualty Operations

PE1 PRACTICAL EXERCISE PE1 STUDENT INSTRUCTIONS

OBJECTIVE: This practical exercise measures your ability to manage the casualty reporting system in the role of a BCT S-1 staff member. You will demonstrate your knowledge of the casualty reporting system and procedures by accurately submitting casualty reports and casualty related documents.

MATERIALS REQUIRED: You will have pencil/pen, paper, Casualty Operations References: FM 1-0, AR 600-8-1, AR 600-8-4, AR 638-2, and DA Pam 638-2, and a PE supplement consisting of an ORB, DD Form 93, SGLV, and 1 Casualty Feeder Report. Check your PE supplement now. If you are missing a page or a portion of it is illegible, obtain a new one from your instructor.

INSTRUCTIONS: 1. Ensure your group names, student numbers, class number, and today’s date are on your completed products.

2. Students will break into groups of two for this exercise. You may only communicate with your partner regarding this exercise. You may NOT communicate with other students, give or receive assistance, make record of your answers anywhere but on your completed products, or pass on information about this practical exercise to other students. You group will turn in a typed Word document with you and your partner’s names and student numbers.

DO NOT WRITE ON THIS DOCUMENT SITUATION: You are the S-1 for 4TH BCT, 3d Infantry Division currently deployed in support of OIF. Your BCT commander is COL Anthony Ziglar. Today is 19 Oct 09.

Scenario

At 191452ZOCT09 the HHC, 3/7 IN Battalion (UIC WAQYAA) conducted convoy operations along route MSR Stryker from Baghdad to Fallujah, Iraq. Shortly after leaving the FOB, at Grid MD59612534, the lead vehicle was first struck by an RPG and then ambushed by enemy fire. CPT Doe, John E., received shrapnel to his chest as it penetrated the armor of the vehicle. Although seriously injured, the officer immediately took charge of the situation, and commanded Soldiers to engage the enemy. While members were heavily engaged in combat, CPT Doe was able to take down two more enemies before receiving another shot gun wound to his left arm, then lost consciousness. After receiving first aid, he was stabilized and rushed to the nearest Combat Support Hospital (28TH CSH) to receive further medical attention. Miraculously, no other Soldiers were harmed during the attack.

While waiting for updates, MSG Smock immediately contacted his Battalion TOC S-3 to inform the unit about CPT Doe’s heroic actions. In his report, he stated that if it had not been for this officer’s quick reaction to the situation, additional Soldiers could have been wounded or killed. He then reported that the doctor confirmed that CPT Doe was Very Seriously Injured (VSI) although he had worn his ACH Helmet, Gargoyles and Body Armor with front and back SAPI plates. He stated that CPT Doe’s sensitive items were presently in his driver’s custody.

As the BCT S-1, you receive an Initial DA Form 1156 (Casualty Feeder Card) on CPT Doe from the 3/7 IN Bn S-1.

Part I

1. Identify some documents you would pull on CPT Doe with the intent to establish a file on CPT Doe to give to your Brigade Commander.

2. What reports are going to be submitted to you and what reports are going to be submitted to the 3rd ID G-1 Casualty section?

Part II

It has been 5 hrs after the incident. Although the medical staff attempted to save CPT Doe’s life, the wounds were too severe. His death was pronounced on 201811ZOCT09 by Dr. (MAJ) Kevorkian, Jimmy D. Since the deceased Soldier did not wear his identification tags nor have any identifying marks on his body, MSG Smock, Itellya H. felt that it was his duty to properly identify the body. Confirming the identification of CPT Doe with visual identification, MSG Smock contacted the Battalion TOC S-3 to provide the updated information. As he hung up the phone, he thought about the HQDA Major’s Selection Board results that came out three days ago. CPT Doe was so very excited for being selected to Major, Below-the-Zone. CPT Doe was look forward to pinning on MAJ sometime late next year.

As you and the Bn S-1 continue to process reports, the Bn begins to plan for CPT Doe’s memorial service that will be conducted on 23 OCT 09. The Rear Detachment Commander is conducting actions to support an individual as the Casualty Assistance Officer and the Casualty Notification Officer.

1. What reports are going to be submitted to you and what reports are going to be submitted to the G-1 as a result of CPT Doe’s passing? What is the timeline (if any) associated with these submissions?

2. As you continue to coach the Bn S-1, what things would you advise him to continue working on? Are there any additional actions that you as the Brigade S-1 would be conducting/coordinating for that the Bn S-1 wouldn’t do?

Part III

As your section continues to process this sensitive information, you work closely with the BN S-1 to ensure all the proper procedures are followed. Based on the incident, the Battalion Commander wants to award the Soldier an ARCOM with V- device and asks what other awards CPT Doe would be eligible for. The 3/7 IN Bn S-1 has asked you for assistance.

1. What advice will you give the BN S-1 on awards eligibility and processing based on the incident and the Soldier’s records?

2. What additional advice will you give the Bn S-1 on actions they must complete for this casualty?

3. What actions will you do at BDE to process this casualty in addition to the actions that are initiated at Bn? Also, what are some tasks you would need to complete/work in preparation for CPT Doe’s memorial service?

4. What other staff elements would you coordinating with on this action?
