The appointments become effective Jan. 1, 2003. “As administrative head of the Judicial Branch, I depend on the chief judges to administer their own judicial districts and to help me formulate statewide policies for the courts,” says Mullarkey. “Colorado is fortunate to have so many capable and dedicated judges willing to take on the extra responsibilities of serving as chief judges.” The new chief judges are:  H. Jeffrey Bayless, Second Judicial District (Denver)  Claude W. Appel, Third Judicial District (Huerfano and Las Animas counties)  O. John Kuenhold, Twelfth Judicial District (Alamosa, Conejos, Costilla, Mineral, Rio Grande and Saguache counties)  Michael O’Hara, Fourteenth Judicial District (Grand, Moffat and Routt counties)  Stanley Brinkley, Fifteenth Judicial District (Baca, Cheyenne, Kiowa and Prowers counties)  Roger A. Klein, Nineteenth Judicial District (Weld County) Colorado is divided into 22 judicial districts, each with a chief judge who serves as the administrative head of the district.
