JOB ANNOUNCEMENT

The United States Peace Corps Burkina Faso is recruiting a Cashier for a full time contract position based in Ouagadougou, Burkina Faso. Fluent French and a high level of spoken and written English are required. Final salary will be determined based on the candidate’s qualifications and salary history in similar positions.

Under the general supervision of the Peace Corps Director for Management and Operations, employee performs full range of "Class B" Cashier duties in Peace Corps Burkina Faso. Works within the difficult environment of a cash economy and a restrictive local banking situation. Employee has full responsibility for the management of the Peace Corps Imprest Fund ($25,000US dollars both local currency and US dollars) which includes all collections, disbursements, accommodation exchange payments, accountability, examination, safekeeping, replenishment and processing of all Peace Corps cash and check payment transactions. Cashier deals directly with the FSC, Peace Corps Washington and local banks. This position has a Base Salary Range of 8 to 13 million F/CFA per year (Grade 7).

MAIN RESPONSIBILITIES OF POSITION

Performs principal "Class B" cashier functions in compliance with Peace Corps regulations.

• Makes payments to trainees, Volunteers, Staff, and vendors from the imprest fund

• Verifies the correctness of all receipts prior to disbursement in accordance with 4 FAM and Peace Corps regulations. Reviews daily FSC Charleston cashier reports (ACDC 013 accountability ledger, CFSC Broadcast guidelines, CFSC cashier voucher rejections, and exchange rate reports), as well as FSTO Paris reports and guidance. Prepares CFSC 365 accountability report on a daily basis

• Submits accurate documentation to Peace Corps Washington for fund replenishments on a timely basis; receives imprest fund replenishment checks; and maintains accountable records of the replenishment of the imprest fund.

• Is accountable by PC and USG regulations, for advances given to sub-cashiers and the alternate cashier. Maintains cashier files including: up-to-date 'Cashier Statement of Accountability' form, letters of designation for all sub-cashiers, samples of signatures of all authorized signatories, voided General Receipt (OF-158) forms, and other documents as required

• Oversees authorized sub cashiers, monitors their performance and adherence to regulations, verifies the accuracy of their calculations and payments. Provides training for sub- cashiers and alternate cashier. Trains all alternate and sub-cashiers in the procedures to be followed when acting in that capacity ensuring that each one has been given a copy of Manual Section

MINIMUM QUALIFICATIONS a. Education: Certificate or diploma in accounting, finance, or business studies from a recognized college or business or vocational college. b. Prior Work Experience: 1-3 years of related work experience. At least three months of experience in direct handling of cash and in maintaining records of cash transactions. c. Post Entry Training: Training will be provided on Department of the Treasury, Department of State and Peace Corps financial and cash management systems, operations rules, regulations, policies and procedures. On the job training in the FOR Post financial system. Must pass cashier exam. d. Language Proficiency: Excellent speaking, writing skills in French and English is required. e. Knowledge: A thorough knowledge of major policies/directives with Peace Corps Manuals, Foreign Affairs Manual and other applicable U.S. State and Treasury Department laws and regulations pertaining to cash operations. Knowledge of Peace Corps and U.S. Embassy budget and accounting regulations as well as reconciliation accounting. English grammar, spelling and punctuation. Understanding of the Peace Corps computerized cuff system. f. Skills and Abilities: Skill in performing Principal "Class B" Cashier functions in compliance with Peace Corps and other relevant regulations. Ability to use a computer and to type. Ability to word process and to utilize a spreadsheet. Ability to use a copying - machine and other office equipment. Ability to translate short documents and correspondence; skill in maintaining an efficient filing system. Good sense of organization and neatness
