Notes of Meeting 1. Review of yesterday’s Workshop.

AB confirmed that URS had offered to run a further Workshop which is set for Wednesday 1st October 2014. The DPP meeting has now been rearranged for 8th October 2014.

2. Workshop Appraisal

2.1 Liphook

Overview: A number of sites have come forward in Liphook but all have constraints, the main constraint is additional traffic in the village. The Parish of Liphook falls in both the South Downs National Park and East Hampshire District Council. It also falls within 5km of the Wealden Heaths Phase II Special Protection Area. Due to these issues it may be difficult to achieve the JCS minimum target of 175.

Options available:

A) 175 made up of bits of the sites. B) Reduce numbers for Liphook but include Bramshott Place LIP011 and site at Grayshott GRY002 (see notes on Grayshott).

LIP033 – The site is isolated from the village but part of the existing site already has accommodation for the elderly. Application for 40 dwellings, currently at public inquiry. Natural England would not wish to see any housing development within 400m of the SPA. Bespoke SANG required as part of development.

LIP014 – Remote from town centre, at risk from flooding and has access through a residential area.

LIP017 – Adjacent to the SDNP. Along with transport issues it will require at least 4 ha of SANGS to mitigate against the SPA.

LIP036 – Within village centre but may have deliverability issues due to multi-ownerships.

LIP004 – Current application, highways have objected to capacity of northern roundabout in village centre – improvements have issues with damage to environment. Bespoke SANGS also remote from SPA.

LIP013 – Access problems. 2.2 Grayshott

Overview: One new SHLAA site put forward in 2014, hence, the JCS did not allocate any housing in the settlement of Grayshott.

GRY002 – Current application for 80 dwellings plus employment. Has SPA issues as some housing falls within 400m therefore bespoke SANG required. Natural England would not wish to see any housing within 400m of the SPA. Adjacent to an Ancient Woodland within a rural setting.

2.3 Four Marks/South Medstead

Overview: The JCS allocated a minimum of 175 new dwellings to Four Marks/South Medstead, to date the Council has approved applications for 180. There are waste water/sewage issues in the area. There may also be an issue with the future capacity of the railway bridge/tunnel.

The SA should confirm that the target was right, 175, to achieve a sustainable approach. It has limited facilities and the community has seen a rapid growth in the past. There may be a possibility of more development in the future so that a new centre can be developed, in the form of a Strategic Allocation. . 2.4 Villages

Overview: 150 new dwellings are required in the villages north of the district.

Medstead

MED17/23 – Refused planning permission but has the potential for 10 dwellings.

Bentley

Bentley has a Neighbourhood Plan and has held 3 exhibitions. There is a preference for a number of fewer smaller sites rather than 1 large site, could possibly take 50 dwellings. They wish to see the rising land to the north kept free from development.

Flood risk south of village, has parking issues and requires infrastructure improvements. The northern sites are more rural. There is a Conservation Area in the south.

BEN09/15 – Rural nature and high biodiversity.

BEN001 – Pastures and in a Conservation Area.

BEN014 – Well screened from school but has access issues. BEN003 – Application for linear development but views from recreational ground.

Ropley

There are two areas to Ropley; Ropley Dean and the historic village. Potential for small scale developments. Additional traffic could be an issue. May have potential for 10 or so in the village.

ROP012 – OK, popular site.

ROP015 – Wildlife value

ROP018/019 - Sites alien to village and character.

ROP013 – Footpath across the site.

ROP004 – has permission for 15.

Bentworth

BTW001 – Narrow land with access issues.

Headley

HEA013 – 400m from the SPA.

HEA007 – Natural England would prefer 30 rather than 50 dwellings as mitigation may be an issue.

Farringdon

FAR002 – Very visible from SDNP and there is a Conservation Area both north and south. Possibility for 6 dwellings.

Holt Pound/Binsted

BIN003 – Application for 17, out of character but frontage ok.

BIN006 – In Flood Zone 2 and has frontage problems.

3. Conclude Workshop

URS explained a hand written flow diagram showing the SA process and the next steps.

Monday 22nd September – URS/EHDC meeting Alton Neighbourhood Plan Steering Group.

Wednesday 24th September – URS to complete and send out proformas. Wednesday 1st October – 3rd Officer SA Workshop

Wednesday 8th October – Councillor Briefing Meeting (pack to be put together) – Option Choices
