LAFAYETTE PARISH SCHOOL BOARD REGULAR BOARD MEETING

The School Board of the Parish of Lafayette, State of Louisiana, met in regular session at its meeting place, the Lafayette Parish School Board Administrative Building, Board Room, Lafayette, Louisiana, on Wednesday, September 4, 2013 at 5:30 P.M. pursuant to notice given in writing to every member.

MEMBERS PRESENT: Shelton J. Cobb, President; Hunter Beasley, Vice-President; Tommy Angelle, Gregory Awbrey, Mark Babineaux, Kermit Bouillion, Tehmi Chassion, Mark Cockerham and Rae Trahan, Board Members; Dr. Pat Cooper, Secretary- Treasurer/Superintendent

MEMBERS ABSENT: None

I. MEETING OPENINGS The meeting was called to order by Cobb and opened with a prayer by Awbrey. Babineaux led the group in the Pledge of Allegiance.

OPENING COMMENTS –SUPERINTENDENT Superintendent Cooper congratulated teachers and principals on Compass efforts. He said, “we knew we had good teachers, and the first effort validates that, those who need work, we will help to get them better”. Dr. Cooper applauded those who are already doing better. He ended by asking that the he have an opportunity to speak to the Board Executive Committee regarding five suggestions he had recently sent to the Board.

ADDITIONS TO THE AGENDA None

APPROVAL OF AGENDA Motion (Cockerham, Bouillion) that the Board approve the agenda as presented. Motion carried.

II. RECOGNITIONS/PRESENTATIONS The Board recognized Carleen Doucet and Mary Landgrave, Crisis Prevention Institute (CPI)Instructors Hall of Merit. Ms. Doucet and Ms. Landgrave are two of 75 Nonviolent Crisis Intervention® Certified Instructors worldwide recently recognized for their extraordinary commitment to continuous Training Process that promotes the greatest Care, Welfare, Safety, and SecuritySM for those served at Lafayette Parish School System.

2. Transfer and Hiring Practices in Lafayette Parish School System Beasley remarked that it appears the Lafayette Parish School System is the last ones to hire, and as far as transfers, he is hearing that teachers might be moving to another school. Dr. Beasley said we had a reconstitution of a school late in the year and the budget also ran late. He asked the Director of Human Resources to look at filling jobs with new or veteran teachers, by giving them an offer early in the year.

The Director of Human Resources said next year they would do better planning and would get with Principals to minimize any disruptions in the classroom.

3. Facility Options in Youngsville

9 Babineaux suggested that new schools be built on Section 16 land in Youngsville and use existing school plans. Trahan encouraged the Board to schedule a Board Workshop on other options to build schools, such as rolling excess sales tax into a debt service type of fund in order to bond money right away. She also said that Jerry Osborne has some good building programs.

Awbrey suggested that the Board take another look at Fibrebond classrooms.

4. Race to the Top Sandra Billeaudeau, Assistant Superintendent, informed the Board of an opportunity to work with other districts to apply for $120 million Race to the Top funds to Support Classroom-Level Reform Efforts. The focus would be on Common Core, PARCC Readiness and Professional Development. Mrs. Billeaudeau will come back to the Board with additional information.

4. Health Care Proposals Motion (Beasley, Cockerham) that the Board decide upon a health care provider for a one year contract renewable for two more years at the same guarantee.

After some discussion, Beasley amended his motion and Cockerham agreed: that the Board decide upon a health care provider for a one year contract renewable at Board option for two more years at the same guarantee.

Voting for were Angelle, Beasley, Babineaux, Bouillion, Chassion, Cobb, Cockerham and Trahan. Voting against was Awbrey. Motion carried.

13 A motion was made by Chassion that the Board accept KBA as the Third Party Administrator.

After some discussion, Cobb said the motion had died for a lack of a second.

Mrs. Trahan commented that she had seconded the motion.

Board Attorney Hamilton said in order to consider Dr. Chassion’s motion, the Board would need to make a motion to reconsider amendment, or put the item back on the agenda for the next meeting.

Ms. Trahan asked that the Board Attorney do the research and at the next meeting inform the Board if his decision was accurate.

VII. REPORTS A. Public Comments Comments were made regarding computers available for PARCC tests.

B. Board President/Members Comments Awbrey asked that people own up to criticism.

Babineaux said Common Core is accepted nationally, we teach indoctrination.

Cockerham asked that everyone come together and work on solution and agreement.

Bouillion spoke about the late Mayor of Erath, George Dupuis, Jr.

Chassion thanked staff for giving him information on kindergarten nap time. Parents can request if they want their child to have nap time.

Trahan said she was looking forward to the workshop on charter schools, and thought it would be worthwhile to have representatives from parishes that have charter schools to attend. She also asked that an agenda item be prepared regarding update on Youngsville projects.

Beasley congratulated the CPI trainers.

Cobb congratulated the new Board attorney, and teachers. He said it proves we have good teachers. Mr. Cobb also said he welcomes the opportunity to refer to the Board Executive Committee the Superintendent’s request.
